		<title>Silver Spring mall could get massive facelift, new name</title>

All images from Petrie Ross.&lt;/div&gt;&lt;p style="margin-top: 1em"&gt;Representatives from Annapolis developer Petrie Ross Ventures presented their plans for the 21-year-old mall at the corner of Colesville Road and Fenton Street last night at the Silver Spring Citizens Advisory Board's monthly meeting. They want to create several new entrances to the street while reorganizing the mall's interior to draw larger, upscale retailers. Construction could begin this year and the mall could reopen in 2015.&lt;p style="margin-top: 1em"&gt;The mall will also get a new name: Ellsworth Place, building on the success of the revitalized Ellsworth Drive next door. "We think it's time for the name to change and the branding to change to send a signal that things aren't the same as they were for 25 years," said partner Walt Petrie.&lt;p style="margin-top: 1em"&gt;&lt;p style="margin-top: 1em"&gt;&lt;b&gt;Mall will get new entrances, national retailers&lt;/b&gt;&lt;p style="margin-top: 1em"&gt;&lt;div class="blog_image" style="width:500px; text-align: center; font-size: 8pt;"&gt;&lt;a target="_blank" onClick="return countClick('http://www.flickr.com/photos/thecourtyard/8737936831/in/set-72157633479470257', '18880')" href="http://www.flickr.com/photos/thecourtyard/8737936831/in/set-72157633479470257" style="color: black"&gt;&lt;img src="http://greatergreater.com/images/201305/141301-1.jpg" style="border: 0"&gt;&lt;/a&gt;&lt;br&gt;The mall will get two new entrances, including this one on Ellsworth Drive.&lt;/div&gt;&lt;p style="margin-top: 1em"&gt;Unlike White Flint Mall, which is being redeveloped as an outdoor shopping center, Ellsworth Place will remain an indoor mall. "It wants to be a mall," said Terry Richardson, president of Petrie Ross. "The retailers who want to be here want a mall experience, just friendlier and more pedestrian-oriented than City Place was."&lt;p style="margin-top: 1em"&gt;To that end, Petrie Ross will improve the mall's connections to the surrounding streets, which already have lots of foot traffic. They'll renovate the three existing entrances to draw people in and place new cladding on the mall's newer section, closer to Colesville Road. Signs, lighting and video screens will hang from the existing metal framework that wraps around the building's older portion, originally built as a Hecht's department store in the 1940's. &lt;p style="margin-top: 1em"&gt;The developer also plans new entrances on Ellsworth Drive and Colesville Road with escalators leading directly to the mall's upper floors or into a store. Along Fenton Street, there will be a new outdoor dining terrace suspended above the sidewalk to serve a sit-down restaurant. Meanwhile, new signs on the mall's blank rear wall will beckon people standing on the Metro platform two blocks away.&lt;p style="margin-top: 1em"&gt;&lt;div class="blog_image" style="width:500px; text-align: center; font-size: 8pt;"&gt;&lt;a target="_blank" onClick="return countClick('http://www.flickr.com/photos/thecourtyard/8739056968/in/set-72157633479470257', '18880')" href="http://www.flickr.com/photos/thecourtyard/8739056968/in/set-72157633479470257" style="color: black"&gt;&lt;img src="http://greatergreater.com/images/201305/141301.jpg" style="border: 0"&gt;&lt;/a&gt;&lt;br&gt;Ellsworth Place's new center court.&lt;/div&gt;&lt;p style="margin-top: 1em"&gt;Inside, Petrie Ross will replace the existing 1990's Art Deco decor with "more of an industrial, clean look," said Petrie. The mall will get new lighting, a new elevator and new escalators. They also plan to rearrange the layout to improve circulation and combine smaller stores into larger, "junior anchor" spaces for national retailers. &lt;p style="margin-top: 1em"&gt;Petrie said he seeks to bring retailers serving the "moderate and up" crowd, with a focus on entertainment venues, restaurants and clothing stores. Some establishments will stay, like McGinty's Public House, Blue Pearl, and the restaurants facing Ellsworth Drive, along with a "refreshed" Burlington Coat Factory. But the food court, which has just one restaurant, will go away, along Galaxy Billards, which will make way for a new entrance.&lt;p style="margin-top: 1em"&gt;Several major chains and one "locally owned, regional chain" restaurant have already signed letters of intent to open here, and Petrie Ross is about to sign a lease with one of them. "You're going to recognize this tenant, and be happy to hear who it is," said Petrie. There was no word on what the new stores would be, but attorney Gus Bauman hinted that one of them might be the arts and crafts store Michaels.&lt;p style="margin-top: 1em"&gt;On the fifth floor, a 10-screen movie theatre that's been closed since 2004 will be turned into an entertainment venue with "high-end bowling." Petrie compared it to Lucky Strike. When the &lt;a target="_blank" onClick="return countClick('http://www.downtownsilverspring.com', '18880')" href="http://www.downtownsilverspring.com" style="color: black"&gt;Downtown Silver Spring complex&lt;/a&gt; opened in 2003, the mall had become an afterthought.&lt;p style="margin-top: 1em"&gt;Since &lt;a target="_blank" onClick="return countClick('http://www.justupthepike.com/2007/07/city-place-glimpse-of-our-possible.html', '18880')" href="http://www.justupthepike.com/2007/07/city-place-glimpse-of-our-possible.html" style="color: black"&gt;buying the mall in 2007&lt;/a&gt;, Petrie Ross has made several proposals to fix it, ranging from &lt;a target="_blank" onClick="return countClick('http://greatergreaterwashington.org/post/5115/little-changes-presage-big-ones-at-city-place-mall/', '18880')" href="http://greatergreaterwashington.org/post/5115/little-changes-presage-big-ones-at-city-place-mall/" style="color: black"&gt;cosmetic changes&lt;/a&gt; to turning it &lt;a target="_blank" onClick="return countClick('http://www.justupthepike.com/2011/08/rebranded-city-place-mall-uses-michael.html', '18880')" href="http://www.justupthepike.com/2011/08/rebranded-city-place-mall-uses-michael.html" style="color: black"&gt;into an outlet mall&lt;/a&gt; or a Target.