		<title>Small changes can make walking to school safer</title>

The &lt;a target="_blank" onClick="return countClick('http://www.actfortransit.org/', '18885')" href="http://www.actfortransit.org/" style="color: black"&gt;Action Committee for Transit&lt;/a&gt;, the &lt;a target="_blank" onClick="return countClick('http://www.waba.org/', '18885')" href="http://www.waba.org/" style="color: black"&gt;Washington Area Bicyclist Association&lt;/a&gt;, the mother of a high school student killed while walking to school last October, and others started the campaign because walking to and from school in Montgomery County can be hazardous. &lt;p style="margin-top: 1em"&gt;In this school year alone, at least 8 kids and one parent have been struck by cars:&lt;p style="margin-top: 1em"&gt;&lt;ul&gt;&lt;li&gt;On October 3 (International Walk to School Day), &lt;a target="_blank" onClick="return countClick('http://www.washingtonpost.com/blogs/crime-scene/post/two-montgomery-county-teens-struck-by-car-hospitalized-on-walk-to-school-day/2012/10/03/5ea6facc-0d60-11e2-a310-2363842b7057_blog.html', '18885')" href="http://www.washingtonpost.com/blogs/crime-scene/post/two-montgomery-county-teens-struck-by-car-hospitalized-on-walk-to-school-day/2012/10/03/5ea6facc-0d60-11e2-a310-2363842b7057_blog.html" style="color: black"&gt;a 16-year-old and an 18-year-old&lt;/a&gt; were &lt;a target="_blank" onClick="return countClick('http://www.actfortransit.org/archives/press/2013Mar13RelPolicePeds.html', '18885')" href="http://www.actfortransit.org/archives/press/2013Mar13RelPolicePeds.html" style="color: black"&gt;struck by a car&lt;/a&gt; while on the sidewalk one block from Gaithersburg Elementary School in Gaithersburg.&lt;/ul&gt;&lt;p style="margin-top: 1em"&gt;Unsafe walks to school cost Montgomery County residents millions of dollars a year. Montgomery County Public Schools must provide "&lt;a target="_blank" onClick="return countClick('http://www.actfortransit.org/archives/press/2013Mar13RelPolicePeds.html', '18885')" href="http://www.actfortransit.org/archives/press/2013Mar13RelPolicePeds.html" style="color: black"&gt;hazard busing&lt;/a&gt;" for children who live within &lt;a target="_blank" onClick="return countClick('http://greatergreaterwashington.org/post/16747/montgomery-dot-tells-children-dont-cross-the-street/', '18885')" href="http://greatergreaterwashington.org/post/16747/montgomery-dot-tells-children-dont-cross-the-street/" style="color: black"&gt;walking distance&lt;/a&gt; of school but can't walk there safely. Parents driving children to and from school adds meaningfully to &lt;a target="_blank" onClick="return countClick('http://www.saferoutesinfo.org/program-tools/what-percentage-morning-traffic-congestion-caused-children-being-driven-school', '18885')" href="http://www.saferoutesinfo.org/program-tools/what-percentage-morning-traffic-congestion-caused-children-being-driven-school" style="color: black"&gt;traffic congestion&lt;/a&gt;. Children who don't walk to school experience decreased &lt;a target="_blank" onClick="return countClick('http://www.cdc.gov/nccdphp/dnpa/kidswalk/fact_sheet.htm', '18885')" href="http://www.cdc.gov/nccdphp/dnpa/kidswalk/fact_sheet.htm" style="color: black"&gt;physical activity and mental well-being&lt;/a&gt;. And the air pollution from school-related car trips contributes to asthma and &lt;a target="_blank" onClick="return countClick('http://www.hsph.harvard.edu/news/hsph-in-the-news/air-pollution-traffic-levy-von-stackelberg/', '18885')" href="http://www.hsph.harvard.edu/news/hsph-in-the-news/air-pollution-traffic-levy-von-stackelberg/" style="color: black"&gt;premature deaths&lt;/a&gt;.&lt;p style="margin-top: 1em"&gt;To make walking to and from school safer for children in Montgomery County, the Safe Walk to School campaign calls on the Montgomery County Department of Transportion (MCDOT) to take the &lt;a target="_blank" onClick="return countClick('http://www.actfortransit.org/archives/letters/2013May06LtrWalkToSchool.html', '18885')" href="http://www.actfortransit.org/archives/letters/2013May06LtrWalkToSchool.html" style="color: black"&gt;following low-cost but effective steps&lt;/a&gt;:&lt;p style="margin-top: 1em"&gt;&lt;b&gt;Expand school zones&lt;/b&gt;: Amend the county's criteria for &lt;a target="_blank" onClick="return countClick('http://law.justia.com/codes/maryland/2010/transportation/title-21/subtitle-8/21-803-1/', '18885')" href="http://law.justia.com/codes/maryland/2010/transportation/title-21/subtitle-8/21-803-1/" style="color: black"&gt;school zones&lt;/a&gt; to include all county roads within a half-mile radius of a school. This would allow MCDOT to reduce speed limits and increase fines on roads near schools.&lt;p style="margin-top: 1em"&gt;&lt;b&gt;Lower speeds and limit unsafe right turns&lt;/b&gt;: Change the following rules in the amended school zones and post new signs to inform drivers:&lt;p style="margin-top: 1em"&gt;&lt;ul&gt;&lt;li&gt;Establish a maximum speed limit of &lt;a target="_blank" onClick="return countClick('http://www.20splentyforus.org.uk/', '18885')" href="http://www.20splentyforus.org.uk/" style="color: black"&gt;20 miles per hour&lt;/a&gt;&lt;/b&gt; during school hours, including arrival and dismissal. This could decrease the risk of child pedestrian crashes by up to &lt;a href="/ http://www.20splentyforus.org.uk/rationale_for_20_mph.htm" style="color: black"&gt;70%&lt;/a&gt;. &lt;p style="margin-top: 1em"&gt;&lt;li&gt;&lt;a href="/ http://www.oregon.gov/ODOT/td/tp_res/docs/reports/effectdoublefines.pdf" style="color: black"&gt;Double the fines&lt;/a&gt;&lt;/b&gt; for speeding violations, to motivate drivers to slow down.