		<title>Prince George's County struggles to get trails right</title>

Photo by Elvert Barnes on Flickr.&lt;/div&gt;&lt;p style="margin-top: 1em"&gt;"I read the County's &lt;a target="_blank" onClick="return countClick('http://www.pgparks.com/formula2040.htm', '18869')" href="http://www.pgparks.com/formula2040.htm" style="color: black"&gt;draft Formula 2040 plan&lt;/a&gt; for 200 more miles of paved trails," said a senior official of the Maryland Department of Transportation, whose staff makes decisions about which trails get federal and state transportation funding. "Nowhere does the plan seem to mention transportation."&lt;p style="margin-top: 1em"&gt;Prince George's County has great parks, largely because they are managed by the Maryland National Capital Park and Planning Commission (M-NCPPC). Although the county government has limited funds for infrastructure, the Commission has the authority to levy a 0.23% property tax for parks and recreation.  The trails, however, leave much to be desired. &lt;p style="margin-top: 1em"&gt;&lt;b&gt;The county lacks a trail network&lt;/b&gt;&lt;p style="margin-top: 1em"&gt;Major trails lead out of the District of Columbia in almost every direction: The Mount Vernon Trail to the south, the Custis/W&amp;OD Trail to the west, Capital Crescent to the northwest, and Rock Creek to the north. But there's nothing going east.&lt;p style="margin-top: 1em"&gt;I created this map for WABA's oral testimony at M-NCPPC's Fiscal Year 2013 budget hearing to help the commissioners visualize the county's lack of major trails into Washington and how they might cure the problem.&lt;p style="margin-top: 1em"&gt;&lt;div class="blog_image" style="width:500px; text-align: center; font-size: 8pt;"&gt;&lt;a target="_blank" onClick="return countClick('http://goo.gl/maps/YaZep', '18869')" href="http://goo.gl/maps/YaZep" style="color: black"&gt;&lt;img src="http://greatergreater.com/images/201305/131120-1.png" style="border: 0"&gt;&lt;/a&gt;&lt;br&gt;Map by the author on Google Maps. Click for interactive map.&lt;/div&gt;&lt;p style="margin-top: 1em"&gt;In Prince George's County, most trails are very short.  The few longer trails generally lack connections to transit, and they stop just before their destinations.  The &lt;a target="_blank" onClick="return countClick('http://www.thewashcycle.com/2011/11/prince-georges-advises-mdot-wba-trail.html', '18869')" href="http://www.thewashcycle.com/2011/11/prince-georges-advises-mdot-wba-trail.html" style="color: black"&gt;WB&amp;A Trail&lt;/a&gt; starts 2.5 miles from the New Carrollton Metro station and stops at the Patuxent River.   The &lt;a target="_blank" onClick="return countClick('http://www.pgparks.com/Assets/Parks+$!26+Recreation/PDF/Maps/Henson+Creek+Trail+Map+2012.pdf', '18869')" href="http://www.pgparks.com/Assets/Parks+$!26+Recreation/PDF/Maps/Henson+Creek+Trail+Map+2012.pdf" style="color: black"&gt;Henson Creek Trail&lt;/a&gt; stops across the Beltway from the Branch Avenue Metro Station.&lt;p style="margin-top: 1em"&gt;Neither trail has an interim on-road bike route. You just have to turn around. For several years, the Washington Area Bicyclists Association (WABA) has urged M-NCPPC to extend the WB&amp;A Trail west to the New Carrollton Metro station, but to no avail.&lt;p style="margin-top: 1em"&gt;One exception is the Anacostia Tributary Trail System, which runs from College Park to Bladensburg and west to Langley Park. Soon, it will extend south to the Anacostia Trail along the east side of the Anacostia River in DC.&lt;p style="margin-top: 1em"&gt;&lt;b&gt;No agency is trying to create a trail network&lt;/b&gt;&lt;p style="margin-top: 1em"&gt;M-NCPPC's transportation planners have created a master plan for what the ultimate network should be by the year 2100.  But no entity is responsible for actually creating it. Certain segments are simply built when convenient.&lt;p style="margin-top: 1em"&gt;Several government offices are responsible for some aspect of the bicycle infrastructure in Prince George's.  