&lt;p style="margin-top: 1em"&gt;As a result, residents were cautiously optimistic about the mall's future. "I'm personally excited about this and I know people want things to go into this building," said Evan Glass, chair of the advisory board. "But this is the fourth iteration y'all have showed us. So why now? Why this?"&lt;p style="margin-top: 1em"&gt;Terry Richardson, president of Petrie Ross, said that after years of recession, shoppers are ready to start spending again and retailers want to serve them. "National retailers . . . hit the pause button" in 2008, he said. "But year by year, sales are increasing." &lt;p style="margin-top: 1em"&gt;Residents talked about stores they'd like to see in the new mall, like a bookstore or other "&lt;a target="_blank" onClick="return countClick('http://greatergreaterwashington.org/post/11416/more-and-varied-nightlife-can-make-silver-spring-safer/', '18880')" href="http://greatergreaterwashington.org/post/11416/more-and-varied-nightlife-can-make-silver-spring-safer/" style="color: black"&gt;third places&lt;/a&gt;" where people could hang out without having to spend money. Board member Praj Kasbekar asked if there could be more local businesses in the mall. "Not everyone is looking for another national chain in Silver Spring," she said.&lt;p style="margin-top: 1em"&gt;Historic preservation was another concern. The Hecht's wing is a historic landmark, and any changes to the outside will require approval from the county's Historic Preservation Commission.&lt;p style="margin-top: 1em"&gt;Bauman called the proposed exterior alterations "modest," saying they won't drastically alter the façade. Instead of cutting a hole over the new Ellsworth Drive entrance to put a display window there, Petrie Ross will attach a new sign and glass "shadow box" to the exterior. "Without those entrances, tenants will not come here," Bauman added. If they get them this fall, Petrie said, construction could start by "the end of the year" and the mall could reopen within 2 years.&lt;p style="margin-top: 1em"&gt;There's no word on when work will start on a 9-story, 210,000-square-foot office building above the mall, which was approved with the original project in 1988. The infrastructure needed for the office building is already in place and "we could get the permits tomorrow," said Petrie.&lt;p style="margin-top: 1em"&gt;The past failures of City Place shows that malls don't always work in an urban setting. But with over &lt;a target="_blank" onClick="return countClick('http://greatergreaterwashington.org/post/17405/towson-cant-compete-with-bethesda-without-housing/', '18880')" href="http://greatergreaterwashington.org/post/17405/towson-cant-compete-with-bethesda-without-housing/" style="color: black"&gt;30,000 people working in downtown Silver Spring&lt;/a&gt; and &lt;a target="_blank" onClick="return countClick('http://greatergreaterwashington.org/post/17482/can-silver-spring-build-enough-housing-to-stay-affordable/', '18880')" href="http://greatergreaterwashington.org/post/17482/can-silver-spring-build-enough-housing-to-stay-affordable/" style="color: black"&gt;thousands of apartments being built&lt;/a&gt;, there's bound to be demand for new places to shop, eat and hang out. But how can we do more? On Twitter, reader Joshua Gorman joked about &lt;a href="/https://twitter.com/jmgorman/status/330024535480991745" style="color: black"&gt;having a speakeasy&lt;/a&gt; on the top floor of a parking garage in downtown Silver Spring.&lt;p style="margin-top: 1em"&gt;&lt;p style="margin-top: 1em"&gt;It sounds far out, but it might actually work. Montgomery County is blessed with a &lt;a target="_blank" onClick="return countClick('http://www6.montgomerycountymd.gov/dpktmpl.asp?url=/content/DOT/parking/index.asp', '18804')" href="http://www6.montgomerycountymd.gov/dpktmpl.asp?url=/content/DOT/parking/index.asp" style="color: black"&gt;number of above-ground public parking garages&lt;/a&gt; in the downtowns of Silver Spring, Bethesda, and Wheaton. Their rooftop levels have great views, but outside of a few events each year, most of them are empty.&lt;p style="margin-top: 1em"&gt;Our parking garages may not be as pretty as &lt;a target="_blank" onClick="return countClick('http://www.nytimes.com/2011/01/24/us/24garage.html?_r=0', '18804')" href="http://www.nytimes.com/2011/01/24/us/24garage.html?_r=0" style="color: black"&gt;the Herzog and de Meuron-designed garage&lt;/a&gt; in Miami Beach which doubles as an event space. But since many of our garages are intended for commuters, they're usually next to Metro stations or bus stops, meaning you don't have to drink and drive.&lt;p style="margin-top: 1em"&gt;&lt;div class="blog_image" style="width:500px; text-align: center; font-size: 8pt;"&gt;&lt;a target="_blank" onClick="return countClick('http://www.flickr.com/photos/thecourtyard/8717030321/in/set-72157629198484696', '18804')" href="http://www.flickr.com/photos/thecourtyard/8717030321/in/set-72157629198484696" style="color: black"&gt;&lt;img src="http://greatergreater.com/images/201305/071232.jpg" style="border: 0"&gt;&lt;/a&gt;&lt;br&gt;People and cars are forbidden from using the top floors of many public garages in Montgomery County.&lt;/div&gt;&lt;p style="margin-top: 1em"&gt;Unfortunately, most parking garage roofs in Montgomery County are blocked off with chains when they're not being used for parking. County police threaten to arrest anyone who tries to go up there. &lt;p style="margin-top: 1em"&gt;In 2011, photographer Chip Py attempted to do a photo shoot of a popular go-go band atop a parking garage in downtown Wheaton. He'd been detained by police for taking pictures there before, so he decided to contact the Department of Transportation, which manages the garages. &lt;p style="margin-top: 1em"&gt;"It was 13 people, lights and everything. And I didn't want to risk going in there and getting it shut down," Py said. But officials from the county said he'd get arrested for trespassing. "You can't do anything in there except park a car," he remembers being told.