Is a Metro extension to Woodbridge a good idea?
Congressman Gerry Connolly and local officials are holding a public meeting September 26 in Prince William County to discuss extending Metro to Woodbridge.
It this a good idea? Like any proposal, it has pros and cons. The issue also depends greatly on whether you look at the problem from a transit planner lens or a public opinion lens.
Is actually bringing Metro to Woodbridge a good idea? If money were no object, probably. However, it would worsen capacity crunches in the core, and so really needs to be paired with a project like the separated Blue Line or separated Yellow Line in DC.
Is bringing Metro to Woodbridge worth the money? It depends what else you spend the money on, but if the same money went to other transit, expanding VRE and express bus options is probably better. However, the budgetary tradeoff is rarely between Metro and other transit of equivalent cost.
Is talking about bringing Metro to Woodbridge a good idea? Absolutely, because talking about how transit can best serve the people of Prince William County can only lead to better thinking about how to grow the Woodbridge area and general public support for transit. Besides, most likely if the state isn't planning a Metro extension, it would instead be planning some much more sprawl-inducing highway proposal.
First, let's talk about the actual tradeoffs in serving the area with transit.
Any Metro extension in this area absolutely has to serve Fort Belvoir. This is the largest focused job center in the area thanks to BRAC and will likely continue to grow. Putting any new transit here without going to Fort Belvoir would be foolish.
In particular, one factor that makes Metro much more cost-effective than other transit systems which serve suburbs, like BART, is the way Metro has significant reverse commuters. Instead of mostly empty trains out to the ends of lines in the morning, many people are riding those trains to federal facilities like those at Medical Center and Suitland.
There's already been talk about extending the Yellow Line down Route 1 instead of the Blue Line. This has the added benefit of helping the communities along the way, many of which are just the kind that could plan constructively around transit. Just like the Rosslyn-Ballston corridor 30 years ago, there are aging and often struggling commercial properties which could become mixed-used transit-oriented communities serving people who work to the south in Fort Belvoir or to the north in Alexandria, Arlington and DC.
Building any new rail line, however, is quite expensive. Most of the area is low density. Meanwhile, there's another rail line already here: VRE, which goes to Woodbridge (and has a station not far from Fort Belvoir).
Why not make VRE run far more frequently? It could even combine with MARC to create Metro "express lines." With fewer stops, these would provide a quicker route to the Pentagon and downtown than any Blue or Yellow line extension would.
The biggest obstacle is that VRE doesn't own the tracks, which also serve as the primary east coast freight line. CSX is planning to run even more freight here, which is why they're expanding the tunnels on Capitol Hill as part of the National Corridor plan.
The freight trains don't necessarily need to go through downtown DC. In fact, it's probably better if hazardous material weren't being transported a few hundred feet from the Capitol. NCPC looked years ago at adding a freight bypass, but it's expensive and encountered political opposition in Southern Maryland.
Without building the freight bypass, Virginia could still improve capacity on the VRE Fredericksburg Line by adding passing tracks and a third track as much as possible. Some of that is already happening to accommodate more Amtrak service. Plus, improving this line can enhance intercity rail to Richmond.
Any added Metro service would increase the numbers of passengers coming into the central sections of the Metro system (Arlington and DC). As that ridership grows Metro will need to run the maximum possible numbers of trains on the Blue-Yellow segment, but to do that, they'll need one of the core expansion projects to separate lines.
That's either a new M Street Blue Line subway from Rosslyn to Georgetown to downtown, so the Blue Line trains don't have to merge with Orange and Silver trains at Rosslyn, or a separate Yellow Line tunnel from Southwest to either downtown or Union Station, so Yellow Line trains don't have to merge with Green at L'Enfant Plaza.
The other option is more express buses. Virginia has looked at projects which add special bus exits on and off the freeways, so buses can run in HOV or HOT lanes, get off and stop at a station near the freeway, then hop back on. Light rail could also serve the corridor.
These options are far cheaper. If the tens of billions of dollars required for such a project were sitting in a special bank account marked "TO BE USED FOR TRANSIT IN SOUTHERN FAIRFAX AND EASTERN PRINCE WILLIAM," then a combination of buses and light rail is likely the most productive use of the money. However, that's never the way it works, and planning a big transit project may be the best option compared to the likely alternative, which is planning big and destructive highway projects.

Ignorant editorial, thoughtful analysis juxtaposed in Post
Let's say you have some opinions about what Metro should do, but you actually know almost nothing about Metro's actual policies. You might talk to your friends about it or comment on blogs, but it's unlikely the Washington Post will put your ideas on its Sunday local opinion page.
Unless, that is, you work for the Reason Foundation. The Post published an op-ed from Reason's Sam Staley, who shows he knows little about Metro by suggesting a policy that's already in place today: peak-of-the-peak fares.
