		<title>Who's blocking L Street today, and what can we do?</title>

A delivery driver, most likely. That's the conclusion I've reached after 4 months of &lt;a target="_blank" onClick="return countClick('http://whosblockinglsttoday.tumblr.com/', '18756')" href="http://whosblockinglsttoday.tumblr.com/" style="color: black"&gt;chronicling obstructions&lt;/a&gt; in the city's newest bike lane. &lt;div class="blog_image_right" style="width: 500px; float: right; font-size: 8pt;"&gt;&lt;a target="_blank" onClick="return countClick('http://whosblockinglsttoday.tumblr.com/image/49195864091', '')" href="http://whosblockinglsttoday.tumblr.com/image/49195864091" style="color: black"&gt;&lt;img src="http://greatergreater.com/images/201305/021158.jpg" style="border: 0"&gt;&lt;/a&gt;&lt;br&gt;Photos by the author.&lt;/div&gt;&lt;p style="margin-top: 1em"&gt;I started the blog, "Who's Blocking the L St. Bike Lane Today?" on a whim after the lane (technically a cycle track) opened. Since then, readers have submitted a steady stream of pictures showing vehicles blocking the lane, on top of the pictures I've taken myself. &lt;p style="margin-top: 1em"&gt;While I do use the lane frequently (and thus have a personal stake in it being unobstructed), I don't view this as an exercise in vigilantism. My goal is to highlight larger trends, not to shame or mock individual drivers. &lt;p style="margin-top: 1em"&gt;While swerving around a parked car into moving traffic on a bike can be dangerous, I realize there are many greater evils in the world and on the road, and am weary of perpetuating the perception of, broadly, the &lt;a target="_blank" onClick="return countClick('http://www.youtube.com/watch?v=V3nMnr8ZirI', '18756')" href="http://www.youtube.com/watch?v=V3nMnr8ZirI" style="color: black"&gt;hysterically entitled cyclist&lt;/a&gt; by fixating on what is a ultimately a minor inconvenience in most instances. That said, the L Street bike lane is supposed to facilitate bicycling, not parking, and blocking the lane is, at least nominally, illegal. When the lane is blocked, it doesn't serve its purpose.&lt;p style="margin-top: 1em"&gt;&lt;b&gt;Who IS blocking the L Street bike lane today?&lt;/b&gt;&lt;p style="margin-top: 1em"&gt;Overall, very few people actually "park" in the L St. bike lane. The majority of vehicles blocking the lane are delivery trucks supplying the many offices and stores that line the stretch. Looking just at the 156 photos on the site to date, 60% have been of delivery vehicles, while 30% are personal vehicles, and 10% belong to police. &lt;p style="margin-top: 1em"&gt;&lt;div class="blog_image" style="text-align: center; font-size: 8pt;"&gt;&lt;img src="http://greatergreater.com/images/201305/whosblocking.png" style="border: 0"&gt;&lt;/div&gt;&lt;p style="margin-top: 1em"&gt;&lt;p style="margin-top: 1em"&gt;Based on my observations, the median length of time for vehicles blocking the lane is 1-3 minutes. That's long enough to run in to a building, drop something off, and return. However, it's not uncommon for a delivery driver to treat the lane as a loading dock for loading and unloading large shipments, a process which generally takes 10-20 minutes. &lt;/p&gt;&lt;p style="margin-top: 1em"&gt;&lt;p style="margin-top: 1em"&gt;Obviously, this is not a comprehensive sample. Because I took many of the pictures, they tend to over-represent weekday, daytime activity, and concentrate on the 1700 block of L. Still, they should provide some insight into the patterns of usage that have developed so far along the lane, as well as a starting point for potential solutions. &lt;/p&gt;&lt;p style="margin-top: 1em"&gt;&lt;b&gt;What can we do?&lt;/b&gt;&lt;p style="margin-top: 1em"&gt;Deliveries, and delivery vehicles, are an increasing necessity in today's economy, and accommodating their activity will be an ongoing challenge as cities continue to densify and pursue more multi-modal streetscapes. This is especially true in central business districts like the Golden Triangle, where businesses and office workers (myself included) rely on quick and affordable deliveries engendered by the online economy. &lt;p style="margin-top: 1em"&gt;While it may be tempting to vilify the individual delivery drivers, many of whom work long hours under tight deadlines, as you veer around them on your bike, doing so ignores the larger enforcement, policy and design pressures that shape the situation on L Street.&lt;p style="margin-top: 1em"&gt;&lt;b&gt;Enforcement:&lt;/b&gt; Willfully running a solid red light is universally taboo in America, and a pressure that is strong enough to dissuade drivers from doing it. Today the societal taboo is clearly not as strong against blocking bike lanes, but targeted enforcement can help change perceptions. &lt;p style="margin-top: 1em"&gt;In all of my observation I have only seen one ticket issued to someone blocking a bike lane. Indeed, police cars are often guilty of the offense themselves, and not while on official business. Most of the photos I've taken myself of police cars blocking the bike lanes have occurred while the driver was visiting Robeks, a fruit smoothie store on the block.