&lt;p style="margin-top: 1em"&gt;&lt;li&gt;&lt;a target="_blank" onClick="return countClick('http://safety.fhwa.dot.gov/saferjourney/library/countermeasures/44.htm', '18885')" href="http://safety.fhwa.dot.gov/saferjourney/library/countermeasures/44.htm" style="color: black"&gt;Prohibit right turns on red&lt;/a&gt;&lt;/b&gt; during school hours to reduce conflicts between pedestrians and drivers at traffic signals.&lt;/ul&gt;&lt;p style="margin-top: 1em"&gt;The engineering cost would be about $350 per sign, including installation. (For comparison, the estimated cost in 2011 of the 1.62-mile &lt;a target="_blank" onClick="return countClick('http://greatergreaterwashington.org/post/18177/montrose-parkway-undermines-white-flints-urban-future/', '18885')" href="http://greatergreaterwashington.org/post/18177/montrose-parkway-undermines-white-flints-urban-future/" style="color: black"&gt;Montrose Parkway East&lt;/a&gt; project was &lt;a target="_blank" onClick="return countClick('http://ww2.gazette.net/stories/01292011/montnew85956_32567.php', '18885')" href="http://ww2.gazette.net/stories/01292011/montnew85956_32567.php" style="color: black"&gt;$120 million&lt;/a&gt;. That's equivalent to the cost of roughly 340,000 signs.)&lt;p style="margin-top: 1em"&gt;&lt;b&gt;Retime traffic signals&lt;/b&gt;: Change traffic signal timing in the amended school zones in the following ways, to make it safer for pedestrians of all ages to cross the street:&lt;p style="margin-top: 1em"&gt;&lt;ul&gt;&lt;li&gt;Put in &lt;a target="_blank" onClick="return countClick('http://www.streetfilms.org/lpi-leading-pedestrian-interval/', '18885')" href="http://www.streetfilms.org/lpi-leading-pedestrian-interval/" style="color: black"&gt;leading pedestrian intervals&lt;/a&gt; for traffic signals at intersections where at least one of the roads is an arterial, to allow walkers to get a head start crossing busy streets.&lt;p style="margin-top: 1em"&gt;&lt;li&gt;Use a walking speed of &lt;a target="_blank" onClick="return countClick('http://www.fhwa.dot.gov/environment/bicycle_pedestrian/publications/sidewalk2/sidewalks208.cfm', '18885')" href="http://www.fhwa.dot.gov/environment/bicycle_pedestrian/publications/sidewalk2/sidewalks208.cfm" style="color: black"&gt;2.5 feet per second&lt;/a&gt; to calculate the minimum pedestrian clearance interval, to give everyone, including children and adults pushing strollers, sufficient time to cross.&lt;p style="margin-top: 1em"&gt;&lt;li&gt;Have the walk signal appear during &lt;a target="_blank" onClick="return countClick('http://greatergreaterwashington.org/post/17341/8half-minutes-to-cross-the-street/', '18885')" href="http://greatergreaterwashington.org/post/17341/8half-minutes-to-cross-the-street/" style="color: black"&gt;every signal cycle&lt;/a&gt; during school hours at intersections with traffic signals, without pedestrians having to push a button. This can be done either by putting the signals in &lt;a target="_blank" onClick="return countClick('http://www.baltimorespokes.org/article.php?story=20120210124257616', '18885')" href="http://www.baltimorespokes.org/article.php?story=20120210124257616" style="color: black"&gt;pedestrian "recall"&lt;/a&gt; during school hours (including arrival and dismissal) or by &lt;a target="_blank" onClick="return countClick('http://www.sfbetterstreets.org/find-project-types/pedestrian-safety-and-traffic-calming/pedestrian-signals/', '18885')" href="http://www.sfbetterstreets.org/find-project-types/pedestrian-safety-and-traffic-calming/pedestrian-signals/" style="color: black"&gt;removing the pedestrian pushbuttons&lt;/a&gt; altogether. &lt;p style="margin-top: 1em"&gt;&lt;li&gt;Shorten traffic signals during school hours (including arrival and dismissal) so kids don't have to wait &lt;a target="_blank" onClick="return countClick('http://otrec.us/files/Bussey_Half%20Signals%20Report%20FINAL.pdf', '18885')" href="http://otrec.us/files/Bussey_Half%20Signals%20Report%20FINAL.pdf" style="color: black"&gt;longer than 40 seconds&lt;/a&gt; for a walk signal on any leg of an intersection. This would lead &lt;a target="_blank" onClick="return countClick('http://guide.saferoutesinfo.org/engineering/traffic_signals.cfm#wait', '18885')" href="http://guide.saferoutesinfo.org/engineering/traffic_signals.cfm#wait" style="color: black"&gt;more pedestrians to wait&lt;/a&gt; for the walk signal to cross.&lt;/ul&gt;&lt;p style="margin-top: 1em"&gt;The engineering cost for retiming the traffic signals would be about &lt;a target="_blank" onClick="return countClick('http://www.itscosts.its.dot.gov/its/benecost.nsf/0/5551ECB16B1BC9698525725F007A75D0', '18885')" href="http://www.itscosts.its.dot.gov/its/benecost.nsf/0/5551ECB16B1BC9698525725F007A75D0" style="color: black"&gt;$3,500 per intersection&lt;/a&gt;. (For comparison, the estimated $120 million cost to build Montrose Parkway East would be equivalent to the cost of retiming roughly 34,000 signals.)&lt;p style="margin-top: 1em"&gt;&lt;b&gt;Change road markings&lt;/b&gt;: Add paint to the pavement in school zones in the following ways:&lt;p style="margin-top: 1em"&gt;&lt;ul&gt;&lt;li&gt;Mark all crosswalks with a "&lt;a target="_blank" onClick="return countClick('http://www.fhwa.dot.gov/publications/research/safety/pedbike/10068/ch03.cfm', '18885')" href="http://www.fhwa.dot.gov/publications/research/safety/pedbike/10068/ch03.cfm" style="color: black"&gt;ladder&lt;/a&gt;" or "&lt;a target="_blank" onClick="return countClick('http://www.walkinginfo.org/pedsafe/casestudy.cfm?CS_NUM=37', '18885')" href="http://www.walkinginfo.org/pedsafe/casestudy.cfm?CS_NUM=37" style="color: black"&gt;zebra&lt;/a&gt;" crosswalk, using material embedded with retroreflective glass beads. This &lt;a target="_blank" onClick="return countClick('http://safety.fhwa.dot.gov/saferjourney/library/countermeasures/04.htm ', '18885')" href="http://safety.fhwa.dot.gov/saferjourney/library/countermeasures/04.htm " style="color: black"&gt;increases the visibility&lt;/a&gt; of crosswalks, raising &lt;a target="_blank" onClick="return countClick('http://sf.streetsblog.org/2012/05/23/eyes-on-the-street-sfmta-striping-ladder-crosswalks-on-the-wiggle/', '18885')" href="http://sf.streetsblog.org/2012/05/23/eyes-on-the-street-sfmta-striping-ladder-crosswalks-on-the-wiggle/" style="color: black"&gt;driver awareness&lt;/a&gt; and encouraging pedestrians to &lt;a target="_blank" onClick="return countClick('http://www.walkinginfo.org/problems/problems-crossing.cfm', '18885')" href="http://www.walkinginfo.org/problems/problems-crossing.cfm" style="color: black"&gt;cross&lt;/a&gt; at crosswalks.