M-NCPPC's Parks Department builds trails in parks.  Its Planning Department often requires developers to build trails through new neighborhoods, if a trail appears on the county's master plan. Transportation planners at M-NCPPC occasionally conduct feasibility and preliminary design studies of trails useful for transportation.&lt;p style="margin-top: 1em"&gt;The State Highway Administration sometimes builds sidepaths along state highways.  Although the county's Department of Public Works and Transportation (DPW&amp;T) has not built trails, it is responsible for most of the bicycle network that actually exists: the county roads.&lt;p style="margin-top: 1em"&gt;No one coordinates these disparate activities.  So rather than a network, the county has a set of standalone trails: Short, disconnected segments through new developments and a few reasonably long trails.&lt;p style="margin-top: 1em"&gt;&lt;b&gt;Residents ask for more trails, Parks Department responds&lt;/b&gt;&lt;p style="margin-top: 1em"&gt;M-NCPPC is revising its master plan for parks and recreation for the first time since 1982, and trails have become a big part of it.  In a poll that asked residents which park amenities they use, &lt;a target="_blank" onClick="return countClick('http://www.pgparks.com/Assets/Parks+$!26+Recreation/formula2040/Formula+2040+Plan+Book.pdf#page=82', '18869')" href="http://www.pgparks.com/Assets/Parks+$!26+Recreation/formula2040/Formula+2040+Plan+Book.pdf#page=82" style="color: black"&gt;more residents listed trails&lt;/a&gt; than any other M-NCPPC facility.&lt;p style="margin-top: 1em"&gt;In response, the Parks Department proposed adding 200 miles of paved trails, along with almost 100 miles in unpaved trails. About 20 percent of its capital budget would be dedicated to trails, according to Chuck Montrie, the park planning supervisor.&lt;p style="margin-top: 1em"&gt;The plan emphasizes trails that "connect urban centers and neighborhoods with existing trails facilities; employment centers; Metro stations; historic, environmental, and cultural resources," along with "neighborhood anchors including schools, libraries, and parks."&lt;p style="margin-top: 1em"&gt;The County Council is now reviewing the plan. At a hearing last month, WABA enthusiastically endorsed the increased emphasis on trails. WABA also recommends an interim goal of 40 miles by 2020, and connecting trails to designated transit-oriented districts, such as New Carrollton. (I spoke on behalf of WABA.)&lt;p style="margin-top: 1em"&gt;&lt;b&gt;Will M-NCPPC take the lead?&lt;/b&gt;&lt;p style="margin-top: 1em"&gt;The draft plan prioritizes connecting trails to other trails and Metro, but M-NCPPC doesn't always own the land necessary for those connections.  So what will have the higher priority: a difficult crossing over the Beltway to a Metro station, or connecting two trails on park property in a low-density area?&lt;p style="margin-top: 1em"&gt;Is M-NCPPC proposing to take the lead on creating a trail network designed for both transportation and recreation?  Or is it merely saying that if two possible trails on park property are equally challenging, it will build the one that goes somewhere?  The plan does not say.&lt;p style="margin-top: 1em"&gt;Montrie has indicated that M-NCPPC may be ready to move beyond park boundaries. "Stream valley trails can only take us so far," he recently told a meeting of local advocates. "We are going to have to build other types of trails."&lt;p style="margin-top: 1em"&gt;M-NCPPC planners think that this plan might get agencies to start taking responsibility for bicycle transportation. I recently suggested to Fred Shaffer, a transportation planner who also chairs the county bicycle advisory group, that the county seems unwilling to even consider cycle tracks on county roads. "That may change," Shaffer responded. "Parks and DPW&amp;T may soon start working together to achieve the 200-mile goal."&lt;p style="margin-top: 1em"&gt;&lt;b&gt;Is M-NCPPC ready?