&lt;p style="margin-top: 1em"&gt;&lt;div class="blog_image" style="width:500px; text-align: center; font-size: 8pt;"&gt;&lt;a target="_blank" onClick="return countClick('http://whosblockinglsttoday.tumblr.com/image/45269049405', '18756')" href="http://whosblockinglsttoday.tumblr.com/image/45269049405" style="color: black"&gt;&lt;img src="http://greatergreater.com/images/201305/021354.jpg" style="border: 0"&gt;&lt;/a&gt;&lt;/div&gt;&lt;p style="margin-top: 1em"&gt;&lt;p style="margin-top: 1em"&gt;Just as the MPD has engaged in enforcement campaigns targeted at &lt;a target="_blank" onClick="return countClick('http://www.dc.gov/DC/DDOT/About+DDOT/News+Room/Advisories/ci.District+Department+of+Transportation+and+Metropolitan+Police+Department+Launch+Pedestrian+Safety+Enforcement+Campaign+in+Ward+8.print', '18756')" href="http://www.dc.gov/DC/DDOT/About+DDOT/News+Room/Advisories/ci.District+Department+of+Transportation+and+Metropolitan+Police+Department+Launch+Pedestrian+Safety+Enforcement+Campaign+in+Ward+8.print" style="color: black"&gt;drivers&lt;/a&gt; who fail to yield and &lt;a target="_blank" onClick="return countClick('http://greatergreaterwashington.org/post/17541/is-ped-enforcement-campaign-blaming-the-victim/', '18756')" href="http://greatergreaterwashington.org/post/17541/is-ped-enforcement-campaign-blaming-the-victim/" style="color: black"&gt;pedestrian&lt;/a&gt; inattention, we need an enforcement campaign aimed at bike lane blocking on L Street.&lt;p style="margin-top: 1em"&gt;Even though the actual penalties may not serve as a deterrent (many delivery companies simply write them off as a cost of doing business), an enforcement campaign can start to change attitudes about the practice and encourage delivery drivers to use dedicated loading zones or the service alleys that connect many larger buildings on L Street.&lt;p style="margin-top: 1em"&gt;&lt;b&gt;Design&lt;/b&gt;: The blocking problem is not nearly so great on the 15th Street cycle track. This may partly result from there being fewer blocks where the lane runs past commercial streets. Also on 15th, parking serves as a buffer between the 15th Street lane and the active roadway. Not only does that offer an alternative for delivery drivers and others, it creates a physical barrier of parked vehicles, impeding easy access in a way that the plastic pylons cannot. &lt;p style="margin-top: 1em"&gt;Before the L Street Lane was installed, Mike Goodno, Bicycle Program Specialist at the District Department of Transportation (DDOT) said that &lt;a target="_blank" onClick="return countClick('http://greatergreaterwashington.org/post/14704/ddot-tweaks-l-street-bike-lane-plan/', '18756')" href="http://greatergreaterwashington.org/post/14704/ddot-tweaks-l-street-bike-lane-plan/" style="color: black"&gt;a similar arrangement would not be possible on L&lt;/a&gt;, as it would limit the street to one through lane outside rush hour. &lt;p style="margin-top: 1em"&gt;One option could be to relocate the current parking from the south side to the north side, between the bike lane and the active roadway. Currently, parking and loading is permitted in the southernmost lane outside of rush hour; during rush our, the lane becomes a third through lane, though obstructions in this lane often remain throughout rush hour, leaving two effective through lanes in most cases. &lt;p style="margin-top: 1em"&gt;Goodno says that is a possibility, and in fact DDOT is planning to have (full-time) parking next to the forthcoming lane on many blocks of M Street. However, Goodno noted, there could not be parking next to the left turn lanes, or for some distance before the start of the "mixing zones," where drivers merge into the bike lane to turn left. That would substantially reduce the amount of parking on L Street.&lt;p style="margin-top: 1em"&gt;Alternatively, DDOT has &lt;a target="_blank" onClick="return countClick('http://washingtonexaminer.com/cars-trucks-block-new-bike-lane-frequently/article/2520401', '18756')" href="http://washingtonexaminer.com/cars-trucks-block-new-bike-lane-frequently/article/2520401" style="color: black"&gt;floated the idea&lt;/a&gt; of installing a curb along the L St. lane to prevent vehicle incursions, though so far there has been no activity. Likewise, Goodno said they are considering adding more posts, which today appear every 20 feet.&lt;p style="margin-top: 1em"&gt;&lt;div class="blog_image" style="text-align: center; font-size: 8pt;"&gt;&lt;img src="http://greatergreater.com/images/201305/lsttruck.jpg" style="border: 0"&gt;&lt;/div&gt;&lt;p style="margin-top: 1em"&gt;&lt;b&gt;Policy&lt;/b&gt;: Most blocks of L Street now combine some dedicated loading zones and short-term metered parking along the south side of the street. In my observation, the loading zones are nearly always occupied with delivery vehicles, suggesting that drivers are willing to use them provided they can find a space. Likewise, the metered parking on the street is consistently occupied as well, typically by passenger vehicles. &lt;p style="margin-top: 1em"&gt;The difference, of course, is that those drivers have the option of parking off-street in one of the numerous commercial garages in the area, while delivery vehicles cannot. Though it would almost certainly draw criticism from some quarters, the city could convert existing metered parking along L Street to loading-only lanes, giving delivery drivers more legal options to park. If and when performance parking comes to the Golden Triangle, it could also ensure that spaces are more likely open for delivery drivers.&lt;p style="margin-top: 1em"&gt;My experience watching the L Street bike lane has not revealed an existential struggle amongst warring factions for turf on one of downtowns busiest arteries. Rather, I've seen drivers, bikers, delivery guys, cops, and pedestrians (who, lest we forget, are often one in the same) working to coexist in a new multi-modal reality that they all generally accept, even if they're all still getting used to it. &lt;br&gt;