&lt;p style="margin-top: 1em"&gt;&lt;li&gt;Narrow traffic lanes to &lt;a target="_blank" onClick="return countClick('http://safety.fhwa.dot.gov/geometric/pubs/mitigationstrategies/chapter3/3_lanewidth.htm', '18885')" href="http://safety.fhwa.dot.gov/geometric/pubs/mitigationstrategies/chapter3/3_lanewidth.htm" style="color: black"&gt;10 feet&lt;/a&gt;, to reduce vehicle speeds, increase drivers' compliance with the 20 mph speed limits, and reduce the length of pedestrian crossings across traffic lanes.&lt;/ul&gt;&lt;p style="margin-top: 1em"&gt;Ladder crosswalks cost about &lt;a target="_blank" onClick="return countClick('http://guide.saferoutesinfo.org/engineering/marked_crosswalks.cfm', '18885')" href="http://guide.saferoutesinfo.org/engineering/marked_crosswalks.cfm" style="color: black"&gt;$300&lt;/a&gt;, and lane restriping costs about &lt;a target="_blank" onClick="return countClick('http://guide.saferoutesinfo.org/engineering/narrow_lanes.cfm ', '18885')" href="http://guide.saferoutesinfo.org/engineering/narrow_lanes.cfm " style="color: black"&gt;$1,000 per mile&lt;/a&gt;. (For comparison, the estimated $120 million cost of Montrose Parkway East would be equivalent to the cost of roughly 400,000 crosswalks or 120,000 miles of lane restriping.)&lt;p style="margin-top: 1em"&gt;Montgomery County says they support &lt;a target="_blank" onClick="return countClick('http://www.gazette.net/article/20121003/NEWS/710039398/1070/montgomery-county-students-take-part-in-annual-walk-to-school-day&amp;template=gazette', '18885')" href="http://www.gazette.net/article/20121003/NEWS/710039398/1070/montgomery-county-students-take-part-in-annual-walk-to-school-day&amp;template=gazette" style="color: black"&gt;safe walks to school&lt;/a&gt;. The police &lt;a target="_blank" onClick="return countClick('http://www.mymcpnews.com/2013/05/08/pedestrian-enforcement-results/', '18824')" href="http://www.mymcpnews.com/2013/05/08/pedestrian-enforcement-results/" style="color: black"&gt;ticketed&lt;/a&gt; 72 violators in 2&amp;frac12; hours&lt;wbr&gt;&amp;mdash;&lt;wbr&gt;one every two minutes&lt;wbr&gt;&amp;mdash;&lt;wbr&gt;at a single crosswalk on Veirs Mill Road.&lt;div class="blog_image_right" style="width: 216px; float: right; font-size: 8pt;"&gt;&lt;a target="_blank" onClick="return countClick('http://www.mymcpnews.com/2013/05/08/pedestrian-enforcement-results/', '')" href="http://www.mymcpnews.com/2013/05/08/pedestrian-enforcement-results/" style="color: black"&gt;&lt;img src="http://greatergreater.com/images/201305/091124.jpg" style="border: 0"&gt;&lt;/a&gt;&lt;br&gt;Photo by Montgomery County police.&lt;/div&gt;&lt;p style="margin-top: 1em"&gt;The operation, a first for the county, was advertised as a sting.  But it was not very covert.  The police &lt;a target="_blank" onClick="return countClick('http://www.wjla.com/articles/2013/05/montgomery-police-pedestrian-sting-88511.html', '18824')" href="http://www.wjla.com/articles/2013/05/montgomery-police-pedestrian-sting-88511.html" style="color: black"&gt;announced in advance&lt;/a&gt; that their plainclothes officers would ticket between 11 am and 3 pm while wearing brightly-colored outfits.&lt;p style="margin-top: 1em"&gt;Capt. Thomas Didone, head of the police traffic enforcement division, &lt;a target="_blank" onClick="return countClick('http://gaithersburg.patch.com/articles/plainclothes-police-to-conduct-pedestrian-sting-series', '18824')" href="http://gaithersburg.patch.com/articles/plainclothes-police-to-conduct-pedestrian-sting-series" style="color: black"&gt;explained&lt;/a&gt; the reasoning behind the "sting" to the &lt;em&gt;Patch&lt;/em&gt;.  "Officers would typically attempt to enforce that kind of law by driving around a high-traffic area and looking for drivers not following the rules," he said.  "That's not very efficient."&lt;p style="margin-top: 1em"&gt;Inefficiency is the least of the problems with this style of law enforcement.  Police who drive all day don't understand the reality of walking on the county's roadways.  When you get out of the squad car and join the thousands who cross Veirs Mill every day (it's among the county's busiest bus corridors), you suddenly learn that "it's kind of scary."   &lt;p style="margin-top: 1em"&gt;All of this raises the question: in an increasingly urbanized county, where is the cop on the beat?  Downtown Bethesda throngs with people on weekend evenings, and the police sit in parked squad cars behind rolled-up windows.  If they were on foot, they would have plenty to do&lt;wbr&gt;&amp;mdash;&lt;wbr&gt;especially in the late evening when drivers often zoom through the emptying streets.  &lt;p style="margin-top: 1em"&gt;Foot patrols &lt;a target="_blank" onClick="return countClick('http://ww2.gazette.net/stories/11172010/silvnew203713_32544.php', '18824')" href="http://ww2.gazette.net/stories/11172010/silvnew203713_32544.php" style="color: black"&gt;succeeded&lt;/a&gt; in calming downtown Silver Spring after a series of brawls in 2010.  But they ended once the brawls went away.&lt;p style="margin-top: 1em"&gt;Street fighting is hardly Montgomery County's biggest law enforcement problem.  Driver violations of pedestrian rights are ubiquitous, and they do far more harm.  There are as many pedestrian deaths per year in the county as homicides.&lt;p style="margin-top: 1em"&gt;Where people walk, we need police on foot. Not just on a few not-so-secret "stings"&lt;wbr&gt;&amp;mdash;&lt;wbr&gt;Capt. Didone said these operations will continue only through the end of the month&lt;wbr&gt;&amp;mdash;&lt;wbr&gt;and not just in response to occasional outbreaks of crime.  &lt;p style="margin-top: 1em"&gt;Police should be walking every day, in Aspen Hill and Germantown as well as Bethesda and Silver Spring, protecting the rights of pedestrians as a routine element of law enforcement. 		<title>How soon can DC fix Florida Avenue?</title>