Nobody must have checked with the Post's own transportation writers, like Bob "Dr. Gridlock" Thomson, who know plenty about transportation. Thomson showed his thorough comprehension of the complex issues around transportation with a very thoughtful analysis of the 2030 Group transportation priorities report.
In his op-ed, Staley writes,
Metro must set fares based on consumer demand by applying market-based pricing. Metro is leaving tens of millions of dollars on the rails simply because its fares don't capture the full higher value that riders are willing to pay at premium travel times.Staley apparently didn't bother to look up Metro's fare structure before writing the piece. Because it already includes almost exactly what he suggests.
Peak of the peak pricing was a part of last year's fare increase, adding a 20¢ surcharge for trips in the busiest 1½ hour in the morning and evening. It's proven fairly unpopular, but revolved around the very ideas Staley is promoting, that people are willing to pay more at peak times (or if they're not, can ride the system earlier or later).
The specific peak-of-the-peak fare could probably use some tweaking to work better. It doesn't really quite match demand, either in terms of time or geography, but it's a close approximation. Many riders, though, would rather just remove the policy entirely, arguing that it's too confusing.
Still, the general concept is a sound one. It does make sense for Metro to capture the value it provides to riders. It's already doing that to a greater extent than almost any other system: according to statistics published in April, Metrorail is recovering 81% of its operating costs just from fares alone. Even when mixing in the lower cost recovery bus system, WMATA has one of the highest farebox recovery ratios in North America.
If it's good policy to have transit make back most of its costs from its users, what about other modes of transportation, like roads? Everything Staley says about Metro makes equal sense for driving. It's busiest at one time of day, to the point of being too crowded. Just as pricing the busiest lines at the busiest times of day has some economic logic to it, so does pricing the busiest roads at their most crowded.
Staley also suggests a "value capture" mechanism for WMATA to keep some of the tax revenue that comes from greater development around Metro stations. That would let the economic growth that transit brings help pay for transit. Again, it's a sound idea, though Staley seems not to understand the dynamics of the DC region in his explanation. Tomorrow, we'll take a look at this in more detail.
There are a lot of people in the Washington region who have very thoughtful and thoroughly informed recommendations about Metro. There are many transit advocates like the Action Committee for Transit, Coalition for Smarter Growth, MetroRiders.Org, Sierra Club Sustainable Metro DC campaign, and many more. There are the people from the Board of Trade, whose opinions I sometimes strongly disagree with but who are never just ignorant.
There's also the transportation team at the Post, led by the very knowledgeable and always thoughtful Bob Thomson and recently made stronger with the addition of Dana Hedgpeth covering Metro. Coming down at the opposite end of the ignorance-knowledge spectrum is Thomson's article today about the terrible 2030 Group report. I was very nervous about what the Post would write about this story, since 2030 employs a high-powered PR firm which promoted the study far and wide.
A few recent Post traffic articles (by other reporters) have unquestioningly bought into whatever spin comes in a press release, like Ashley Halsey III's coverage of a Governors Highway Safety Association report on traffic fatalities which blamed pedestrians or the flawed TTI report that mis-measured traffic congestion.
Thomson, on the other hand, penned a paragon of what a traffic study analysis article should be. He looks at the strengths and weaknesses of the report, and not just by quoting one person in favor and one opposed, but by actually understanding the intricacies of the issue.
Thomson notes that the study looked at "what transportation programs are most needed to ease congestion, [but] this is not how governments and commuters think." Instead, congestion relief is one priority along with "the creation of new travel options, economic development and neighborhood revitalization."
He notes how it's tough to assign credibility to a study which relies on anonymous "experts" and ends up suggesting many of the same projects the authors already were promoting, but also argues that these problems "[don't] mean the ideas are bad or unworthy of discussion."
While giving most of the article's space to explaining specifically what the study advocates, he also cautions about drawing too many conclusions from "experts":
Still, there's a problem with asking transportation professionals for solutions, and it's the same type of problem that was defined by a psychology professor named Abraham Maslow: "I suppose it is tempting, if the only tool you have is a hammer, to treat everything as if it were a nail."Thomson is far less skeptical of an Outer Beltway crossing of the Potomac than I'd like him to be. He writes, "Drivers stuck on the Dulles Toll Road before the Beltway each morning have said they would love to see a new bridge farther west on the Potomac River to draw off traffic."In the case of the transportation engineers, designers and planners, their main solutions are expensive transportation projects. There are many serious obstacles to those solutions, and plenty of alternative ideas coming from outside the ranks of transportation professionals.
But this illustrates exactly the problem with this proposal: these drivers he's citing don't actually want the crossing, they just want other people off the road to ease traffic. Building a new road doesn't actually relieve traffic, as even the Wall Street Journal acknowledges. So these commuters Thomson hears from might think they'd benefit from a new crossing, but they really won't.