&lt;p style="margin-top: 1em"&gt;Of course, people go anyway. One Saturday afternoon last year, I decided to visit the top floor of every parking garage in downtown Silver Spring. As with any forbidden-but-accessible place in the urban realm, I also found teenagers. On one garage roof, I walked into a stairwell to leave and stumbled on two kids sketching and listening to music on a little boombox. The smell of pot wafted through the air. I wanted to ask, "Why are you here?" but before I could, they freaked out and packed up. &lt;p style="margin-top: 1em"&gt;To me at least, the answer is obvious. I remember sneaking onto the roof of the Town Square Garage on Ellsworth Drive with my friends from high school before it opened in 2004. There's the thrill of breaking the rules, yeah, but there's also the great view and the feeling like you're in the middle of everything and completely alone at the same time. &lt;p style="margin-top: 1em"&gt;&lt;div class="blog_image" style="width:500px; text-align: center; font-size: 8pt;"&gt;&lt;a target="_blank" onClick="return countClick('http://www.flickr.com/photos/thecourtyard/4451477497/in/set-72157629198484696', '18804')" href="http://www.flickr.com/photos/thecourtyard/4451477497/in/set-72157629198484696" style="color: black"&gt;&lt;img src="http://greatergreater.com/images/201305/071233.jpg" style="border: 0"&gt;&lt;/a&gt;&lt;br&gt;Two kids hang out atop a Silver Spring parking garage in 2010.&lt;/div&gt;&lt;p style="margin-top: 1em"&gt;That's not too different from being in a great urban park or plaza. Public parking garages belong to the public, and we should think about them as part of the public realm. In other words, Montgomery County should take advantage of all this empty space they have, especially since it's not being used for parking. Of course, not all parking garages are engineered to actually hold people, like &lt;a target="_blank" onClick="return countClick('http://www.azcentral.com/video/1940289943001', '18804')" href="http://www.azcentral.com/video/1940289943001" style="color: black"&gt;this one in Phoenix&lt;/a&gt; that violently shook when Arizona State University students held a dance party on top. We'd have to make sure that our garages were up to the task.&lt;p style="margin-top: 1em"&gt;In recent months, there's been a lot of talk about &lt;a target="_blank" onClick="return countClick('http://www.bethesdanow.com/2013/02/07/county-officials-gradually-turning-focus-toward-night-time-economy/', '18804')" href="http://www.bethesdanow.com/2013/02/07/county-officials-gradually-turning-focus-toward-night-time-economy/" style="color: black"&gt;growing the county's nightlife scene&lt;/a&gt;. They worried about traffic and density and said that &lt;a target="_blank" onClick="return countClick('http://greatergreaterwashington.org/post/12673/different-housing-types-can-mix-if-designed-propertly/', '18639')" href="http://greatergreaterwashington.org/post/12673/different-housing-types-can-mix-if-designed-propertly/" style="color: black"&gt;townhouses didn't belong in a "single-family neighborhood"&lt;/a&gt;, especially when the property was only zoned for single-family homes.&lt;p style="margin-top: 1em"&gt;The Planning Board &lt;a target="_blank" onClick="return countClick('http://www.justupthepike.com/2011/05/community-support-grows-for-townhouses.html', '18639')" href="http://www.justupthepike.com/2011/05/community-support-grows-for-townhouses.html" style="color: black"&gt;approved rezoning the land for townhouses&lt;/a&gt; in 2011, but it was rejected by the County Council, who said EYA's proposal for 77 homes was &lt;a target="_blank" onClick="return countClick('http://www.gazette.net/article/20111019/NEWS/710199537/1081/county-council-votes-to-downsize-plans-for-silver-spring-townhouses&amp;template=gazette', '18639')" href="http://www.gazette.net/article/20111019/NEWS/710199537/1081/county-council-votes-to-downsize-plans-for-silver-spring-townhouses&amp;template=gazette" style="color: black"&gt;too dense&lt;/a&gt;. The Council eventually &lt;a target="_blank" onClick="return countClick('http://greatergreaterwashington.org/post/15196/montgomery-council-votes-for-townhouses-at-chelsea-school/', '18639')" href="http://greatergreaterwashington.org/post/15196/montgomery-council-votes-for-townhouses-at-chelsea-school/" style="color: black"&gt;granted the rezoning&lt;/a&gt; for a reduced number of houses last year. Neighbor Thomas DeCaro filed a suit against the county saying they acted illegally, but the case was dismissed. &lt;p style="margin-top: 1em"&gt;More recently, SOECA argued that Chelsea Court &lt;a target="_blank" onClick="return countClick('http://signon.org/sign/montgomery-county-protect-1', '18639')" href="http://signon.org/sign/montgomery-county-protect-1" style="color: black"&gt;violates state and county environmental laws&lt;/a&gt;. A &lt;a target="_blank" onClick="return countClick('http://ceds.org/', '18639')" href="http://ceds.org/" style="color: black"&gt;consultant&lt;/a&gt; hired by the neighborhood says EYA ignored &lt;a target="_blank" onClick="return countClick('http://www.mde.state.md.us/assets/document/Design%20Manual%20Chapter%205%2003%2024%202009.pdf', '18639')" href="http://www.mde.state.md.us/assets/document/Design%20Manual%20Chapter%205%2003%2024%202009.pdf" style="color: black"&gt;Environmental Site Design&lt;/a&gt; requirements to preserve natural features. Opponents say cutting down the property's mature trees and removing its steep slopes will cause runoff into a stream buried below Ellsworth Drive.&lt;p style="margin-top: 1em"&gt;In a letter to County Councilmember Valerie Ervin, SOECA president Jean Cavanaugh urged her to "take all steps necessary" to ensure that Chelsea Court incorporated ESD "without regard to the possible loss of development intensity."