The sidewalk on one side is too narrow for people to walk and doesn't meet ADA requirements, while the roadway has more lanes than necessary. How quickly can change come? Can the DC government put in temporary fixes? How soon?&lt;div class="blog_image_right" style="width: 188px; float: right; font-size: 8pt;"&gt;&lt;a href="/image.cgi?src=201304/051304.jpg" style="color: black"&gt;&lt;img src="http://greatergreater.com/images/201304/072322.jpg" style="border: 0"&gt;&lt;/a&gt;&lt;br&gt;Photo by Yancey Burns reproduced with permission.&lt;/div&gt;&lt;p style="margin-top: 1em"&gt;If DC expands the sidewalks permanently, it will require new stormwater outlets and pipes, resloping the roadway, upgrading lighting, and more. But could the District Department of Transportation (DDOT) use planters, paint, bollards, and other temporary items to create safe walkable and bikeable places in the meantime?&lt;p style="margin-top: 1em"&gt;DDOT is hoping to do just that, said Sam Zimbabwe, Associate Director for Policy, Planning and Sustianability at DDOT. The agency will soon kick off a study to consider how to make Florida Avenue safer, which Zimbabwe hopes will finish by early 2014; temporary fixes to implement the recommendations could come as early as next summer.&lt;p style="margin-top: 1em"&gt;&lt;b&gt;Temporary changes can make a difference for safety&lt;/b&gt;&lt;p style="margin-top: 1em"&gt;There are multiple precedents from elsewhere in the country for how a combination of temporary barriers and paint can quickly recapture excessive asphalt to improve pedestrian safety.  New York City, in particular, has led the way under the leadership of Mayor Michael Bloomberg and Transportation Commissioner Janette Sadik-Khan to improve safety for all modes of transportation and create great new public gathering spaces at the same time.&lt;p style="margin-top: 1em"&gt;While large projects such as the Times Square renovation have gotten most of the attention, &lt;a target="_blank" onClick="return countClick('http://www.nyc.gov/html/dot/html/sidewalks/public-plazas.shtml', '18349')" href="http://www.nyc.gov/html/dot/html/sidewalks/public-plazas.shtml" style="color: black"&gt;smaller projects throughout the city&lt;/a&gt; have included painted bulb-outs to reduce sidewalk crossing distances, and removing "slip lanes" to slow traffic at turns.&lt;p style="margin-top: 1em"&gt;In New York, the city DOT provided basic planters and paint to delineate the new expanded pedestrian and bicyclist areas, as well as some simple furnishings.  Local business groups and others then provided the plants and additional benches, tables and other items. &lt;p style="margin-top: 1em"&gt;&lt;div class="blog_image" style="width:375px; text-align: center; font-size: 8pt;"&gt;&lt;a target="_blank" onClick="return countClick('http://www.flickr.com/photos/nycstreets/3768439765', '18349')" href="http://www.flickr.com/photos/nycstreets/3768439765" style="color: black"&gt;&lt;img src="http://greatergreater.com/images/201304/051302.jpg" width=300 style="border: 0"&gt;&lt;/a&gt;&lt;br&gt;Pearl Street Plaza in NYC. For example, the NoMa BID includes the 200-300 blocks, Two Rivers PCS and Union Market developer Edens each own property in the 400 block, and Gallaudet abuts the 600-900 blocks.  All are willing to take on the landscaping and other maintenance work adjoining their properties.&lt;p style="margin-top: 1em"&gt;DC has some precedent for these types of temporary safety upgrades. After a person was killed at 15th and W, NW, DDOT &lt;a target="_blank" onClick="return countClick('http://greatergreaterwashington.org/post/2934/', '18349')" href="http://greatergreaterwashington.org/post/2934/" style="color: black"&gt;installed temporary bulb-outs&lt;/a&gt; and retimed the signals. There's now a &lt;a target="_blank" onClick="return countClick('http://greatergreaterwashington.org/post/16294/', '18349')" href="http://greatergreaterwashington.org/post/16294/" style="color: black"&gt;permanent design&lt;/a&gt;, but in the meantime, people there have enjoyed a safer intersection for the last 4 years and for however many more years it will take to permanently reconstruct the intersection.&lt;p style="margin-top: 1em"&gt;&lt;div class="blog_image" style="text-align: center; font-size: 8pt;"&gt;&lt;img src="http://greatergreater.com/images/200907/15wdone1.jpg" style="margin-right: 10px; border: 0"&gt;&lt;img src="http://greatergreater.com/images/200907/15wdone2.jpg" style="border: 0"&gt;&lt;br&gt;Temporary fixes at 15th and W, NW. Why not simply install some temporary measures tomorrow?&lt;p style="margin-top: 1em"&gt;Zimbabwe explained that DC faces some constraints from federal law and the regional Transportation Planning Board (TPB). Florida Avenue is one of DC's "major arterial" roads, is considered a regionally significant piece of the transportation network, and is part of the "expanded national highway system" under the recent federal MAP-21 transportation bill.