Hawkins was formerly head of the District Department of the Environment and joined us for a live chat about two years ago. Today, he's back to discuss lead pipes, the impervious area charge, and whatever else you'd like to ask.

I tried to get information out of DCRA (DDOT specifically) and Tommy Wells and neither were willing to help sort out the questions about the lead line replacement program. $600+ (which is pretty low because I have short front yard) is too much for most low income homeowners and their kids shouldn't have to ingest lead any more than my kids.
DC Water needs to assess the market for retail plumbing services for district residents and make some recommendations to the City Council. It's entirely too expensive to get reasonable plumbing services and it's a major public health concern. The vast majority of people who own homes in DC don't have the money to keep up them, much less invest in new piping. While you can't do anything with a budget of $0, the restrictions on who can obtain home plumbing permits for simple repairs are a major obstacle.

Why do you trust bottled water? How do you know the bottles are clean (particularly on the outside)?

I've had my water tested a couple times. The lead level fluctuates quite a bit but hasn't exceeded the legal limit. I don't have kids so I don't really care.
DCWATER can change their name, but it doesn't change the fact that they methodically burned any and all credibility they had with the lead issue...many times over.
It does no good to lecture or chide someone into replacing their service line when the problem is the thousands of feet of pipe it travels through to get there.
Yes, I am sure Hawkins is right and the water is pure when it leaves the plant, but as we;ve seen over and over for the past ~decade, it "ain't" so pure when it reaches the home.