&lt;p style="margin-top: 1em"&gt;However, officials from the county's Department of Permitting Services say the site's natural slope was already removed to create sports fields for the school decades ago. "I understand that you may not agree and that you have expressed significant opposition to the project," replied DPS director Diane Schwartz-Jones. "In our opinion, the applicant has complied with the standards spelled out in the Montgomery County Code and with [Maryland Department of the Environment] standards."&lt;p style="margin-top: 1em"&gt;&lt;b&gt;EYA willingly makes changes&lt;/b&gt;&lt;p style="margin-top: 1em"&gt;&lt;div class="blog_image" style="width:500px; text-align: center; font-size: 8pt;"&gt;&lt;a target="_blank" onClick="return countClick('http://www.flickr.com/photos/thecourtyard/8675896435/in/photostream', '18639')" href="http://www.flickr.com/photos/thecourtyard/8675896435/in/photostream" style="color: black"&gt;&lt;img src="http://greatergreater.com/images/201304/232211-1.jpg" style="border: 0"&gt;&lt;/a&gt;&lt;br&gt;The townhouses will be designed to blend in with surrounding homes.&lt;/div&gt;&lt;p style="margin-top: 1em"&gt;According to this &lt;a target="_blank" onClick="return countClick('http://montgomeryplanningboard.org/agenda/2013/documents/ChelseaCourtstaffreport.pdf', '18639')" href="http://montgomeryplanningboard.org/agenda/2013/documents/ChelseaCourtstaffreport.pdf" style="color: black"&gt;planning staff report&lt;/a&gt;, EYA's latest design includes several changes in response to neighbor concerns. They've agreed to provide more parking than required, move a private road serving the new houses and restrict turns to or from it to discourage through traffic in a neighborhood where most streets &lt;a target="_blank" onClick="return countClick('http://greatergreaterwashington.org/post/15716/montgomerys-fake-cul-de-sacs-dont-solve-traffic-woes/', '18639')" href="http://greatergreaterwashington.org/post/15716/montgomerys-fake-cul-de-sacs-dont-solve-traffic-woes/" style="color: black"&gt;are already blocked off&lt;/a&gt;. &lt;p style="margin-top: 1em"&gt;In keeping with existing houses in the neighborhood, EYA's townhomes will be only 2 or 3 stories tall, as opposed to the 4-story homes they normally build elsewhere. Townhouses facing Springvale Road will be designed to look like single-family homes in order to blend in with existing homes across the street, while a double row of trees will shield them from sight.&lt;p style="margin-top: 1em"&gt;Meanwhile, 51% of the property will be preserved as open space, including small courtyards between the rows of houses and two pocket parks. This figure also includes the private yard of the 150-year-old &lt;a target="_blank" onClick="return countClick('http://thesilverbee.com/2011/04/19/historic-riggs-thompson-house-planned-for-centerpiece-of-new-townhomes-in-silver-spring/', '18639')" href="http://thesilverbee.com/2011/04/19/historic-riggs-thompson-house-planned-for-centerpiece-of-new-townhomes-in-silver-spring/" style="color: black"&gt;Riggs-Thompson House&lt;/a&gt;, which the school is currently using. EYA will turn it back into a single-family house. Planners say this counts because the house's yard contributes to "a general appearance of openness."&lt;p style="margin-top: 1em"&gt;At yesterday's meeting, 18 residents gave testimony about the project, including several supporters who noted EYA's responsiveness to their suggestions. "I'm pleased to see what EYA has crafted and look forward to the development coming to fruition," said Robert Bacon, who lives a few blocks away.&lt;p style="margin-top: 1em"&gt;&lt;b&gt;More density in Silver Spring is environmentally and economically sustainable&lt;/b&gt;&lt;p style="margin-top: 1em"&gt;&lt;div class="blog_image" style="width:500px; text-align: center; font-size: 8pt;"&gt;&lt;a target="_blank" onClick="return countClick('http://www.flickr.com/photos/thecourtyard/8627254527/in/photostream', '18639')" href="http://www.flickr.com/photos/thecourtyard/8627254527/in/photostream" style="color: black"&gt;&lt;img src="http://greatergreater.com/images/201304/232210.jpg" style="border: 0"&gt;&lt;/a&gt;&lt;br&gt;Allowing more people to live near downtown Silver Spring is the "green" solution.&lt;/div&gt;&lt;p style="margin-top: 1em"&gt;It's not surprising that neighbors don't want to see trees cut down to build Chelsea Court, but this property isn't a virgin forest. It's a school campus that's already been cleared and built on. Building here is the environmentally responsible thing to do because it reduces the pressure to build in actual environmentally-sensitive areas.&lt;p style="margin-top: 1em"&gt;Chelsea Court is also located in an urban area a short walk from one of the region's biggest jobs, shopping and transit hubs. 60% of downtown Silver Spring residents already &lt;a target="_blank" onClick="return countClick('http://greatergreaterwashington.org/post/17100/where-do-moco-residents-walk-bike-take-transit-to-work/', '18639')" href="http://greatergreaterwashington.org/post/17100/where-do-moco-residents-walk-bike-take-transit-to-work/" style="color: black"&gt;get to work without a car&lt;/a&gt;. Meanwhile, an independent study of EYA developments, including ones in Silver Spring, found that their residents &lt;a target="_blank" onClick="return countClick('http://pinterest.com/pin/116882552801920036/', '18639')" href="http://pinterest.com/pin/116882552801920036/" style="color: black"&gt;walk more and drive less&lt;/a&gt;. Building more homes here means more people get to do the same, reducing their energy use.&lt;p style="margin-top: 1em"&gt;But for all of the environmental benefits of being here, Silver Spring is an &lt;a target="_blank" onClick="return countClick('http://greatergreaterwashington.org/post/17482/can-silver-spring-build-enough-housing-to-stay-affordable/', '18639')" href="http://greatergreaterwashington.org/post/17482/can-silver-spring-build-enough-housing-to-stay-affordable/" style="color: black"&gt;increasingly expensive place to live&lt;/a&gt;, due to the high cost of land and the expense of a 3-year-long permitting process. At an Urban Land Institute talk last summer, EYA partner AJ Jackson said that the time and money they've spent trying to get Chelsea Court built could add $50,000 to the price of each home.