&lt;p style="margin-top: 1em"&gt;In order to change a part of the transportation network that used federal funds in the past, or a regionally-significant link, DC (or Maryland or Virginia) has to go through certain steps. It has to submit the project to the TPB's Constrained Long-Range Plan (CLRP). TPB takes the list of projects, runs models to determine the overall effect on regional air quality, and makes sure that the air quality is below certain levels as required by the federal &lt;a target="_blank" onClick="return countClick('http://www.mwcog.org/clrp/performance/air_quality.asp', '18349')" href="http://www.mwcog.org/clrp/performance/air_quality.asp" style="color: black"&gt;Clean Air Act&lt;/a&gt;.&lt;p style="margin-top: 1em"&gt;Therefore, DDOT cannot go out tomorrow&lt;wbr&gt;&amp;mdash;&lt;wbr&gt;or even this year&lt;wbr&gt;&amp;mdash;&lt;wbr&gt;to restripe Florida Avenue to reduce lanes for ADA compliant walking areas or bicycle facilities. Instead, it has to decide what it wants to do, submit the project next February, and wait for the TPB to approve the project, along with the others in the region, later in the spring. &lt;p style="margin-top: 1em"&gt;For 2013, DDOT submitted streetcar routes, bus lanes on H and I Streets, making New Jersey Avenue NW two-way, and more, but nothing about Florida Avenue. A 2010 NoMA transportation study recommended &lt;a target="_blank" onClick="return countClick('http://www.scribd.com/doc/75691039/6/IMPLEMENTATION', '18349')" href="http://www.scribd.com/doc/75691039/6/IMPLEMENTATION" style="color: black"&gt;removing a lane on Florida Avenue NE&lt;/a&gt;, but DDOT has not yet included this project in its portion of the &lt;a target="_blank" onClick="return countClick('http://www.mwcog.org/uploads/committee-documents/lV1bX11d20130214110010.pdf', '18349')" href="http://www.mwcog.org/uploads/committee-documents/lV1bX11d20130214110010.pdf" style="color: black"&gt;CLRP project list&lt;/a&gt;.&lt;p style="margin-top: 1em"&gt;The best-case scenario at this point is for temporary fixes to happen in about 18 months.  In an email, Zimbabwe says that an upcoming study will "assess short-term low-cost design improvements" which DDOT could potentially install in late summer 2014, in addition to planning for the higher-cost, permanent changes. &lt;p style="margin-top: 1em"&gt;Paint, signs and barriers are cheap and easy to move around.  By trying temporary fixes, DDOT could make the road safer immediately, and also determine what works well before spending more money on a permanent change.&lt;p style="margin-top: 1em"&gt;&lt;b&gt;Politics can present obstacles as well&lt;/b&gt;&lt;p style="margin-top: 1em"&gt;Besides having bureaucratic processes from TPB and federal rules, DDOT officials may feel they need a lot of studies to weather any political opposition that might come up. &lt;p style="margin-top: 1em"&gt;Groups like AAA &lt;a target="_blank" onClick="return countClick('http://greatergreaterwashington.org/post/5789/aaa-not-at-war-just-concerned-about-process/', '18349')" href="http://greatergreaterwashington.org/post/5789/aaa-not-at-war-just-concerned-about-process/" style="color: black"&gt;have criticized DDOT &lt;/a&gt; for moving &lt;i&gt;too quickly&lt;/i&gt; on projects which convert driving lanes for other transportation users. In Glover Park, a traffic calming project is not yet complete, and yet Georgetown residents are &lt;a target="_blank" onClick="return countClick('http://greatergreaterwashington.org/post/17856/', '18349')" href="http://greatergreaterwashington.org/post/17856/" style="color: black"&gt;already calling to reverse the changes&lt;/a&gt;.&lt;p style="margin-top: 1em"&gt;It will likely take continued public pressure, and support, from the neighborhood and others to ensure that DDOT can move ahead quickly with temporary pedestrian and bicycle improvements without waiting for a long design and construction process for permanent fixes. 		<title>Pedestrian safety fixes coming to Glebe Road in Ballston</title>

As Ballston initially evolved into a denser, urban neighborhood, Glebe Road more or less marked the western border of any change. Now, that border is shifting farther west and Glebe Road is itself developing as a node of urban activity. &lt;p style="margin-top: 1em"&gt;Many of the car dealerships and gas stations are being replaced by taller and mixed-use development. Several cars could fit in the space between the crosswalk and the white line. &lt;p style="margin-top: 1em"&gt;The intersection itself is very large and it is difficult for drivers to see what is ahead of them, not to mention those trying to cross on foot before the light changes. This would reduce the amount of pavement that pedestrians need to cross. This is unfortunate, since pedestrians already face the task of crossing 8 lanes of traffic at this intersection. &lt;p style="margin-top: 1em"&gt;Other corners will get rebuilt and become sharper. Planners must consider if Glebe Road is wider than necessary. The section through Ballston is 6 lanes compared to the usual 4 along the rest of the route. &lt;p style="margin-top: 1em"&gt;These extra lanes are less than a mile long, and allow parking in some sections but not others. Passing Ballston Mall, there is not any parking. Drivers speed up into that third lane for about &amp;frac14; mile before having to turn onto Wilson or merge back into the travel lane. &lt;p style="margin-top: 1em"&gt;This means that in an area with increasing numbers of pedestrians and cyclists, drivers have to make confusing lane changes that can distract them from seeing other road users or encourage them to be reckless.