There is already a tunnel underneath the tracks, though it seems to be closed. The foot tunnel connected the westbound waiting room (still standing, near the newer firehouse) with the eastbound waiting room (gone, but memorialized in the painted mural) back when the CSX tracks were owned and operated by the B&O. Not sure if this tunnel is unavailable for safety (structural, social, or criminal) or if it's been destroyed/filled.

There is also already a bridge over the tracks connecting the two MARC tracks, though the northern end of the bridge doesn't go anywhere but the westbound MARC track, probably because of the transit center construction. It's also not easy to get to from the NOAA side of the Metro.