		<title>Bonds, Mara wouldn't sacrifice parking for a bike lane</title>

Patrick Mara (and Anita Bonds and Perry Redd) seem to prioritize not removing any parking over bike lanes, while Elissa Silverman was the strongest supporter:&lt;blockquote&gt;&lt;i&gt;"Would you support a new bicycle lane on Connecticut Avenue NW, even if it resulted in fewer on-street parking spots or altered traffic patterns?"&lt;p style="margin-top: 1em"&gt;Matt Frumin and Paul Zukerberg would need more information about the lane's design before giving an opinion. Bonds, Redd and Mara are inclined to oppose it, worried about a loss of on-street parking. Silverman is inclined to support it. "If we are to promote cycling, we need to promote cycling on our major thoroughfares," she said.&lt;/i&gt;&lt;/blockquote&gt;&lt;p style="margin-top: 1em"&gt;Accommodating bicycling on Connecticut Avenue is a good idea, though I'm not aware of concrete plans to put a bike lane there right now or whether it would cost parking. Some bicycle infrastructure does supplant a small amount of parking, like on L and M Streets downtown, so the general thrust of the question is helpful.&lt;p style="margin-top: 1em"&gt;Mara also did not provide any responses to &lt;a target="_blank" onClick="return countClick('http://www.letschoosedc.com/question/6', '18592')" href="http://www.letschoosedc.com/question/6" style="color: black"&gt;the Let's Choose DC question&lt;/a&gt; on bicycling. &lt;a target="_blank" onClick="return countClick('http://www.letschoosedc.com/response/bonds/6', '18592')" href="http://www.letschoosedc.com/response/bonds/6" style="color: black"&gt;Bonds did&lt;/a&gt;, but people who voted on the questions were generally unimpressed with her answer.&lt;p style="margin-top: 1em"&gt;On the Post interview, all candidates agreed on relaxing the height limit in a few places outside the core. Everyone but Zukerberg thinks there should be more restaurants east of the Anacostia. Mara and Bonds appear the least supportive of legalizing marijuana.&lt;p style="margin-top: 1em"&gt;On a possible NFL stadium on the RFK site, the Post asked if candidates would support a stadium if Dan Snyder would pay for it but wouldn't change his team's name. All but Mara opposed the idea:&lt;blockquote&gt;&lt;i&gt;Redd, Zukerberg, Bonds and Frumin all said no. Silverman would oppose it, saying the focus should be on redeveloping the area around RFK Stadium with new housing and retail. Mara hopes the Redskins change their name, but the matter would not dissuade him from supporting a new team-funded stadium.&lt;/i&gt;&lt;/blockquote&gt;On top of that, a stadium proposal very likely would not actually mean Snyder paid all of the cost; at the very least, DC would have to fund considerable infrastructure and site work. 		<title>Streetcars, parks, and libraries get boost in Gray budget</title>

		<description>by &lt;a href="http://greatergreaterwashington.org/alpert/" style="color: black"&gt;&lt;span class="byline_name"&gt;David Alpert&lt;/span&gt;&lt;/a&gt; &lt;p style="margin-top: 1em"&gt;Bike lanes, parks in NoMA and around the city, streetcars, libraries 7 days a week, new trash cans for free, school modernizations, and many more programs get funding under the operating and capital budgets Mayor Gray is unveiling this morning.&lt;div class="blog_image_right" style="width: 207px; float: right; font-size: 8pt;"&gt;&lt;a target="_blank" onClick="return countClick('http://www.flickr.com/photos/environmentblog/7190863968/', '')" href="http://www.flickr.com/photos/environmentblog/7190863968/" style="color: black"&gt;&lt;img src="http://greatergreater.com/images/201303/280955.jpg" style="border: 0"&gt;&lt;/a&gt;&lt;br&gt;Photo by EnvironmentBlog on Flickr.&lt;/div&gt;&lt;p style="margin-top: 1em"&gt;&lt;b&gt;Streetcars&lt;/b&gt;: In the 6-year capital plan, streetcars get $400 million, which should fund completing the first line from Minnesota Avenue to Georgetown, engineering the Anacostia line, and studies for north-south lines such as Georgia Avenue.&lt;p style="margin-top: 1em"&gt;The operating budget contains $6.2 million to start running the streetcar, which Gray continues to promise will roll by the end of the calendar year.&lt;p style="margin-top: 1em"&gt;&lt;b&gt;Bike infrastructure&lt;/b&gt;: There is a pot of $10.7 million for bike lanes and trails, which appears to be entirely new; formerly, there was no dedicated local bike money. The budget staff have promised to follow up to confirm this. Another $5.1 million will go to "bike-friendly streetscapes," which will be interesting to see in more detail.&lt;p style="margin-top: 1em"&gt;&lt;b&gt;Capital Bikeshare&lt;/b&gt;: The mayor is funding 10 more Capital Bikeshare stations beyond the ones that area already supposed to be going in. In December, DDOT &lt;a target="_blank" onClick="return countClick('http://greatergreaterwashington.org/post/17117/', '18270')" href="http://greatergreaterwashington.org/post/17117/" style="color: black"&gt;announced 78 locations&lt;/a&gt;, of which it had funding for 54 and was going to install those by March. Unfortunately, it's late in installing most of those. That list also identified 24 future locations, so this budget funds 10.