&lt;p style="margin-top: 1em"&gt;The intent of these lanes is to serve drivers coming on and off I-66. But Glebe doesn't have similar extra lanes around exits onto US 50 and I-395. It would be better to simplify the road so that drivers can focus their attention on what is going on around them rather than trying to negotiate a confusing right-of-way. &lt;p style="margin-top: 1em"&gt;Glebe Road is Virginia State Route 120, meaning the Virginia Department of Transportation (VDOT) controls the road. Thus far, VDOT has been unwilling to consider changes to roads that reduce the amount of space for vehicles, which ties Arlington's hands. &lt;p style="margin-top: 1em"&gt;The pedestrian improvements for Glebe Road are welcome, but as more development comes to Ballston, Glebe Road needs to become a street that better balances the needs of all users and keeps them safe.&lt;p style="margin-top: 1em"&gt;&lt;a href="http://greatergreaterwashington.org/post/18314/pedestrian-safety-fixes-coming-to-glebe-road-in-ballston/#comments"&gt;22 comments&lt;/a&gt;&lt;/p&gt;</description>

		<title>Florida Avenue shouldn't have to wait for real sidewalks</title>

It has  very narrow sidewalks which don't meet Americans with Disabilities Act requirements, and no parked cars or street trees to serve as buffers. &lt;p style="margin-top: 1em"&gt;This road has seen many deaths over the past few years. Most recently, &lt;a target="_blank" onClick="return countClick('http://www.washingtonpost.com/local/pedestrian-critically-injured-by-hit-and-run-driver-in-northeast-washingtonpedestrian-is-critically-injured-in-hit-and-run-near-gallaudet-university/2013/03/21/8b06ef04-9290-11e2-bdea-e32ad90da239_story.html', '18318')" href="http://www.washingtonpost.com/local/pedestrian-critically-injured-by-hit-and-run-driver-in-northeast-washingtonpedestrian-is-critically-injured-in-hit-and-run-near-gallaudet-university/2013/03/21/8b06ef04-9290-11e2-bdea-e32ad90da239_story.html" style="color: black"&gt;71-year-old Ruby Whitfield was killed&lt;/a&gt; while walking across Florida Avenue NE in a marked crosswalk. The driver, a 32-year-old Annapolis man, was reportedly drunk and speeding, and fled the scene. MPD quickly apprehended him.&lt;p style="margin-top: 1em"&gt;While the section of Florida Avenue from 2nd Street NE to West Virginia Avenue NE is 6 lanes wide, the block where Ms. Whitfield was killed has fewer driving lanes, with relatively wider sidewalks and street trees. The driver had just crossed West Virginia Avenue into this adjacent block.&lt;p style="margin-top: 1em"&gt;At a vigil on Florida Avenue a few days after Ms. Whitfield died, Mayor Gray committed to quickly installing a new traffic signal at the intersection with 11th Street NE, and allowing parking at all times on this block to reduce the road to one lane per direction. Florida Avenue is also home to Two Rivers Public Charter School and Gallaudet University. The NoMa-Gallaudet Metro station, which opened in 2004 one block from Florida Avenue, has &lt;a target="_blank" onClick="return countClick('http://planitmetro.com/wp-content/uploads/2012/11/Rail-5-year-Top-Ten-copy.pdf', '18318')" href="http://planitmetro.com/wp-content/uploads/2012/11/Rail-5-year-Top-Ten-copy.pdf" style="color: black"&gt;the fastest growth rate&lt;/a&gt; of any in the system.&lt;p style="margin-top: 1em"&gt;The sidewalks in many areas, especially on the south side of the street, are often only 2 feet wide. Numerous obstructions such as light poles and sign posts reduce the effective width even further.  The District Department of Transportation (DDOT) &lt;a target="_blank" onClick="return countClick('http://greatergreaterwashington.org/post/11167/', '18318')" href="http://greatergreaterwashington.org/post/11167/" style="color: black"&gt;repainted some of the crosswalks&lt;/a&gt; in 2011, but this is not as helpful as creating actual ADA-compliant sidewalks with proper widths and ramps.&lt;p style="margin-top: 1em"&gt;&lt;div class="blog_image" style="text-align: center; font-size: 8pt;"&gt;&lt;img src="http://greatergreater.com/images/201304/obstruction.jpg" style="margin-right: 10px; border: 0"&gt;&lt;img src="http://greatergreater.com/images/201304/deafpeds.jpg" style="border: 0"&gt;&lt;/a&gt;&lt;br&gt;Photos by Yancey Burns.&lt;/div&gt;&lt;p style="margin-top: 1em"&gt;For the thousands of students, staff, and visitors to Gallaudet University, the narrow sidewalks are particularly hazardous because it's not possible to communicate in sign language while walking single-file down a narrow sidewalk.  &lt;p style="margin-top: 1em"&gt;Hansel Bauman, the University's Director of Campus Planning &amp; Design (and a resident of the Trinidad neighborhood) has led &lt;a target="_blank" onClick="return countClick('http://www.gallaudet.edu/Campus_Design/DeafSpace.html', '18318')" href="http://www.gallaudet.edu/Campus_Design/DeafSpace.html" style="color: black"&gt;an initiative called  "DeafSpace"&lt;/a&gt; to create architectural design guidelines that quantify ways to enhance communication and livability. It is ironic and sad that the main street to campus does not provide for the needs of their community. &lt;p style="margin-top: 1em"&gt;The volume of cars traveling on Florida Avenue NE does not justify the current road configuration, particularly because this street is already narrower for most of its length.  DDOT &amp; the Office of Planning have written numerous studies and reports over the past few years that recommend reducing the number of travel lanes and installing wider sidewalks on Florida Avenue.  &lt;p style="margin-top: 1em"&gt;Most recently, the &lt;a target="_blank" onClick="return countClick('http://www.scribd.com/doc/75691039/NoMA-North-Massachusetts-Avenue-Neighborhood-Access-Study-and-Transportation-Management-Plan', '18318')" href="http://www.scribd.com/doc/75691039/NoMA-North-Massachusetts-Avenue-Neighborhood-Access-Study-and-Transportation-Management-Plan" style="color: black"&gt;NoMa Neighborhood Access Study &amp; Transportation Management Plan&lt;/a&gt; included this project on its "Immediate Action List" for completion within 24 months. Then, if funding is available, DDOT could potentially begin design and construction. However, all of this would take several years. The original version of the bill, which has languished in committee, would require adult cyclists to wear helmets.&lt;p style="margin-top: 1em"&gt;Delegate Mills notes that the number of cars hit by pedestrians in recent weeks has skyrocketed. In the past month alone, pedestrians walked into cars in Columbia, White Marsh, and Bowie, causing indecipherable damage to vehicles and making their drivers slightly late for work. &lt;p style="margin-top: 1em"&gt;And Friday morning, three pedestrians walked into a car driven by Richard Phillips, 38, who was passing through a crosswalk in Germantown on his way to work. Phillips was unhurt, but according to a police report the car's recently-polished grille sustained minor smudges from one pedestrian's bag. The pedestrians all walked away from the scene and have not been charged.&lt;p style="margin-top: 1em"&gt;In an interview, Delegate Mills credited the Washington Area Drivers Association (WADA) for the idea. "Helmets will protect drivers from collisions, making it safe to allow drivers on all roads throughout the state," she said. She quoted a study from the Maryland Department of Transportation that found that helmets are the "single best way to avoid head and face injuries."&lt;p style="margin-top: 1em"&gt;Driving activists are unsure about the bill's merits. Rental-car agencies note that travelers from out of state rarely pack a helmet, while even members of WADA have distanced themselves from the legislation.&lt;p style="margin-top: 1em"&gt;"Studies in Australia show that when helmets are required, driving declines by 35%," said WADA president Penny Farthing. "MDOT is quoting junk science."&lt;p style="margin-top: 1em"&gt;In Prince George's County, officials welcomed the proposed legislation. Bai To Hitachi, director of the Department of Public Works &amp; Transportation, noted that cars clearly do not belong on roads meant for pedestrians. "DPW&amp;T cares about public safety and is concerned when members of the community ... knowingly commit acts of high-risk behavior as a mechanism to achieve a public action,"  &lt;a target="_blank" onClick="return countClick('http://greatergreaterwashington.org/post/15292/maryland-leads-but-counties-hesitate-on-new-bike-signs/', '18301')" href="http://greatergreaterwashington.org/post/15292/maryland-leads-but-counties-hesitate-on-new-bike-signs/" style="color: black"&gt;Hitachi said&lt;/a&gt;.&lt;p style="margin-top: 1em"&gt;Hitachi called for additional legislation to require helmets for drivers in parking buildings, where heavy pedestrian traffic puts them in danger. "I'd feel safer walking on the Capital Beltway than driving in the parking building at the New Carrollton Metro Station," he added.&lt;p style="margin-top: 1em"&gt;Community leaders look forward to the institution of more helmet laws for any and every situation. "Fifteen years ago I wound up in the intensive care unit of the Georgetown University Hospital neurology department," said Montgomery County Councilmember Flora Noreen. "I don't really know what happened, but I do know that I was not wearing a helmet."&lt;p style="margin-top: 1em"&gt;The bill remains in committee and with one week to go before the General Assembly adjourns, opponents of the bill are optimistic that the session will end without action.&lt;p style="margin-top: 1em"&gt;In the meantime, police advised drivers in a recent press release to stay alert while crossing sidewalks; to drive cars in bright visible colors or even in reflective paint; to always use controlled intersections; and, before driving, to look left, then right, then left again to check for any pedestrians.&lt;p style="margin-top: 1em"&gt;"Parents are the most important models of proper driver behavior for children," said the press release. "Remember, be an engaged driver. 		<title>I was in a hit-and-run by a distracted driver</title>

Photo by reallyboring on Flickr.&lt;/div&gt;&lt;p style="margin-top: 1em"&gt;As I crossed the street at 2nd and F Streets NE, an SUV pulled up to the 4-way stop. The SUV stopped at the stop sign, and I began to cross the street in the crosswalk. As I was just in front of the SUV, the driver, who'd looked down to his phone while stopped (it looked like he was texting), pulled forward full speed into a left turn, hitting me.&lt;p style="margin-top: 1em"&gt;In the split second I had as the vehicle began to move before it hit me, I screamed and tried to jump back, but I was directly in front of the SUV, and it hit me squarely in the right leg, rolling over my right foot. &lt;p style="margin-top: 1em"&gt;As I screamed, the driver finally looked up, saw me, and yelled "sorry!" out of his open window before continuing on his way. I was stunned.&lt;p style="margin-top: 1em"&gt;It had all taken less than 15 seconds.&lt;p style="margin-top: 1em"&gt;&lt;b&gt;Waiting for the police&lt;/b&gt;&lt;p style="margin-top: 1em"&gt;Once I got safely onto the sidewalk, I stopped, and the security guard at the nearby SEC parking garage stopped to ask me if I was okay and comment on the craziness of what had just happened. While I was in one piece, I was pretty banged up and definitely very shaken, and reached into my pocket for my cell phone to call 911. &lt;p style="margin-top: 1em"&gt;It felt odd to me to call 911 when nothing was on fire and nobody was bleeding or in imminent danger, but as the security guard pointed out, I'd just been involved in a hit-and-run traffic collision.