&lt;/b&gt;&lt;p style="margin-top: 1em"&gt;Every June, the &lt;a target="_blank" onClick="return countClick('http://www.mdot.maryland.gov/Office_of_Planning_and_Capital_Programming/Bike/Bikeways_About.html#Application', '18869')" href="http://www.mdot.maryland.gov/Office_of_Planning_and_Capital_Programming/Bike/Bikeways_About.html#Application" style="color: black"&gt;Maryland Bikeways Program&lt;/a&gt; solicits proposals from local governments for bike lanes and trails that are useful for transportation. Proposals have the greatest chance for funding if they connect existing trails to rail transit stations or other population centers.&lt;p style="margin-top: 1em"&gt;With the new plan's emphasis on trails to Metro, one might expect that M-NCPPC would propose to connect the Henson Creek or WB&amp;A trail across the Beltway to the planned transit districts, which County Executive Rushern Baker hopes can help jump-start the county's economy.  But no:  The Parks Department intends to seek funds to connect the Henson Creek trail &lt;a target="_blank" onClick="return countClick('http://www.gazette.net/article/20130331/NEWS/130339991/0/gazette&amp;template=gazette', '18869')" href="http://www.gazette.net/article/20130331/NEWS/130339991/0/gazette&amp;template=gazette" style="color: black"&gt;to a recreation center&lt;/a&gt;. And its focus is not extending the WB&amp;A trail west to New Carrollton and on to the Anacostia Trail, but  &lt;a target="_blank" onClick="return countClick('http://greatergreaterwashington.org/post/12597/whats-better-a-3-million-direct-trail-or-a-6-million-detour/', '18869')" href="http://greatergreaterwashington.org/post/12597/whats-better-a-3-million-direct-trail-or-a-6-million-detour/" style="color: black"&gt;east into Anne Arundel County&lt;/a&gt;.&lt;p style="margin-top: 1em"&gt;Last week the Planning Department started to think about how to extend the WB&amp;A trail west accross the Beltway. 		<title>Expedition returns from previously-uncharted Land of Mary</title>

Image from Twitter.&lt;/div&gt;&lt;p style="margin-top: 1em"&gt;Friday night, 23-year-old social media producer Roald Amundsen and a group of friends set out from Little Miss Whiskey's at 11th &amp; H NE on their fixed-gear bikes in search of the fabled Northwest Passage, which would allow them to reach Wonderland Ballroom at 11th &amp; Kenyon NW without sweating as much.&lt;p style="margin-top: 1em"&gt;"Our friends loudly and drunkenly told everyone that fixies are unusable in these regions and that their drink specials are rubbish," he said. "We shall see," he added. "We shall see."&lt;p style="margin-top: 1em"&gt;However, the first sepia-toned images to surface on Amundsen's Twitter account appear to be of a settlement in the little-understood territory called the Land of Mary, located due north of the District. Until now, all that anyone knew about the Land of Mary is that it was home to a boring and cultureless race of people who piloted large, metal vehicles in an erratic fashion, ate crab cakes, and were the ancestral home of the rich kid in somebody's freshman year dorm at Oberlin.&lt;p style="margin-top: 1em"&gt;Initially, Amundsen expressed dismay about the territory's strange inhabitants after crossing Eastern Avenue, long considered to be the end of civilization, into a village he dubbed New Columbia.&lt;p style="margin-top: 1em"&gt;"They seemed on the whole to me, to be a very uncool people," he wrote in a tumblr post. "They all go completely without scarves and mustaches, even the men, though I saw one guy who looked like he might be a DJ."&lt;p style="margin-top: 1em"&gt;&lt;div class="blog_image" style="width:500px; text-align: center; font-size: 8pt;"&gt;&lt;a href="/image.cgi?src=201303/311516.jpg&amp;ref=18294" style="color: black"&gt;&lt;img src="http://greatergreater.com/images/201303/311516-1.jpg" style="border: 0"&gt;&lt;/a&gt;&lt;br&gt;Amundsen's lunch.