&lt;p style="margin-top: 1em"&gt;&lt;b&gt;Buses&lt;/b&gt;: The budget office's presentation did not discuss the Circulator or other bus projects. I will follow up to find out whether any Circulator expansion in that master plan have funding. Streetcars are important, but they are one of several modes we need, and for many neighborhoods, better bus service is the better way to help people get around.&lt;p style="margin-top: 1em"&gt;&lt;b&gt;Bridges&lt;/b&gt;: The &lt;a target="_blank" onClick="return countClick('http://greatergreaterwashington.org/post/172267/', '18270')" href="http://greatergreaterwashington.org/post/172267/" style="color: black"&gt;South Capitol "racetrack"&lt;/a&gt; project and new Frederick Douglass Bridge gets $622.5 million, which would fully fund the project.&lt;p style="margin-top: 1em"&gt;&lt;b&gt;Taxes&lt;/b&gt;: The budget imposes no new taxes or fees, maintains DC's fund balance, and keeps the debt cap at 12%. The administration also wants to get rid of the tax on out-of-state bonds, which they say primarily impacts seniors and is far and away the biggest complaint they get about taxes. Gray chief of staff Chris Murphy said they "always felt it was ill-conceived."&lt;p style="margin-top: 1em"&gt;&lt;b&gt;Affordable housing&lt;/b&gt;: As promised, the administration is putting a one-time $100 million into affordable housing. $86.9 million goes into the Housing Production Trust Fund, ($20M in FY 2014 and the rest in FY 2013). The rest, $13.1 million, goes to other smaller initiatives that the recent Comprehensive Housing Strategy Task Force recommended. He is also promising to keep the 15% of the Deed Recordation and Transfer Tax, which is supposed to go to the HPTF, in there; previous budgets raided that to fund other programs.&lt;p style="margin-top: 1em"&gt;&lt;b&gt;Parks&lt;/b&gt;: The capital budget provides $50 million for parks (likely a few different small parks) in NoMA: $25 million to acquire land, and $25 million for development. DC &lt;a target="_blank" onClick="return countClick('http://greatergreaterwashington.org/post/8313/', '18270')" href="http://greatergreaterwashington.org/post/8313/" style="color: black"&gt;made a mistake&lt;/a&gt; when it upzoned NoMA without any plan for parks, which is why this is going to be expensive. However, NoMA is generating a lot of tax revenue.&lt;p style="margin-top: 1em"&gt;Other parks capital spending includes $20 million fro the Fort Dupont ice arena, $26.4 million for Barry Farm, $2M to renovate and improve athletic fields and parks, $18M for the Southeast tennis &amp; learning center, and funding to modernize 32 play spaces in 8 wards including Fort Greble, Palisades, Macomb, and Takoma which will start in April as well as already-underway work at Noyes, Raymond, and Rosedale.&lt;p style="margin-top: 1em"&gt;&lt;b&gt;Libraries&lt;/b&gt;: Gray is expanding funding for DC Public Libraries so that every library can be open 7 days a week. Most will be open until 9 pm Monday to Thursday as well as afternoons on Saturday and Sunday. They also get $2 million for books and e-books. &lt;p style="margin-top: 1em"&gt;Further, the budget provides $103 million to renovate and, as part of a public-private partnership, expand the MLK Library. There is $15.2 million to renovate the Cleveland Park library, $21.7 for the Palisades library, and $4.8 million for Woodridge's library.&lt;p style="margin-top: 1em"&gt;&lt;b&gt;Trash&lt;/b&gt;: Residents who want to replace their trash cans are in luck: the administration wants to replace everyone's trash cans over 5 years, for free. If there is money available, they also hope to let people replace stolen or damaged cans without the fee residents have to pay today.&lt;p style="margin-top: 1em"&gt;&lt;b&gt;Flooding&lt;/b&gt;: Bloomingdale residents hopefully will see some relief from their flooding problems with $1.5 million in the budget to pay for recommendations from the task force studying those problems.&lt;p style="margin-top: 1em"&gt;&lt;b&gt;Police and fire&lt;/b&gt;: The public safety budget pays for 4,000 sworn officers, replacing police and fire vehicles, cadet training programs and maintaining domestic violence programs that are seeing federal cuts. In general, the budget officials say, they are replacing all federal from sequestration across the board, even assuming sequestration will continue throughout the year.&lt;p style="margin-top: 1em"&gt;&lt;b&gt;Raises&lt;/b&gt;: DC employees will get their first pay raise in 4-7 years, spanning both union and non-union employees, and DC will fully fund its pension obligations.&lt;p style="margin-top: 1em"&gt;We'll have more analysis and further details in upcoming posts.&lt;p style="margin-top: 1em"&gt;&lt;a href="http://greatergreaterwashington.org/post/18270/streetcars-parks-and-libraries-get-boost-in-gray-budget/#comments"&gt;42 comments&lt;/a&gt;&lt;/p&gt;</description>