&lt;p style="margin-top: 1em"&gt;Neighbors might say that maximizing density means bigger profits for EYA, but in reality, it means EYA can spread the cost of land and permitting over more homes, making them less expensive. $50,000 may not seem like a lot, but it means fewer people can afford to live in Silver Spring.&lt;p style="margin-top: 1em"&gt;While people deserve a say in what happens in their community, the &lt;a target="_blank" onClick="return countClick('http://www.justupthepike.com/2012/05/on-commenting-policy-and-challenge-to.html', '18639')" href="http://www.justupthepike.com/2012/05/on-commenting-policy-and-challenge-to.html" style="color: black"&gt;bitter and vitriolic fight&lt;/a&gt; over Chelsea Court sets a bad example for future projects. Not only does it create bad blood, but it encourages destructive suburban sprawl and makes Silver Spring a less affordable place to live. &lt;p style="margin-top: 1em"&gt;We have to find a way to have a constructive dialogue about development, because this community's going to grow and change whether we like it or not. In the meantime, Chelsea Court has been approved. Not everyone will be happy with the Planning Board's decision, but they made the right one. 		<title>Ride shows the need to expand Montgomery's bike network</title>

It's time to look at how to improve the county's bike network. To do so, a group of 20 bicyclists took to the streets of Silver Spring and Takoma Park last Saturday on a 5-mile ride organized by myself and the Montgomery County Sierra Club.&lt;div class="blog_image_right" style="width: 199px; float: right; font-size: 8pt;"&gt;&lt;a target="_blank" onClick="return countClick('http://www.flickr.com/photos/thecourtyard/8668017191/', '')" href="http://www.flickr.com/photos/thecourtyard/8668017191/" style="color: black"&gt;&lt;img src="http://greatergreater.com/images/201304/211714.jpg" style="border: 0"&gt;&lt;/a&gt;&lt;br&gt;Photo by the author.&lt;/div&gt;&lt;p style="margin-top: 1em"&gt;Last summer, I began working with Ethan Goffman, bicycle and Smart Growth coordinator for the Sierra Club, on a &lt;a href="/https://www.dropbox.com/s/5l72e59sv51f16b/bike%20statement.pdf" style="color: black"&gt;Bicycle Statement&lt;/a&gt; outlining 6 principles that policymakers, community leaders, planners and transportation engineers should follow to make bicycling safer, more efficient and more enjoyable for everyone. &lt;p style="margin-top: 1em"&gt;The statement echoes calls from other &lt;a target="_blank" onClick="return countClick('http://www.justupthepike.com/2012/12/bikeshare-needs-more-bike-lanes-to-work.html', '18595')" href="http://www.justupthepike.com/2012/12/bikeshare-needs-more-bike-lanes-to-work.html" style="color: black"&gt;bike advocates&lt;/a&gt; to improve the county's cycling network, particularly in the Downcounty, where &lt;a target="_blank" onClick="return countClick('http://silverspring.patch.com/articles/tentative-locations-detailed-for-downcounty-bikeshare-stations', '18595')" href="http://silverspring.patch.com/articles/tentative-locations-detailed-for-downcounty-bikeshare-stations" style="color: black"&gt;the 29 new bikeshare stations&lt;/a&gt; will be.&lt;p style="margin-top: 1em"&gt;The six principles are:&lt;p style="margin-top: 1em"&gt;&lt;b&gt;Make a complete network:&lt;/b&gt; Bicycle lanes and paths should connect to each other and to major destinations like schools, transit stations and job centers, making them a reliable way to get around.&lt;p style="margin-top: 1em"&gt;&lt;b&gt;Be context-appropriate:&lt;/b&gt; A network with different kinds of bicycle facilities will best be able to fit into different neighborhoods.&lt;p style="margin-top: 1em"&gt;&lt;b&gt;Provide comfort:&lt;/b&gt; Bicyclists will be more likely to use the network if it provides multiple route options, is easy to navigate, and has conveniences like secure parking.&lt;p style="margin-top: 1em"&gt;&lt;b&gt;Safety:&lt;/b&gt; Bicyclists will feel safe on facilities that are well maintained, well-lit, and have "eyes on the street" to watch over them.&lt;p style="margin-top: 1em"&gt;&lt;b&gt;Engage the public:&lt;/b&gt; Making community members part of the bicycle planning process will build public support for bicycling while showing that bicyclists are valued and respected by the county.&lt;p style="margin-top: 1em"&gt;&lt;b&gt;Education:&lt;/b&gt; All road users, whether they are cyclists, pedestrians or drivers, should understand their rights and responsibilities and the rights and responsibilities of others.&lt;p style="margin-top: 1em"&gt;Keeping those in mind, I designed &lt;a target="_blank" onClick="return countClick('http://goo.gl/maps/qalud', '18595')" href="http://goo.gl/maps/qalud" style="color: black"&gt;a route&lt;/a&gt; that takes riders on different kinds of bicycle routes, ranging from a trail through a park to bike lanes to riding in mixed traffic. &lt;p style="margin-top: 1em"&gt;We had a pretty diverse crowd with a wide mix of ages and skill levels, ranging from kids just out of training wheels to experienced bicyclists. Most riders came from inside-the-Beltway Silver Spring, though one person came from Takoma Park and another from Capitol Hill. The ride was pretty smooth, though there were a few spills and some emergency repairs.&lt;p style="margin-top: 1em"&gt;&lt;div class="blog_image" style="width:500px; text-align: center; font-size: 8pt;"&gt;&lt;a target="_blank" onClick="return countClick('http://www.flickr.com/photos/thecourtyard/8668017069/', '18595')" href="http://www.flickr.com/photos/thecourtyard/8668017069/" style="color: black"&gt;&lt;img src="http://greatergreater.com/images/201304/211713.jpg" style="border: 0"&gt;&lt;/a&gt;&lt;br&gt;Sharing the road with drivers and pedestrians in Silver Spring.