&lt;/div&gt;&lt;p style="margin-top: 1em"&gt;One day after landing in New Columbia, Amundsen claimed to have seen sidewalks, buildings far taller than any that exist in the District, and a grody dive bar in a basement. Around lunchtime Saturday, he tweeted photos of an Ethiopian restaurant. &lt;p style="margin-top: 1em"&gt;"Eating tibs &amp; injera at hole-in-the-wall with amazing smells. Theres like 100 of them on 1 block here in #unchartedterritory," he wrote.&lt;p style="margin-top: 1em"&gt;By Sunday, Amundsen and his crew found New Columbia's three record stores and began to wonder if the uncouth villagers could be civilized. "It appears to me that the people are ingenious ... I am of opinion that they would like the new Yeasayer album," he wrote on his Facebook page. 		<title>Anacostia Riverwalk Trail doesn't need a bike ban</title>

All photos by the author.&lt;/div&gt;&lt;p style="margin-top: 1em"&gt;Needless prohibitions at Yards Park and along the Washington Navy Yard Riverwalk ban bicycling along the Anacostia Riverwalk Trail from nearly the 11th Street Bridge to almost the Douglass Bridge.&lt;p style="margin-top: 1em"&gt;That means riders trying to go to "the Fish Market, Nationals Park, Historic Anacostia, RFK Stadium, the National Arboretum and 16 communities between the National Mall at the Tidal Basin and Bladensburg Marina Park in Maryland" instead encounter something very different than the "seamless" connection they're promised.&lt;p style="margin-top: 1em"&gt;&lt;b&gt;Yards Park unnecessarily bans bicycles&lt;/b&gt;&lt;p style="margin-top: 1em"&gt;&lt;a target="_blank" onClick="return countClick('http://www.yardspark.org/plan/rules-and-regulations', '17698')" href="http://www.yardspark.org/plan/rules-and-regulations" style="color: black"&gt;Rules and regulations&lt;/a&gt; for the Yards Park are unequivocal. They list "bike riding," along with drug and alcohol use, smoking and "using more than one seat on a bench designed for sharing" among those activities prohibited by park guidelines. &lt;p style="margin-top: 1em"&gt;The rules list no reason, but this most likely derives from a presumed conflict between cyclists and other users of the park, as is common on mixed-use paths. Though the path does narrow at certain points, it still remains wide enough for mixed bicycle and pedestrian traffic. &lt;p style="margin-top: 1em"&gt;This &lt;a target="_blank" onClick="return countClick('http://www.yardspark.org/about', '17698')" href="http://www.yardspark.org/about" style="color: black"&gt;award-winning&lt;/a&gt; park is quite a lovely one. It could become an activity center in the Near Southeast neighborhood, as the home of &lt;a target="_blank" onClick="return countClick('http://www.capitolriverfront.org/go/the-yards-lumber-shed', '17698')" href="http://www.capitolriverfront.org/go/the-yards-lumber-shed" style="color: black"&gt;restaurants&lt;/a&gt; and &lt;a target="_blank" onClick="return countClick('http://www.capitolriverfront.org/go/the-yards-boiler-maker-shop', '17698')" href="http://www.capitolriverfront.org/go/the-yards-boiler-maker-shop" style="color: black"&gt;shops&lt;/a&gt; that will be genuine amenities for the nearby community. The pedestrian bridge that makes up part of the Navy Yard's Riverwalk is narrow, and cannot support intermingled pedestrian and any type of vehicular traffic. Child strollers and wheelchairs are allowed.&lt;p style="margin-top: 1em"&gt;Employees exiting through turnstiles onto the Riverwalk will not have immediate situational awareness of their surroundings, and may not see oncoming vehicular traffic in time to avoid a collision. The reverse would be true for someone who is on a bicycle, skateboard, rollerblades or scooter who would suddenly be confronted with a pedestrian that emerged from a turnstile. The Navy could place a "Dismount Bikes When Pedestrians Present" sign here and permit bicycling in the other, wider sections that make up the overwhelming majority of the Navy Yard Riverwalk.&lt;p style="margin-top: 1em"&gt;Perhaps more curious is the reference to the security-controlled turnstiles that sporadically provide access from the trail to the facilty and vice versa.