		<title>Gray aims high with sustainability plan; can agencies deliver?</title>

		<description>by &lt;a href="http://greatergreaterwashington.org/alpert/" style="color: black"&gt;&lt;span class="byline_name"&gt;David Alpert&lt;/span&gt;&lt;/a&gt; &lt;p style="margin-top: 1em"&gt;Last week, the Gray administration unveiled &lt;a target="_blank" onClick="return countClick('http://sustainable.dc.gov/finalplan', '17809')" href="http://sustainable.dc.gov/finalplan" style="color: black"&gt;its sustainability plan&lt;/a&gt;, which sets some very ambitious, yet very important objectives for 2032, like attracting 250,000 new residents and making 75% of trips happen by walking, biking, and transit, along with fewer greenhouse gas emissions, more access to healthy food, cleaner water, and much more. &lt;div class="blog_image_right" style="width: 123px; float: right; font-size: 8pt;"&gt;&lt;a target="_blank" onClick="return countClick('http://sustainable.dc.gov/finalplan', '')" href="http://sustainable.dc.gov/finalplan" style="color: black"&gt;&lt;img src="http://greatergreater.com/images/201302/251055.jpg" style="border: 0"&gt;&lt;/a&gt;&lt;/div&gt;&lt;p style="margin-top: 1em"&gt;This plan is perhaps the boldest statement yet by a mayor about the city's future. Some plans equivocate and promise everyone what they want. The sustainability plan does not. Our future is more walking, biking, and transit, and many new residents who aren't driving, says the mayor. Period. &lt;p style="margin-top: 1em"&gt;To achieve these goals, agencies will have to push forward not just on their existing laudable initiatives, but go beyond. To shift the numbers of transit, walking, and bicycle trips, DC must do more than just build the streetcar and incrementally grow bicycle infrastructure. The administration also should set intermediate goals to push agencies to make significant progress each and every year.&lt;p style="margin-top: 1em"&gt;&lt;b&gt;Many specific actions are important steps forward&lt;/b&gt;&lt;p style="margin-top: 1em"&gt;Strong policy statements like this make a big impact. When agency heads and employees look at a potential action, they'll know they should consider it through the lens of these policies. That doesn't mean people won't keep doing other things that confound the goals at times, but one group inside one agency can use these statements as ammunition to argue for policies that support the goals.&lt;p style="margin-top: 1em"&gt;The plan also lists a number of specific actions agencies can take in a number of areas, from waste to building energy efficiency to parks and trees. The land use section includes the most significant (and controversial) parts of the zoning update, reducing parking minimums and allowing more accessory dwellings. &lt;p style="margin-top: 1em"&gt;In &lt;a target="_blank" onClick="return countClick('http://sustainable.dc.gov/sites/default/files/dc/sites/sustainable/page_content/attachments/SDC%20Final%20Plan_0.pdf#page=80', '17809')" href="http://sustainable.dc.gov/sites/default/files/dc/sites/sustainable/page_content/attachments/SDC%20Final%20Plan_0.pdf#page=80" style="color: black"&gt;the transportation section&lt;/a&gt;, there are a few promising new steps. Most are things DC already plans, such as streetcars, more bike lanes, and expanding performance parking. &lt;p style="margin-top: 1em"&gt;Notably, the plan also suggests exploring a regional congestion pricing system. That's entirely speculative at this point, and the plan says that unless Maryland and Virginia agree, it'd be almost impossible to set up any sort of congestion pricing system. But just putting it in the plan is a meaningful step.&lt;p style="margin-top: 1em"&gt;Another significant policy statement calls on DC to "Program crosswalks and traffic lights for improved safety and convenience of pedestrians and cyclists." That's right, it says that pedestrian and cyclist safety should take precedence over vehicle speed. It also suggests timing lights along major corridors for traffic, as groups like &lt;a target="_blank" onClick="return countClick('http://greatergreaterwashington.org/post/9379/', '17809')" href="http://greatergreaterwashington.org/post/9379/" style="color: black"&gt;the Chamber of Commerce and Board of Trade repeatedly ask&lt;/a&gt;, but notably recommends timing such lights for motor vehicles &lt;i&gt;and&lt;/i&gt; bicycles, not just the former. &lt;p style="margin-top: 1em"&gt;&lt;b&gt;To reach goals, agencies will have to do even more&lt;/b&gt;&lt;p style="margin-top: 1em"&gt;Many of these statements commit DC agencies to go beyond what they have done to date. But is it enough to achieve the even more ambitious goals, like 75% of trips by transit, walk or biking, 250,00 new residents, and cutting in half citywide unemployment, obesity, and energy use?&lt;p style="margin-top: 1em"&gt;&lt;div class="blog_image" style="text-align: center; font-size: 8pt;"&gt;&lt;a target="_blank" onClick="return countClick('http://sustainable.dc.gov/sites/default/files/dc/sites/sustainable/page_content/attachments/SDC%20Final%20Plan_0.pdf#page=12', '17809')" href="http://sustainable.dc.gov/sites/default/files/dc/sites/sustainable/page_content/attachments/SDC%20Final%20Plan_0.pdf#page=12" style="color: black"&gt;&lt;img src="http://greatergreater.com/images/201302/transportationgoals.png" style="border: 0"&gt;&lt;/a&gt;&lt;br&gt;Transportation goals from the plan (page 12). Click for full plan (PDF).&lt;/div&gt;&lt;p style="margin-top: 1em"&gt;On land use, the zoning update takes a significant step, but &lt;a target="_blank" onClick="return countClick('http://greatergreaterwashington.org/post/16344/', '17809')" href="http://greatergreaterwashington.org/post/16344/" style="color: black"&gt;still an incremental one&lt;/a&gt;. There are many conditions that will &lt;a target="_blank" onClick="return countClick('http://greatergreaterwashington.org/post/17006/', '17809')" href="http://greatergreaterwashington.org/post/17006/" style="color: black"&gt;limit accessory dwellings&lt;/a&gt;. Reducing parking minimums may make some housing cheaper and make some buildings feasible around the margin, but it does not add to the total amount of potential housing.&lt;p style="margin-top: 1em"&gt;According to Planning director Harriet Tregoning, DC could add enough housing for 250,000 more residents just under existing zoning, but that assumes building up to the zoning limit across most of the city. Wholesale redevelopment of neighborhoods is not what anyone really wants.  &lt;p style="margin-top: 1em"&gt;Rather, it would be better to focus more new housing near Metro stations, streetcars, and high-frequency bus corridors. To do that, though, some administration will have to modify the Comprehensive Plan and zoning to create denser areas somewhere, or even revisit the height limit in some parts of the city.&lt;p style="margin-top: 1em"&gt;The Office of Planning also &lt;a target="_blank" onClick="return countClick('http://greatergreaterwashington.org/post/17050/', '17809')" href="http://greatergreaterwashington.org/post/17050/" style="color: black"&gt;backed away from earlier proposals&lt;/a&gt; to also set thresholds where a new development has to set up a Transportation Demand Management (TDM) plan. That now only applies to parking lots over 100,000 square feet, not large garages in many buildings which will contribute to more traffic and inhibit reaching some of the mode share goals.&lt;p style="margin-top: 1em"&gt;&lt;b&gt;Can DC reach 75% non-auto mode share?