&lt;/div&gt;&lt;p style="margin-top: 1em"&gt;Along the way, we stopped to talk about each principle, along with things the county and local municipalities are doing well, like the extensive trail network in Sligo Creek Park. While none of the neighborhood streets have bike lanes, they're slow and quiet, making them a nice alternative to busy main roads &lt;a target="_blank" onClick="return countClick('http://www.justupthepike.com/2012/07/fake-cul-de-sacs-dont-solve-mocos.html', '18595')" href="http://www.justupthepike.com/2012/07/fake-cul-de-sacs-dont-solve-mocos.html" style="color: black"&gt;when they're not closed to through traffic&lt;/a&gt;. In a few places, our group had its own cheering section of neighbors.&lt;p style="margin-top: 1em"&gt;Riders pointed out places where the bike network needs improvement. Many off-street trails are poorly maintained, leading to ruts and standing water. The Metropolitan Branch Trail abruptly stops &lt;a target="_blank" onClick="return countClick('http://goo.gl/maps/Ah3S9', '18595')" href="http://goo.gl/maps/Ah3S9" style="color: black"&gt;a half-mile short&lt;/a&gt; of the Silver Spring Metro station, held up by &lt;a target="_blank" onClick="return countClick('http://www.waba.org/blog/2013/04/funding-for-the-met-branch-trail-should-be-restored-in-montgomery-countys-budget/', '18595')" href="http://www.waba.org/blog/2013/04/funding-for-the-met-branch-trail-should-be-restored-in-montgomery-countys-budget/" style="color: black"&gt;historical preservationists&lt;/a&gt; who don't want it passing by the historic, but empty B&amp;O rail station.&lt;p style="margin-top: 1em"&gt;On-street riding can be equally frustrating. We used the &lt;a target="_blank" onClick="return countClick('http://goo.gl/maps/U3Wa2', '18595')" href="http://goo.gl/maps/U3Wa2" style="color: black"&gt;block-long Cedar Street bike lane&lt;/a&gt; in Silver Spring, which was once named "&lt;a target="_blank" onClick="return countClick('http://greatergreaterwashington.org/post/809/americas-stupidest-bike-lane-is-in-silver-spring/', '18595')" href="http://greatergreaterwashington.org/post/809/americas-stupidest-bike-lane-is-in-silver-spring/" style="color: black"&gt;America's stupidest bike lane&lt;/a&gt;" before being redesigned by the Montgomery County Department of Transportation. Meanwhile, streets like Maple Avenue in Takoma Park are wide enough for bike lanes but were given sharrows instead, which means bicyclists have to share the road with drivers that are encouraged to speed because the street is so wide. &lt;p style="margin-top: 1em"&gt;&lt;div class="blog_image" style="width:500px; text-align: center; font-size: 8pt;"&gt;&lt;a target="_blank" onClick="return countClick('http://www.flickr.com/photos/thecourtyard/8669118564/', '18595')" href="http://www.flickr.com/photos/thecourtyard/8669118564/" style="color: black"&gt;&lt;img src="http://greatergreater.com/images/201304/211710.jpg" style="border: 0"&gt;&lt;/a&gt;&lt;br&gt;Riding past a construction site on Carroll Street in Takoma, DC.&lt;/div&gt;&lt;p style="margin-top: 1em"&gt;Another issue was the need to educate everyone on how to share the road. On narrow Carroll Street NW in Takoma, drivers came too close to our group or sped into oncoming traffic to pass us, violating both &lt;a target="_blank" onClick="return countClick('http://www.dcregs.dc.gov/Gateway/FinalAdoptionHome.aspx?RuleVersionID=3034856', '18595')" href="http://www.dcregs.dc.gov/Gateway/FinalAdoptionHome.aspx?RuleVersionID=3034856" style="color: black"&gt;DC's&lt;/a&gt; and &lt;a target="_blank" onClick="return countClick('http://www.thewashcycle.com/2012/04/in-maryland-3-foot-law-still-requires-cyclists-to-be-vigilant.html', '18595')" href="http://www.thewashcycle.com/2012/04/in-maryland-3-foot-law-still-requires-cyclists-to-be-vigilant.html" style="color: black"&gt;Maryland's&lt;/a&gt; 3-foot passing laws. Meanwhile, on the Sligo Creek Park trail, a pair of joggers reminded us that we have to ride single-file so as not to block the whole path.&lt;p style="margin-top: 1em"&gt;How can we improve the cycling environment? One recurring theme in our discussion was that the Department of Transportation made bike improvements based on their idea of what bicyclists want or need, like the Cedar Street bike lane, but were surprised when bicyclists actually didn't use them.&lt;p style="margin-top: 1em"&gt;Casey Anderson, Planning Board member and Silver Spring resident, and Jack Cochrane of &lt;a target="_blank" onClick="return countClick('http://www.internetigloo.com/mobike/', '18595')" href="http://www.internetigloo.com/mobike/" style="color: black"&gt;MoBike&lt;/a&gt; stressed the need to for bicyclists to let county officials know what they need. County officials need to listen to bicyclists, but they can only do so if bicyclists make themselves heard.&lt;p style="margin-top: 1em"&gt;Overall, this was a great bike ride. I was blown away by the turnout and the enthusiasm of all our participants. It's been about 20 years since the Montgomery County Sierra Club last held a group bike ride, but this is definitely a tradition that they should resume. 		<title>Expedition returns from previously-uncharted Land of Mary</title>