&lt;p style="margin-top: 1em"&gt;&lt;div class="blog_image" style="width:500px; text-align: center; font-size: 8pt;"&gt;&lt;a target="_blank" onClick="return countClick('http://www.flickr.com/photos/92999209@N08/8467971183/in/photostream', '17698')" href="http://www.flickr.com/photos/92999209@N08/8467971183/in/photostream" style="color: black"&gt;&lt;img src="http://greatergreater.com/images/201302/121432.jpg" style="border: 0"&gt;&lt;/a&gt;&lt;br&gt;Turnstiles to enter or exit the Navy Yard along the Riverwalk.&lt;/div&gt;&lt;p style="margin-top: 1em"&gt;On the other side of the 3 of 4 turnstiles are parking lots. Presumably, the lack of situational awareness that accompanies the use of a turnstile proves to be no problem when heading the other direction, and while collisions with bicyclists, rollerbladers, skateboarders and scooter users are unavoidable, collisions with automobiles are not. &lt;p style="margin-top: 1em"&gt;Unless a cyclist were riding within a few feet nearest to the turnstile and fence that separate the facility from the Riverwalk (and given the width of the trail, this seems unlikely), there is no good reason to believe that a collision would obviously occur. &lt;p style="margin-top: 1em"&gt;&lt;b&gt;There are far less burdensome ways to keep pedestrians safe&lt;/b&gt;&lt;p style="margin-top: 1em"&gt;In both the case of the Navy Yard and Yards Park, the outright bans are clumsy approaches to the commendable goal of pedestrian safety. As the pictures above show, both facilities have more than enough room for users on foot and on bicycles to share them effectively. Each is even vastly wider than the region's shared mixed-use paths, like the Capital Crescent Trail and the Mount Vernon Trail. &lt;p style="margin-top: 1em"&gt;To better help different users share the trail, there could be elements as simple as signs asking pedestrians and bicyclists to be mindful or each other, or painted sharrows, pointing out the preferred path for bicyclists through the area. Efforts to keep pedestrians safe need not come at the cost of removing Yards Park and the Navy Yard Riverwalk as destinations for people arriving by bicycle. &lt;p style="margin-top: 1em"&gt;If Yards Park and the Navy Yard Riverwalk continue to ban bicycling, the alternative options for cyclists traveling along the Anacostia Riverwalk Trail from areas such as Hill East, Kingman Park, the Southwest Waterfront or East Potomac Park include crossing the Anacostia River on the 11th Street Bridge and then recrossing on the Douglass Bridge, bicycling along the 6-lane M Street SE/SW, or diverting to L Street SE, a quiet neighborhood street that is amenable to biking, but not in any way along the Anacostia Riverwalk Trail. &lt;p style="margin-top: 1em"&gt;"The rules against biking in Yards Park and on the Navy Yard Riverwalk are frustrating for a few reasons&lt;wbr&gt;&amp;mdash;&lt;wbr&gt;first and foremost being that no one would naturally assume that bikes aren't allowed in these attractive, convenient, and spacious waterfront areas," writes David Garber, neighborhood commissioner in ANC 6D.  &lt;p style="margin-top: 1em"&gt;"If we are 100% about encouraging biking in DC, especially in a neighborhood often touted by District officials as being multi-modal, our rules about biking have to match our talk." Garber plans to introduce resolutions encouraging a closer look at these rules at a future ANC meeting. &lt;p style="margin-top: 1em"&gt;The Anacostia Riverwalk Trail provides a genuine alternative to bicycling along city streets. For families, beginner cyclists and those who wish to enjoy a quiet ride in a natural environment, this link will prove vital to Washington's transportation and recreation system. However, bicycle bans jeopardize these seamless, off-street connections. &lt;p style="margin-top: 1em"&gt;Mayor Gray, DDOT and local stakeholders must work with Yards Park and the Washington Navy Yard to balance the needs of pedestrian safety with the the need for a continuous bicycling corridor in this part of the District. 		<title>Lessons from biking in Detroit</title>