&lt;/b&gt;&lt;p style="margin-top: 1em"&gt;The transportation section aims to increase public transit's share of trips ("mode share") to 50%, and walking and biking to 25%. There isn't actually data on total trips today, but the plan shows a breakdown of commute trips (which the Census asks about). There, transit had 38% share in 2010, walking 12%, and "other means" (since bicycling isn't a specific category) 4%. &lt;p style="margin-top: 1em"&gt;&lt;div class="blog_image" style="text-align: center; font-size: 8pt;"&gt;&lt;a target="_blank" onClick="return countClick('http://sustainable.dc.gov/sites/default/files/dc/sites/sustainable/page_content/attachments/SDC%20Final%20Plan_0.pdf#page=80', '17809')" href="http://sustainable.dc.gov/sites/default/files/dc/sites/sustainable/page_content/attachments/SDC%20Final%20Plan_0.pdf#page=80" style="color: black"&gt;&lt;img src="http://greatergreater.com/images/201302/modeshare.png" style="border: 0"&gt;&lt;/a&gt;&lt;br&gt;Image from the plan, page 80. Click for full plan (PDF).&lt;/div&gt;&lt;p style="margin-top: 1em"&gt;That means if we use commute data and count all "other" in the walking and bicycling group (since it's probably fine to also count rollerbladers and Razor scooter riders), transit has to gain 12 percentage points and walking plus biking 9.&lt;p style="margin-top: 1em"&gt;Implementation steps include DDOT's current plans to add some more bike lanes and Capital Bikeshare stations, build out the streetcar system, plus recommendations to improve transit connections such as better service for low-income riders and later hours, set up a dedicated source of funding for transit, and make transit systems "resilient" to intense heat and storms that we'll see more often thanks to climate change.&lt;p style="margin-top: 1em"&gt;Will this get 12% of commuters to switch to transit, though? Especially while the vast bulk of DDOT spending is still going to projects like &lt;a target="_blank" onClick="return countClick('http://greatergreaterwashington.org/post/17260/', '17809')" href="http://greatergreaterwashington.org/post/17260/" style="color: black"&gt;big racetracks on South Capitol Street&lt;/a&gt;, which will add more car capacity to Saint Elizabeths rather than boosting transit connectivity.&lt;p style="margin-top: 1em"&gt;If congestion pricing actually comes about, that could drive the mode shift, but I wouldn't hold my breath. Meanwhile, though, DDOT could meaningfully improve transit by building a network of dedicated bus lanes that make the bus truly an appealing alternative for residents from Glover Park to Fairfax Village to Woodridge.&lt;p style="margin-top: 1em"&gt;DC &lt;a target="_blank" onClick="return countClick('http://greatergreaterwashington.org/post/4945/', '17809')" href="http://greatergreaterwashington.org/post/4945/" style="color: black"&gt;won TIGER grants for bus priority projects&lt;/a&gt; from 2009, but those still haven't yielded anything on the ground. Last year, Mary Cheh &lt;a href="/[14663]]" style="color: black"&gt;set up a fund&lt;/a&gt; for DDOT to pay for bus projects, but it hasn't done any. H and I street bus lanes are on the long-term regional transportation plan, but if DDOT is making any concrete progress, it's pretty covert, and most of all isn't anywhere in the plan.&lt;p style="margin-top: 1em"&gt;DDOT also needs to step it up on bicycle infrastructure. The plan laudably calls for 200 more Capital Bikeshare stations (so far, DC has &lt;a target="_blank" onClick="return countClick('http://greatergreaterwashington.org/post/17117/', '17809')" href="http://greatergreaterwashington.org/post/17117/" style="color: black"&gt;committed to 87&lt;/a&gt;, and 100 miles of "connected" bicycle lanes, compared to about 50 (and not all connected) today, "prioritizing" ones east of the Anacostia. &lt;p style="margin-top: 1em"&gt;But as WABA noted in &lt;a target="_blank" onClick="return countClick('http://www.waba.org/blog/2011/12/whered-all-the-bike-lanes-go/', '17809')" href="http://www.waba.org/blog/2011/12/whered-all-the-bike-lanes-go/" style="color: black"&gt;its action alert&lt;/a&gt; at the end of 2011 about anemic progress in bike lanes, DC had installed 4-8 lanes per year from 2006-2010, which if continued should put the District at 130-210 by 2032 rather than just 100. Gabe Klein's Action Agenda set a target of 80 miles by 2012, so only 25% more than that 20 years later seems a bit underwhelming.&lt;p style="margin-top: 1em"&gt;&lt;b&gt;MoveDC is key&lt;/b&gt;&lt;p style="margin-top: 1em"&gt;Tregoning, who spearheaded the overall plan while working with individual agencies on the specific proposals, said that these sets of actions aren't supposed to be an exhaustive list of everything to do in the next 20 years. Among other reasons, they wanted to actually publish the plan, not spend endless years tinkering with the lists&lt;wbr&gt;&amp;mdash;&lt;wbr&gt;a worthy impulse indeed.&lt;p style="margin-top: 1em"&gt;On transportation, in particular, the &lt;a target="_blank" onClick="return countClick('http://greatergreaterwashington.org/post/17370/', '17809')" href="http://greatergreaterwashington.org/post/17370/" style="color: black"&gt;MoveDC citywide transportation plan&lt;/a&gt; is the opportunity to create a more detailed list of everything DC has to do. Gray's 50%-25%-25% targets provide a perfect frame for that plan. If a proposed piece of MoveDC moves us toward the targets, it should go in; if it pushes the other way, it should come out.&lt;p style="margin-top: 1em"&gt;The 50%-25%-25% also gives MoveDC a high bar to hit. We'll all need to ensure MoveDC is more like the sustainability plan, with clear and aggressive goals, and less like some other plans which try to give everybody what they want and end up meaning little.&lt;p style="margin-top: 1em"&gt;&lt;b&gt;Intermediate goals are also necessary&lt;/b&gt;&lt;p style="margin-top: 1em"&gt;How can we avoid getting to 2032, looking back on this plan, and seeing these great targets but having only moved imperceptibly toward them? The administration could set intermediate goals and really hold agency heads' feet to the fire to reach them. &lt;p style="margin-top: 1em"&gt;What can we do to boost transit at least 0.6 percentage points in 2013 (1/20th of the way to the 12 point growth in the plan) and walking and bicycling 0.45 (1/20th of 6 points)? What can we do to get recycling up, obesity down, more buildings retrofitted for energy efficiency, and more parks not just by 2032, but by 2014 and then 2018?&lt;p style="margin-top: 1em"&gt;To really hit these goals or at least come close, a next step needs to be a set of intermediate targets, perhaps one for the end of Mayor Gray's current term, and for every 4-year mayoral term thereafter. We should also ask mayoral candidates, in the 2014 race and future races, if they are willing to commit to these targets, both the long-term and intermediate ones, and ask their agency heads to do the same.&lt;p style="margin-top: 1em"&gt;At the press conference, Gray noted that this plan's 20-year horizon certainly extends beyond his administration, whether or not he runs for or wins reelection. But, he said, this is a product not just from him but from his agency employees, many of whom still may be around that long. They can reach these targets as long as this and future mayors continue to send clear messages that the objectives in the plan are not just nice words on a paper but a real vision for the future of DC.&lt;p style="margin-top: 1em"&gt;&lt;a href="http://greatergreaterwashington.org/post/17809/gray-aims-high-with-sustainability-plan-can-agencies-deliver/#comments"&gt;16 comments&lt;/a&gt;&lt;/p&gt;</description>