&lt;p style="margin-top: 1em"&gt;Nonetheless, I gave the 911 operator my first name (they did not ask for my last name) and location, explained what happened, declined an ambulance, and was told that the next available unit would be on their way to me shortly. I hung up as a good samaritan came up to ask me if I was okay, and another security guard ushered me into the Securities and Exchange Commission building lobby to wait. &lt;p style="margin-top: 1em"&gt;&lt;div class="blog_image" style="width:432px; text-align: center; font-size: 8pt;"&gt;&lt;a href="/image.cgi?src=201303/281727.png&amp;ref=18241" style="color: black"&gt;&lt;img src="http://greatergreater.com/images/201303/281727-1.png" style="border: 0"&gt;&lt;/a&gt;&lt;br&gt;Collision diagram by the author.&lt;/div&gt;&lt;p style="margin-top: 1em"&gt;Once I was settled inside on a bench, I called my significant other, Kian, to let him know that I'd be late getting home, and he insisted on coming from Dupont to meet me and help me get home once I was done with the police. &lt;p style="margin-top: 1em"&gt;Once I hung up with Kian, building security suggested I call 911 again&lt;wbr&gt;&amp;mdash;&lt;wbr&gt;they were very concerned no officer had responded yet. Kian arrived (via Metro) 25 minutes after I called him, but still no MPD officer had arrived. &lt;p style="margin-top: 1em"&gt;The security guards in the building took down my information to let their supervisor know what was going on, and told me that there was a security camera on the corner of the building that might have had an angle to catch the whole thing on tape. They'd be happy to work with MPD to provide the tape.&lt;p style="margin-top: 1em"&gt;10 minutes or so after Kian arrived (thanks to &lt;a target="_blank" onClick="return countClick('http://storify.com/aimeecustis/2nd-and-f-ne-pedestrian-hit-and-run#publicize', '18241')" href="http://storify.com/aimeecustis/2nd-and-f-ne-pedestrian-hit-and-run#publicize" style="color: black"&gt;Twitter&lt;/a&gt; and call logs on our cell phones, I have the timing recorded), we called 911 for a third time. It had been an hour since my first call. They seemed to have no record of our earlier calls, but assured us that this was a priority and that a unit would arrive soon.&lt;p style="margin-top: 1em"&gt;80 minutes after the collision, Capitol Police arrived on the scene. The responding officer explained that they'd heard it come in over the radio, and decided to respond. The Capitol Police officer took my full report, spoke to the security guard who'd been an eyewitness, and explained to me that Capitol Police would now have officers canvassing the area on the lookout for the vehicle, but since it had been over an hour, that it probably wasn't in the area any longer.&lt;p style="margin-top: 1em"&gt;20 minutes after Capitol Police arrived, and as they're nearly finished writing the report, an MPD unit arrived, explaining that they'd been dispatched from the other side of the city, because of something going on downtown occupying all of the units in the area. The officer asked me to explain what had happened yet again, even though they ended up letting Capitol Police file the report.&lt;p style="margin-top: 1em"&gt;&lt;b&gt;Bad intersection?&lt;/b&gt;&lt;p style="margin-top: 1em"&gt;About 30 minutes after the accident, waiting for MPD, I logged into &lt;a target="_blank" onClick="return countClick('http://storify.com/aimeecustis/2nd-and-f-ne-pedestrian-hit-and-run#publicize', '18241')" href="http://storify.com/aimeecustis/2nd-and-f-ne-pedestrian-hit-and-run#publicize" style="color: black"&gt;Twitter&lt;/a&gt; on my phone. Many, many people on Twitter expressed their sympathy and kind thoughts (thank you!). As the discussion progressed, several people expressed frustration with that very intersection:&lt;p style="margin-top: 1em"&gt;&lt;div class="blog_image" style="width:490px; text-align: center; font-size: 8pt;"&gt;&lt;a href="/image.cgi?src=201303/281654.jpg&amp;ref=18241" style="color: black"&gt;&lt;img src="http://greatergreater.com/images/201303/281654-1.jpg" style="border: 0"&gt;&lt;/a&gt;&lt;/div&gt;&lt;p style="margin-top: 1em"&gt;I've definitely noticed on my daily commute lots of drivers blowing through the intersection with a rolling stop, or occasionally no stop at all. &lt;p style="margin-top: 1em"&gt;&lt;b&gt;A serious reminder&lt;/b&gt;&lt;p style="margin-top: 1em"&gt;I'm sore and bruised from the collision, but otherwise I am okay. I'm incredibly grateful for that, and for all of the kind people around me who helped me after the accident, like the good Samaritan and the building security at the SEC. &lt;p style="margin-top: 1em"&gt;But as a smart growth and complete streets advocate by day, this experience was a serious reminder that our work for more walkable, bikeable, livable streets for everyone in our communities is far from complete. Even in a place like DC that does so many things right when it comes to transportation and planning, there's more work to do, even at the most basic level.&lt;p style="margin-top: 1em"&gt;It's easy to get wound up in rhetoric about "us vs. them", the "war on cars", and so many other issues that we write and read about every day here. We've all been guilty of this from time to time. But when we step back, can't we all agree that cars, bicycles, and most especially, pedestrians, should all have a safe place on our streets? Washington is a great place to live, but we still have a long way to go to make it greater.&lt;p style="margin-top: 1em"&gt;Let's do it for the kids in the daycare down the street from this intersection. For our elderly neighbors who can't get around as well anymore. For our children biking to school.