Image from Twitter.&lt;/div&gt;&lt;p style="margin-top: 1em"&gt;Friday night, 23-year-old social media producer Roald Amundsen and a group of friends set out from Little Miss Whiskey's at 11th &amp; H NE on their fixed-gear bikes in search of the fabled Northwest Passage, which would allow them to reach Wonderland Ballroom at 11th &amp; Kenyon NW without sweating as much.&lt;p style="margin-top: 1em"&gt;"Our friends loudly and drunkenly told everyone that fixies are unusable in these regions and that their drink specials are rubbish," he said. "We shall see," he added. "We shall see."&lt;p style="margin-top: 1em"&gt;However, the first sepia-toned images to surface on Amundsen's Twitter account appear to be of a settlement in the little-understood territory called the Land of Mary, located due north of the District. Until now, all that anyone knew about the Land of Mary is that it was home to a boring and cultureless race of people who piloted large, metal vehicles in an erratic fashion, ate crab cakes, and were the ancestral home of the rich kid in somebody's freshman year dorm at Oberlin.&lt;p style="margin-top: 1em"&gt;Initially, Amundsen expressed dismay about the territory's strange inhabitants after crossing Eastern Avenue, long considered to be the end of civilization, into a village he dubbed New Columbia.&lt;p style="margin-top: 1em"&gt;"They seemed on the whole to me, to be a very uncool people," he wrote in a tumblr post. Around lunchtime Saturday, he tweeted photos of an Ethiopian restaurant. &lt;p style="margin-top: 1em"&gt;"Eating tibs &amp; injera at hole-in-the-wall with amazing smells. Theres like 100 of them on 1 block here in #unchartedterritory," he wrote.&lt;p style="margin-top: 1em"&gt;By Sunday, Amundsen and his crew found New Columbia's three record stores and began to wonder if the uncouth villagers could be civilized. "It appears to me that the people are ingenious ... I am of opinion that they would like the new Yeasayer album," he wrote on his Facebook page. While there are ways to fix the complex, it's unclear how much it'll cost and when it'll be done.&lt;div class="blog_image_right" style="width: 200px; float: right; font-size: 8pt;"&gt;&lt;a target="_blank" onClick="return countClick('http://www.flickr.com/photos/thecourtyard/8442155101/', '')" href="http://www.flickr.com/photos/thecourtyard/8442155101/" style="color: black"&gt;&lt;img src="http://greatergreater.com/images/201303/200756.jpg" style="border: 0"&gt;&lt;/a&gt;&lt;br&gt;Photo by the author.&lt;/div&gt;&lt;p style="margin-top: 1em"&gt;Located next to the Silver Spring Metro station, the transit center is &lt;a target="_blank" onClick="return countClick('http://greatergreaterwashington.org/post/4220/whatll-surround-silver-springs-transit-center/', '18134')" href="http://greatergreaterwashington.org/post/4220/whatll-surround-silver-springs-transit-center/" style="color: black"&gt;intended as a hub&lt;/a&gt; for local, commuter and intercity buses, MARC trains, and the future Purple Line. Construction &lt;a target="_blank" onClick="return countClick('http://www6.montgomerycountymd.gov/apps/News/press/PR_details.asp?PrID=4906', '18134')" href="http://www6.montgomerycountymd.gov/apps/News/press/PR_details.asp?PrID=4906" style="color: black"&gt;began in 2008&lt;/a&gt;, but stopped &lt;a target="_blank" onClick="return countClick('http://articles.washingtonpost.com/2012-01-11/local/35438858_1_transit-center-transit-hub-county-officials', '18134')" href="http://articles.washingtonpost.com/2012-01-11/local/35438858_1_transit-center-transit-hub-county-officials" style="color: black"&gt;over a year ago&lt;/a&gt; after workers discovered that the concrete was too thin.&lt;p style="margin-top: 1em"&gt;Montgomery County hired KCE Structural Engineers to look at the three-story complex. They found significant construction defects, ranging from improperly-laid concrete to columns that don't meet fire codes. All of this is part of a 100-page report that was &lt;a target="_blank" onClick="return countClick('http://www6.montgomerycountymd.gov/mcgtmpl.asp?url=/content/dgs/sstc-structural-report.asp', '18134')" href="http://www6.montgomerycountymd.gov/mcgtmpl.asp?url=/content/dgs/sstc-structural-report.asp" style="color: black"&gt;posted on the county's website&lt;/a&gt; yesterday, two months after its January deadline.&lt;p style="margin-top: 1em"&gt;KCE concluded that the situation resulted from a "lack of coordination" between contractor Foulger-Pratt and engineering firm Parsons Brinckerhoff, while the county's independent inspectors from the Robert B. Balter Company failed to report problems or find adequate solutions for them.&lt;p style="margin-top: 1em"&gt;The County Council discussed the report in a closed session yesterday afternoon, and County Executive Ike Leggett &lt;a target="_blank" onClick="return countClick('http://www6.montgomerycountymd.gov/apps/News/statements/ST_details.asp?StID=572', '18134')" href="http://www6.montgomerycountymd.gov/apps/News/statements/ST_details.asp?StID=572" style="color: black"&gt;released a statement&lt;/a&gt; expressing dismay at its results. "Unfortunately, the news is not good," he said. &lt;p style="margin-top: 1em"&gt;&lt;b&gt;Construction errors, lack of oversight plague the project&lt;/b&gt;&lt;p style="margin-top: 1em"&gt;According to KCE's report, discrepancies between Parsons Brinckerhoff's design documents and the working plans drafted by Foulger-Pratt's subcontractors led to improperly-installed and treated concrete, which was exposed to harsh winter weather and settled unevenly. The concrete developed cracks and broke away in places, leaving the complex susceptible to water damage and reducing its life expectancy to just 12.5 years when it was supposed to last for 50.&lt;p style="margin-top: 1em"&gt;In addition, the transit center's concrete decks, meant to carry buses and other vehicles, aren't as strong as they're supposed to be. In some places, they were built without necessary reinforcing steel.&lt;p style="margin-top: 1em"&gt;As previously noted, about 60% of the concrete in the decks were poured too thinly in some places and too thick in others. The slabs were supposed to be roughly 10 inches thick, but in reality, they ranged from 7 to 12 inches. And some columns, while being structurally sound, are thinner than what's allowed by the fire code.&lt;p style="margin-top: 1em"&gt;Yet the county's inspectors looked the other way. KCE claims that they "did not raise sufficient concern" about cracks in the concrete and didn't look for a solution. It wasn't until September 2011, when the first reports of deficiencies were made public, that county officials directed Foulger-Pratt to find a fix. When they proposed sealing the cracked concrete with a waterproofing solution, the county said it was insufficient and sought out the help of KCE.