Every reporter should read Thomson's story as an example of how to thoughtfully analyze, rather than regurgitate, a report that comes out from a group with an agenda and a well-funded PR operation. And every editor should look at Staley's piece as a cautionary tale to beware op-eds on local issues from national organizations with an agenda, a well-funded PR operation, and little actual knowledge of local circumstances.

"Metro sprawl" misses better opportunities in the core
WMATA planners have been studying possibilities for system expansion, from lines in the center to extensions at the ends of lines. While every Metro enthusiast has fantasized about dozens of Metro lines running out nearly to West Virginia, this "transit sprawl" overlooks better opportunities to strengthen the system's core.
Adding a line in Arlington is more useful than adding a line to Front Royal. The existing land uses closer in are more conducive to higher ridership because they have higher densities, lower rates of car ownership, and, because of their proximity to existing business districts, enjoy shorter travel distances and times.
Furthermore, closer-in lines improve transit networks, expanding service north, south, east, and west. Far-out lines only provide linear service, that is, north and south or east and west, but not all four. As such, the lines far out are less useful to the people they serve.
Ultimately, far-out extensions end up exacerbating Metro's dual and conflicting mandates to provide long-haul service and short-haul service on the same railroad. The argument for 4-minute rush-hour headways inside the Beltway is much stronger than the argument for 4-minute rush-hour headways all the way out to Frederick.
Modern rail systems like our Metro, San Francisco's BART, and Atlanta's MARTA try to combine long-haul and short-haul services into the same systems. Other cities have wisely divided the two.
New York has express subway trains, the Long Island Railroad, and Metro North for long-haul service and the regular subways for local service. These serve different markets with different service frequencies and provide better regional mobility.
Commuters from Long Island are spared the suffering of having to stop 100 times in Brooklyn and Queens just to get to business districts in Manhattan.
At the same time, residents in Brooklyn and Queens get decent service within their own boroughs and to Manhattan. This separation improves the practicality of transit for everyone.
If Metro lines were to extend to the far exurbs, the ride to the area's business districts would still be long and would discourage ridership. These areas are by definition only peripherally connected to the regional economy and residents would already have less reason to take jobs and commute 20 miles in the first place.
Our geography in Washington, however, is more like that of Paris than New York. Both Washington and Paris are interior cities that just happen to have a river or two running through them. We can expand in all directions, whereas New York, Chicago, LA, and San Francisco are bounded by harbors, bays, oceans, or lakes.
There are some interesting charts in Steve Belmont's book Cities in Full that illustrate how different cities' transit systems are spatially laid out.
Draw a circle with a 5-mile radius from Metro Center and the circle will more or less fit just inside the bounds of the DC-Arlington diamond. In that circle, we have 51 stations. Outside of that we have lines reaching as far as Shady Grove, a full 17 miles from Metro Center as the crow flies. The system will reach 26 miles to Loudoun County when the Silver Line is complete.
Now draw the same 5-mile circle for Paris with the Châtelet hub as the center point and you will notice that nearly the entire Métro system fits inside the circle. The RER commuter trains, not mapped, extend far beyond. Parisians enjoy 240 stations in that circle by Belmont's count.
The distance from Châtelet to Créteil-Préfecture, the farthest station, is only 7.5 miles as the crow flies. In contrast, the Silver Line extension merely begins 8.5 miles from Metro Center.
Not only that, the network they have built makes it practical to take the Métro anywhere in the circle since your travel journey will not stray too far off of a straight line drawn between two points.
Yes, Paris's densities are much higher than DC's, but our densities are rising since the population is rising. As we plan for the transit system we will need in 2040, we will need to think big.
Far out extensions provide a modicum of very high quality transit to a small population whereas strengthening transit within the existing circle, that is, to people who are more likely to use transit anyway and who are more likely to use it for non-commuting trips, should produce a greater return on the transit investment.
We have to prioritize because transportation funding, like funding for everything, is limited. Sure it would be nice to have Metro service to Gainesville. However, such extension fantasies should not come at the cost of providing service to areas closer in where people are more likely to use the service in the first place.
While enthusiasts and politicians tout outward expansion with a pioneer's zeal, they miss the better opportunities to strengthen the network and construct new lines in the core. Strengthening the core will provide a greater returns on our transportation investment.

Metro planners contemplate system's second generation
By 2040, Metrorail ridership is expected to top 1 million daily rides and the system's core will be severely crowded. To cope, Metro has been looking at long-term possibilities for expanding transit, whether on the Metro system itself or in other modes, like streetcars or BRT.
A "second generation" of the system might bring new lines to the region and extensions of lines beyond their current terminals. None of the plans are concrete right now, but the first step toward system expansion involves studying of multiple possible concepts and determining which make sense.