My tour guide, Todd Scott of Michigan Trails &amp; Greenways Alliance, showed me the &lt;a href"http://www.detroitriverfront.org/" style="color: black"&gt;Detroit Riverwalk&lt;/a&gt; and the &lt;a href-"http://www.detroitriverfront.org/dequindre/" style="color: black"&gt;Dequindre Cut Greenway&lt;/a&gt;, a rails to trails project in the heart of Detroit.  &lt;p style="margin-top: 1em"&gt;Detroit is still in the beginning phases of building a bike infrastructure, their trails already sport some excellent features.&lt;p style="margin-top: 1em"&gt;&lt;b&gt;Separate bicycles and pedestrians&lt;/b&gt;&lt;p style="margin-top: 1em"&gt;The trail is wide enough for a bike lane in each direction plus a wide pedestrian lane.  For the most part, everyone stayed in their allotted space.  I was on the trail during the middle of a weekday, so I can't speak for when the trail is busy on a weekend.&lt;p style="margin-top: 1em"&gt;&lt;div class="blog_image" style="width:500px; text-align: center; font-size: 8pt;"&gt;&lt;a target="_blank" onClick="return countClick('http://www.flickr.com/photos/56742208@N07/8150974571/', '16661')" href="http://www.flickr.com/photos/56742208@N07/8150974571/" style="color: black"&gt;&lt;img src="http://greatergreater.com/images/201211/031323.jpg" style="border: 0"&gt;&lt;/a&gt;&lt;br&gt;Dequindre Cut Greenway. All photos by the author.&lt;/div&gt;&lt;p style="margin-top: 1em"&gt;&lt;b&gt;Make wayfinding and signage clear&lt;/b&gt;&lt;p style="margin-top: 1em"&gt;Immediately I noticed the signage along the trail. In the background there are banners on the lights. There are murals all along the Dequindre Cut on the walls and bridge underpasses. Some range from graffiti to elaborate works of art. In addition, there are emergency lights about every 200 feet along the trail. They have aggressive plans to implement new bike infrastructure, including a new bike sharing program. 		<title>Map of bike "highways" in the DC region</title>

Compare Google's &lt;a href="/https://maps.google.com/?ll=38.891033,-77.13501&amp;spn=0.7867,1.234589&amp;t=m&amp;z=10" style="color: black"&gt;highway map for the DC region&lt;/a&gt; with its &lt;a href="/https://maps.google.com/?ll=38.891033,-77.13501&amp;spn=0.7867,1.234589&amp;t=m&amp;z=10&amp;lci=bike" style="color: black"&gt;bike map at the same scale&lt;/a&gt;. Notice on the highway map how the most important roads pop out, with clearly defined lines that easily show the best driving routes. But at the regional scale it's useless information. At the regional scale I just want to know where the best and longest trails are, in relatively simple geographic terms. I want a highway map for bike trails.&lt;p style="margin-top: 1em"&gt;Thus my map, showing only the largest trails. I didn't put a huge amount of thought into it, nor did I spend a lot of time making the map as pretty as it could be. This is just an exercise. &lt;p style="margin-top: 1em"&gt;A more dedicated and useful mapping effort might be to overlay the "bike highways" identified here atop the official regional maps, using a thick line that clearly indicates the importance of these routes. 		<title>TIGER grant funds Anacostia trail extension</title>

A combined DC/MD/VA regional application that would have funded $20 million worth of bike/ped projects near Metro stations, as well as bikesharing expansions in Montgomery and Arlington, was not funded. However, DC and MD worked together on one that was. &lt;p style="margin-top: 1em"&gt;The winning application received $10 million in federal funds to help pay for a 4-mile extension of the Anacostia Riverwalk Trail. The project will extend the trail along the east shore of the river, from Benning Road NE, through Kenilworth Gardens, to just shy of Bladensburg Road in Prince George's County. It will include 5 bridge segments, and some raised sections. &lt;p style="margin-top: 1em"&gt;At its northern end, it will connect to the already-completed Anacostia River Trail. One of those rural awards went to Jefferson County, WV, which is the next county west from Loudoun, and is only about 60 miles from DC.