		<title>Ask GGW: Who's at fault for causing a swerve?</title>

Almost immediately upon crossing P Street, a cab driver who had just picked up a fare, pulled suddenly into the bicycle lane, causing me to veer sharply in order to avoid being hit. Another cyclist, who was immediately behind me also veered to avoid being hit by the cab. &lt;p style="margin-top: 1em"&gt;As we attempted to avoid the collision with the automobile, I and the other cyclist collided. I was able to stay upright, but the other cyclist fell to the ground, scraping her side and knee and damaging her bicycle. The cab driver attempted to pull away. Fortunately, another cyclist who witnessed the incident placed her bicycle in front of the cab to prevent the driver from doing so.&lt;/i&gt;&lt;/blockquote&gt;&lt;blockquote&gt;&lt;i&gt;The police were called to the scene and, after interviewing the parties involved, informed us that there is no violation unless there is contact between the cab and the cyclist. As there was no contact in this case, he was unable to issue any sort of ticket to the driver of the cab. Respectfully, I informed him that I did not believe that that was the correct interpretation of the law and I asked that his sergeant be called to the scene. The sergeant arrived, interviewed us again and then informed us that the first officer on the scene was correct and that there was no violation.&lt;p style="margin-top: 1em"&gt;Is this, in fact, the law? Is nobody liable for damage in this case?&lt;/i&gt;&lt;/blockquote&gt;The husband of the cyclist who blocked the cab from leaving, "jrenault," &lt;a target="_blank" onClick="return countClick('http://bikearlingtonforum.com/showthread.php?4355-Accident-at-14th-and-P-no-injuries-cops-refusing-to-ticket-driver', '17632')" href="http://bikearlingtonforum.com/showthread.php?4355-Accident-at-14th-and-P-no-injuries-cops-refusing-to-ticket-driver" style="color: black"&gt;posted on the BikeArlington forum&lt;/a&gt; about this. He said,&lt;blockquote&gt;&lt;i&gt;They're arguing that surely "failure to yield" covers what the cabbie did, but not getting anywhere. ... Apparently, according to the police officer, failure to yield must be witnessed by the officer or he can't write a ticket.&lt;/i&gt;&lt;/blockquote&gt;Other posters on BikeArlington suggest it might not be worth pursuing, not because the driver necessarily is blameless, but since nobody was seriously hurt, and it would be too much trouble to get the police to take action. It's also possible there is no clear answer here, and no law that speaks to this situation clearly enough. &lt;p style="margin-top: 1em"&gt;Shane Farthing from WABA said he couldn't judge this specific incident without hearing more details, but had a broader comment about whether cyclists should want police to write tickets:&lt;blockquote&gt;&lt;i&gt;In many cases there will be some need for the officer to exercise discretion, such as whether an action was reckless or whether someone was passing too close under the circumstances. These elements are not all objectively defined. So while we want the roadways and laws to be predictable, there isn't always an objective yes/no answer to whether an action is lawful, and it's not always best for cyclists or anyone for officers to always default to issuing a citation.&lt;/i&gt;&lt;/blockquote&gt;We've seen several times in the past when an officer feels compelled to write a ticket, but doesn't understand the law well enough, the default ends up being to cite the cyclist, rightly or wrongly. If police always write tickets after crashes, that might mean they learn more about the laws, or it might just mean cyclists get blamed more often even when not warranted.&lt;p style="margin-top: 1em"&gt;Still, taxis need to watch for cyclists when pulling out across a bike lane. Near-misses happen every day. Small collisions happen occasionally. 		<title>New Jersey Avenue streetscape plans change slightly</title>

&lt;p style="margin-top: 1em"&gt;DDOT hopes to begin work in late September 2013, according to Michael Randolph of &lt;a target="_blank" onClick="return countClick('http://www.stvinc.com/', '17035')" href="http://www.stvinc.com/" style="color: black"&gt;STV Incorporated&lt;/a&gt;. The goal is to create a "more residential feel" for the road, as the 2006 Mount Vernon Triangle Transportation and Public Realm Design Project recommended. DDOT will not widen the road south of New York Avenue, but will widen it somewhat north of New York Avenue to accommodate the switch to two-way traffic.&lt;/p&gt;

&lt;p style="margin-top: 1em"&gt;The team made a few significant changes to the design which you can see on the above diagrams.&lt;/p&gt;

&lt;p style="margin-top: 1em"&gt;&lt;b&gt;More marked crosswalks&lt;/b&gt; (drag the scrollbar to line up with the point marked B): Pedestrians will now have crosswalks on all 4 sides of the New Jersey/New York Avenue intersection. The previous plans provided no crosswalk across New York Avenue on the west side of the intersection.&lt;/p&gt;

&lt;p style="margin-top: 1em"&gt;This is a smart move, since pedestrians would and could legally walk across the intersection whether there's a marked crosswalk or not. Better to put some high visibility zebra striping there to let drivers know pedestrians should be expected and have the right-of-way.&lt;p style="margin-top: 1em"&gt;

&lt;p style="margin-top: 1em"&gt;&lt;b&gt;New York Avenue median gone&lt;/b&gt; (also point B): The median island on New York Avenue has been removed and replaced by a new westbound traffic lane. Randolph said this was part of an attempt to separate traffic headed into the tunnel from traffic that intended to stay on New York Avenue earlier in order to relieve congestion.&lt;/p&gt;

&lt;p style="margin-top: 1em"&gt;This appears to be a loss for pedestrian safety. An island would allow half the road to be crossed at a time. Now, the elderly and other slow-crossing individuals will be forced to cross 7 lanes of traffic in one cycle.&lt;/p&gt;

&lt;p style="margin-top: 1em"&gt;&lt;b&gt;Innovative bike lane corner treatments&lt;/b&gt;: The corner of K Street and New Jersey Avenue (point C) will no longer get the "innovative" bike lane treatment that routes cyclists next to the crosswalks at corners. Meanwhile, at New York Avenue and New Jersey Avenue, instead of having the tiny islands to route the bike lanes at all 4 corners, there are only 2.&lt;/p&gt;

&lt;p style="margin-top: 1em"&gt;Randolph said that DDOT determined there wasn't enough space in the intersection for this treatment. It's not clear why that is the case, and is unfortunate, given that DDOT plans a major cross-town bike lane for K Street NE/NW.&lt;/p&gt;