These projects are still very much in the planning phase. At this point, for Metro planners, it's mostly about modeling ridership and attempting to find ways to optimize operations and redundancy in the system.
If this second generation system is constructed, only some of the lines and extensions up for consideration today will become a reality. And, before the work is complete, they may look significantly different than they do at this early stage. However, while changes to the current proposals are to be expected, these suggestions are noteworthy, nonetheless, as one or more of these scenarios likely represents the future of Metro.
Separated Yellow Line: As we've discussed before, Metro is looking at ways to separate the Yellow and Green lines. Mainly, this will allow for capacity increases on the Green Line, since the Yellow will still have to share with the Blue Line.
One concept involves building a new line under 10th Street SW/NW parallel to the existing Green/Yellow subway. This line would likely end near Thomas Circle. An alternative would take the line further east, crossing the Blue/Orange subway at Capitol South and ending at Union Station.
Separated Blue Line:
This idea is not a new concept. Metro has been talking about it for several years. It would greatly expand core capacity, especially on the Orange Line. Additionally, it would open up new areas of the core, such as Georgetown and Logan Circle, to rail service.
With regard to a separated Blue Line, Metro has looked at 2 basic concepts. Both would involve a new separated Blue Line from Rosslyn to the Anacostia River.
One option would be a subway roughly following M Street. From Rosslyn, it would cross the Potomac River to Georgetown, and then proceed east, toward Thomas Circle, Mount Vernon Square, and Union Station. It would rejoin the current Blue/Orange rail line at River Terrace, where the existing Blue and Orange lines diverge.
An alternative vision also takes the Blue Line from Rosslyn to Georgetown, as described above. Then the line would turn south toward the State Department. It would run through Federal Triangle and Archives before curving north toward Union Station. It would then head east to rejoin the Blue/Orange lines at River Terrace.
Separated Silver Line: This option would shave a few minutes off of trips from Downtown to Tysons Corner and Dulles, but it would not add much capacity to the system. Instead of a new Blue Line subway along M Street, that line would be given over to Silver Line trains. Blue and Orange Line trains would continue to share tracks in DC.
The Silver Line would also get its own tracks in much of Arlington. After Rosslyn, the line would run "express" along I-66, with East Falls Church as its first stop after Rosslyn. It would share tracks with the Orange Line along I-66 before diverging to head out along the Dulles Toll Road toward Tysons.
"Brown" Line: The study is considering some completely new lines, as well. One, dubbed the "Brown Line," would start at Friendship Heights and run down Wisconsin Avenue to Georgetown. It would then turn southeast, passing the State Department, before heading east toward Federal Triangle and Archives. It would stop at Union Station and continue north toward the Washington Hospital Center, Petworth, and Silver Spring. North of Silver Spring, the line would follow US-29 to White Oak and the Cherry Hill Employment District.
Beltway Line: Another possibility is a heavy rail line circumnavigating the region. It would mostly follow the Beltway, but would deviate from that alignment to serve areas like Wheaton and National Harbor.
It would not replace the Purple Line light rail currently in the design phase. In the northern suburbs, the Beltway Line would be north of the Purple Line alignment, intersecting the existing rail lines at New Carrollton, Greenbelt, Wheaton, and Grosvenor.
National Harbor spur:
Metro is also considering building a spur off of the Green Line, connecting Congress Heights to the National Harbor development on the Potomac River. This line would primarily follow MLK Avenue. Since it would be sharing the Green Line, it would constrain headways on both branches south of Anacostia.
Extensions: The planning group is also looking at extensions to some of the existing lines. Elected officials in outer areas and people on our "fantasy map" discussions have often suggested them.
Without additional core capacity, though, these additions will only further burden the system. Although not all of these extensions will be built, Metro is looking at a variety of options for modeling purposes. They're considering how many new trips are generated, as well as how these extensions affect crowding in the core.
Potential extensions include:
- Red Line: Western extension from Shady Grove to Metropolitan Grove
- Green Line: Northern extension from Greenbelt to BWI Airport
- Orange Line: Eastern extension from New Carrollton to Bowie
- Blue Line: Eastern extension from Largo to Bowie
- Green Line: Southern extension from Branch Avenue to Waldorf
- Yellow Line: Southern extension from Huntington to Lorton, via US 1
- Blue Line: Southern extension from Franconia to Dale City
- Orange Line: Western extension from Vienna to Gainesville
- Silver Line: Western extension from Route 772 to Leesburg
None of these are about to be built or even necessarily things Metro believes are good ideas. The study is simply evaluating options with an open mind. They generated some projections around ridership, which we'll look at in more detail, and are also studying light rail and BRT options alongside or instead of Metrorail.