&lt;p style="margin-top: 1em"&gt;&lt;b&gt;Report recommends solutions, but there's no plan to implement them&lt;/b&gt;&lt;p style="margin-top: 1em"&gt;While the Transit Center is unsafe, KCE said the building can be saved and strengthened to meet the International Building Code and WMATA's standards. Much of the concrete and reinforcing steel is sound and the structure is strong enough to allow construction to resume.&lt;p style="margin-top: 1em"&gt;KCE proposed a variety of "remedial actions" to make the complex stronger and more durable. They include waterproofing the structure, laying new concrete atop areas where it's too thin, replacing concrete slabs that have deteriorated, and strengthening some beams and girders with &lt;a target="_blank" onClick="return countClick('http://en.wikipedia.org/wiki/Fibre-reinforced_plastic', '18134')" href="http://en.wikipedia.org/wiki/Fibre-reinforced_plastic" style="color: black"&gt;fiber reinforced polymers&lt;/a&gt;. &lt;p style="margin-top: 1em"&gt;David Dise, director of the county's Department of General Services, &lt;a target="_blank" onClick="return countClick('http://www.gazette.net/article/20130319/NEWS/130319278/1124/silver-spring-transit-center-x2018-severely-compromised-x2019&amp;template=gazette', '18134')" href="http://www.gazette.net/article/20130319/NEWS/130319278/1124/silver-spring-transit-center-x2018-severely-compromised-x2019&amp;template=gazette" style="color: black"&gt;told the &lt;i&gt;Gazette&lt;/i&gt;&lt;/a&gt; that the transit center "can be fixed, will be fixed," though no cost for the repairs or date for their completion has been given. Since 1999, the project's costs have tripled to $112 million.&lt;p style="margin-top: 1em"&gt;Despite the results of the report, Foulger-Pratt insists that Montgomery County is still responsible for the ongoing delays. Last month, they &lt;a target="_blank" onClick="return countClick('http://greatergreaterwashington.org/post/17583/no-answers-no-accountability-for-silver-spring-transit-center/', '18134')" href="http://greatergreaterwashington.org/post/17583/no-answers-no-accountability-for-silver-spring-transit-center/" style="color: black"&gt;filed a claim&lt;/a&gt; against the county. &lt;p style="margin-top: 1em"&gt;"Everyone in this community&lt;wbr&gt;&amp;mdash;&lt;wbr&gt;including us&lt;wbr&gt;&amp;mdash;&lt;wbr&gt;has been waiting for more than a year for the County to act," said managing principal Bryant Foulger in a prepared statement. "If only the County had been willing to work cooperatively, the Transit Center would have been open by now for the benefit of everyone in Montgomery County."&lt;p style="margin-top: 1em"&gt;The Silver Spring Transit Center has been &lt;a target="_blank" onClick="return countClick('http://www.actfortransit.org/purple_transit_center.html', '18134')" href="http://www.actfortransit.org/purple_transit_center.html" style="color: black"&gt;planned for nearly 20 years&lt;/a&gt;.  It's already one of the region's largest transportation hubs, with nearly 60,000 users each day, and an important part of the revitalization of downtown Silver Spring.&lt;p style="margin-top: 1em"&gt;While it's a relief to finally have some answers about what went wrong, new questions have arisen, namely when the parties involved are going to get this long-awaited project finished.&lt;p style="margin-top: 1em"&gt;&lt;a href="http://greatergreaterwashington.org/post/18134/silver-spring-transit-center-is-unsafe-everyones-to-blame/#comments"&gt;51 comments&lt;/a&gt;&lt;/p&gt;</description>

		<title>In Silver Spring, "mixed-use" means housing, shops &amp; church</title>

Built between 1927 and 1956, the church's buildings are showing their age and no longer fit the congregation's needs. Ironically, tearing it down will allow the church to remain in the community by giving it much-needed income and a new sanctuary that better fits their needs. Not only that, but the proposed design will encourage the further revitalization of downtown Silver Spring while creating a nice transition to surrounding neighborhoods.&lt;p style="margin-top: 1em"&gt;The apartment building, designed by SK+I Architects of Bethesda, will have ground-floor retail along Fenton Street between Wayne and Bonifant Street, filling a large gap between the core of downtown Silver Spring and Fenton Village. It's here that apartment residents, shoppers and diners, and church parishioners will cross paths and mingle, creating an interesting mix.&lt;p style="margin-top: 1em"&gt;The church's entrance on Wayne Avenue will face a small plaza, which also has tables and chairs for outdoor dining. On Bonifant Street is a playground for the church's day care center, which will be open to the public at set times. Connecting them is a mid-block passage between the apartments and the church, with benches and &lt;a target="_blank" onClick="return countClick('http://caseytrees.org/about/headquarters/bioretention/', '17825')" href="http://caseytrees.org/about/headquarters/bioretention/" style="color: black"&gt;bioretention planters&lt;/a&gt; that hold and filter rainwater.&lt;p style="margin-top: 1em"&gt;There will also be a 30-foot-tall public art piece dubbed "Wingspire." Frederick-based artist &lt;a target="_blank" onClick="return countClick('http://www.williamcochran.com/Artist.asp?ArtistID=3731&amp;Akey=YX679BSX', '17825')" href="http://www.williamcochran.com/Artist.asp?ArtistID=3731&amp;Akey=YX679BSX" style="color: black"&gt;William Cochran&lt;/a&gt; designed a sculpture made of dichroic glass, which is embedded with thin layers of metal and can display a variety of colors. The glass will also be embedded in the passage's stone pavers, creating what Cochran calls a "river of light."&lt;p style="margin-top: 1em"&gt;After years of debate, a design has emerged for the new First Baptist Church of Silver Spring that might make everyone happy. Not only does it allow a nearly century-old congregation to remain in place, but it allows downtown Silver Spring to continue growing while respecting adjacent neighborhoods.