&lt;p style="margin-top: 1em"&gt;&lt;b&gt;Slightly shorter bike lanes&lt;/b&gt; (point A): The dedicated bike lanes on New Jersey Avenue have been truncated somewhat. Instead of running the entire length of the project from H to N Streets, the lanes would stop at Morgan Street (which is located between M and N Streets). &lt;/p&gt;

Randolph said, "The bicycle lanes were eliminated in this section to better match the typical section of the roadway to the north of N Street and to provide a transition zone for the cyclists between intersections." This answer doesn't really explain why it had to change.&lt;/p&gt;

&lt;p style="margin-top: 1em"&gt;&lt;b&gt;A bay of angled parking spaces&lt;/b&gt; was added just north of I Street (to the right of point C), cutting into the sidewalk on the west side of New Jersey Avenue. This means reducing an area of green space to make room for the sidewalk that will now be farther from the street edge.&lt;/p&gt;

&lt;p style="margin-top: 1em"&gt;&lt;b&gt;A sharper right turn&lt;/b&gt; onto 3rd Street is included in the design (point A). This will force drivers to slow down more before they make the turn which crosses a bike lane and crosswalk, and should make this corner safer. It also gives pedestrians a more direct path to cross 3rd and stay along New Jersey Avenue.&lt;/p&gt;

&lt;p style="margin-top: 1em"&gt;In addition to these specific changes, the project team talked about a few general issues.&lt;/p&gt;

&lt;b&gt;Pavement quality&lt;/b&gt;: Residents complained that rear-end crashes occur often on New York Avenue because of poor pavement quality. The project team will conduct a "geotechnical investigation" of the pavement on New York Avenue, from 1st to 4th Streets NW, to provide a "10- to 20-year fix" for the pavement.&lt;/p&gt;

&lt;p style="margin-top: 1em"&gt;&lt;b&gt;A traffic analysis&lt;/b&gt; will be done for that stretch of New York Avenue, as well as New Jersey Avenue from H to N Streets. Residents hope this will determine the best way to get traffic headed towards the convention center through the neighborhood.&lt;/p&gt;

&lt;p style="margin-top: 1em"&gt;&lt;b&gt;Overhead signs&lt;/b&gt; that direct traffic onto I-395 are large, highway-style signs that make the area feel more like a freeway and less like a neighborhood. DDOT will evaluate these in hopes that the city can remove at least one of the 3 that currently exist.&lt;/p&gt;

&lt;p style="margin-top: 1em"&gt;&lt;b&gt;Leading pedestrian intervals&lt;/b&gt;: Residents asked about the possibility of having the walk sign come on before the green light at New York Avenue, so those walking across the street would have a chance to get a jump on vehicular traffic. Residents raised concerns about seniors having enough time to cross a road as wide as New York on foot.&lt;/p&gt;

&lt;p style="margin-top: 1em"&gt;&lt;b&gt;Pedestrian bridge&lt;/b&gt;: A request for a pedestrian bridge over New York Avenue was quickly shot down due to both cost and practicality. The ramp to such a bridge would likely have to begin more than a block from the intersection for the slope to be gentle enough to comply with the Americans with Disabilities Act.&lt;/p&gt;

&lt;p style="margin-top: 1em"&gt;DDOT will present additional alterations to the plan online sometime in January of 2013. There are currently no plans for further public meetings to discuss the project. 		<title>Capital Bikeshare needs more bike lanes to work in MoCo</title>

They proposed having dedicated bike lanes on major roads like Georgia Avenue in Silver Spring and business district streets like Arlington Road in Bethesda.&lt;p style="margin-top: 1em"&gt;Streets that were too narrow or too congested for bike lanes, like Elm Street in Bethesda, would get &lt;a target="_blank" onClick="return countClick('http://www.bikearlington.com/pages/biking-in-arlington/sharrows/', '17084')" href="http://www.bikearlington.com/pages/biking-in-arlington/sharrows/" style="color: black"&gt;sharrows&lt;/a&gt;, which help drivers and cyclists share the road. &lt;p style="margin-top: 1em"&gt;They also asked the county to complete major regional trails, like the Metropolitan Branch Trail, which currently stops half a mile short of its proposed terminus at the Silver Spring Metro station.&lt;p style="margin-top: 1em"&gt;The proposed lanes make a lot of sense, focusing on compact downcounty neighborhoods where everything's already within biking distance. I've written before that &lt;a target="_blank" onClick="return countClick('http://greatergreaterwashington.org/post/12795/on-street-crescent-trail-may-be-better-for-bikes-and-peds/', '17084')" href="http://greatergreaterwashington.org/post/12795/on-street-crescent-trail-may-be-better-for-bikes-and-peds/" style="color: black"&gt;more on-street bike routes&lt;/a&gt; can make bicycling more practical as a form of transportation by bringing riders to shops, jobs and other activities. And bikes take up a lot less space than cars, meaning we can fit more bicyclists on a congested street than we can drivers.&lt;p style="margin-top: 1em"&gt;Some of the proposed routes, like Georgia Avenue and Colesville Road, may face resistance from the Montgomery County Department of Transportation and the State Highway Administration, which have been reluctant to take away space from cars. But WABA and MoBike weren't the first to propose bike lanes for them: earlier this year, County Councilmember Nancy Floreen asked that the state &lt;a target="_blank" onClick="return countClick('http://washingtonexaminer.com/councilwoman-asks-for-montgomery-county-bike-lanes/article/2509992#.UMo1MXPjm3k', '17084')" href="http://washingtonexaminer.com/councilwoman-asks-for-montgomery-county-bike-lanes/article/2509992#.UMo1MXPjm3k" style="color: black"&gt;paint lanes&lt;/a&gt; on several major roads that they're scheduled to repave anyway next year.&lt;p style="margin-top: 1em"&gt;Creating a countywide bicycling network will take a lot of time and planning, but there are things we can do to improve the biking experience sooner rather than later. As more people take up bicycling, they may find that they don't have safe places to ride. As a result, Capital Bikeshare could help build a constituency for bike lanes that doesn't exist now.&lt;p style="margin-top: 1em"&gt;Capital Bikeshare is ready to expand into Montgomery County.
