Where does the water go?

An awful lot of stormwater just fell on the Washington area. DC Water shared this 2011 video about what happens to a raindrop after it falls in a storm until it gets to a river.

Stormwater has to pass through the Combined Sewer Overflow system, which mixes water and sewage. That is, unless and until DC Water digs new tunnels for stormwater (and, unfortunately, has to spend a very large amount of money to do it).

The Anacostia River can again be swimmable and fishable

The Anacostia River is widely called DC's "forgotten river," a term coined by Anacostia Watershed Society's founding president, Robert Boone, to reflect the river's second-class status in our nation's capital city.

The Anacostia should be a community asset: a river safe for swimming and fishing, per the federal Clean Water Act. In many ways the Anacostia River is not forgotten anymore, but rather a well-kept secret for the recreational opportunities it does offer, including biking, paddling, and surprising beauty and solitude.

My organization, the Anacostia Watershed Society, has been working to improve the Anacostia for 20 years. We and the Anacostia Community Boathouse Association will discuss the river and its recreational future with local leaders and residents at a public forum this Saturday.

At the head of the river in Maryland, over a dozen crew teams from the region call Bladensburg Waterfront Park home, including University of Maryland, Catholic University, Elizabeth Seton High School, DeMatha Catholic High School, and Walter Johnson High School. You can even learn to row with the Washington Rowing School, rent a canoe or paddle boat from Prince George's County Department of Parks and Recreation, or take a guided river tour with AWS.

This park is also the gateway to the Anacostia Tributary Trail System, a biker's paradise of trails stretching up to Greenbelt and Wheaton that within 2 years will connect southward along the river to the existing Anacostia Riverwalk Trail in the District.

The Anacostia River has a rich history of recreational use. Eastern Power Boat Club, founded in 1905, is the country's first power boat club, and Seafarer's Yacht Club, founded in 1945, is the oldest African-American yacht club on the east coast. Seafarer's has a long commitment to community service and the health of the river, starting the annual Anacostia River clean up that has grown into a major annual Earth Day event, and AWS is a proud partner.

Other members of the Historic Anacostia Boating Association are also along Boathouse Row (Water and M Streets SE), including District Yacht Club and Washington Yacht Club, as well as the Anacostia Community Boathouse, a home for rowers and recreational paddlers.

AWS is a founding member of the Anacostia Community Boathouse Association, and with ACBA's excellent new facilities at 1900 M Street SE, AWS has begun to increase our recreational paddling programs. In 2011, AWS "Paddle Nights" attracted several dozen people down to the river every 2 weeks and opened their eyes to the possibilities of a clean, healthy Anacostia River.

If you don't know about something, it is hard to care about it. In short, recreation equals stewardship, and we believe that more citizens should come to know and love the Anacostia River.

In light of AWS activities to clean up the river, we are often asked if it is safe to recreate on the Anacostia River. The answer is yes, if you are sensible about it. Don't swim, don't drink the water, and be careful about eating the fish. But please walk, bike, row, paddle, or simply look at and enjoy the river.

In order to share this information more widely, AWS and ACBA are hosting a River Health and Public Recreation Forum this Saturday, February 11, 9-11 am, at the First District Police Station, 101 M Street SW.

Councilmember Tommy Wells, Dr. Janet Phoenix of the DC Environmental Health Collaborative, Dr. Sacoby Wilson of the University of Maryland, Collin Burrell of the District Department of Environment, and Donal Barron of DC Water will give a brief panel presentation, followed by an audience Q&A. Topics will range from recreational safety to the risks posed by the river's various pollution sources, including bacteria, stormwater, toxics, and trash.

Although we've still got a ways to go to reach our goal of a swimmable and fishable Anacostia River, it is already a community asset for those who know its charms. Come down to the river and learn for yourself what many locals already know: the Anacostia is an urban oasis, and could yet be a better one if we have the willpower to make it happen. This well-kept secret is really a hidden gem.

Weekend video: Cleaning up Rock Creek

Hundreds of volunteers of all ages got wet and dirty on Saturday, April 9, for the annual Rock Creek Extreme Cleanup. The amount and variety of litter that still makes its way into our region's streams is eye-opening, especially in this age of increased environmental awareness.

Each cleanup crew, stationed at one of 57 sites along Rock Creek from Georgetown to upper Montgomery County, collected many bags full of litter that was then collected by either National Park Service or Montgomery County Parks crews. Along with the usual plastic bags, bottles and wrappers, items found included golf balls, a toilet seat, a knife, and several rubber tires.

The event was sponsored by Friends of Rock Creek's Environment (FORCE), a 6-year-old nonprofit that works to protect water quality in the Rock Creek watershed (area in which all rain that falls flows into Rock Creek and its tributaries), which covers much of the District and Montgomery County and is part of the greater Chesapeake Bay watershed.

Along with coordinating hands-on cleaning and maintenance of the creek and its surroundings, including the removal of invasive plant species, FORCE works in the political arena for policies to curb the less visible forms of water pollution caused by a variety of human activities, and encourage "river smart" home and landscape designs that minimize stormwater runoff.

FORCE is one of several water quality protection organizations serving greater Washington. Others are the Anacostia Watershed Society, Potomac Riverkeeper, Friends of Sligo Creek, and the Chesapeake Bay Foundation. All are deserving of your support, as polluted local waters come back to bite us in many ways.

The simple answer is yes, the water is safe to drink. We've satisfied all federal standards since 2005. However, our one caveat is that contaminants can get in the system in the portion of the distribution system connected to your homemeaning fixtures in your house, lead solder, etc. If you have any concerns, please call us for a water monitoring test. My understanding is that that the project was then abandoned because it was determined that the risk of increasing lead contamination (ie., stirring up the lead) outweighed the benefit of replacing the pipes. Partial replacements (the public line is replaced, but not the private line if it is lead) periodically have a short-term increase in lead in the water after the line is replaced. If you've received a partial line replacement and are concerned about lead in the water, please call us for a free monitoring test at (202) 612-3440. Existing testing shows that the levels return to pre-replacement or lower. The orthophosphate in the water (an anti-corrosive) has proven to be an effective inhibitor of lead.

The research still shows that replacing the full lead service line (on the public and private side) is beneficial in reducing lead exposure. Whenever there is a lead source, there is potential for lead in the water.

For now, we only replace lead service lines when we replace water mains (the big pipes that carry water throughout the system). When our crews come through, we encourage homeowners to replace the private side at the same time, using our contractors so it's cheaper.

There isn't an easy way that we're aware of. Our water is tested in advanced labs using techniques that can't be done at home, which is one of the advantages of tap water. It would be great for customers to encourage more transparency in the bottled water industryeither in the form of voluntary or regulated disclosure.

We got a Zero Water filtering pitcher which comes with some kind of tester, but I don't know how good it is. However, it shows something like 006 on water that comes out of there, and more like 400-something on the water from our tap (and similarly high from the water from our fridge filter). Is this testing something real or is it some kind of gimmick?

Tap water contains particulates that aren't necessarily harmful, but are measured by that test and removed by the filter. Some of those are added during the drinking water treatment process, to make sure the water is clean and safe. From our perspective, this is a good filter, but there is no safety comparison between it and unfiltered water.

Yes, we can. The most important thing is that filters are certified by the National Sanitation Foundation, which would show an NSF-certified logo on the package. Every filter is certified to remove different contaminants, so the first thing is to decide what you want to remove and make sure you get the right kind. For lead, you want Standard 53. (more)

We typically don't recommend whole-house filters, because they remove chlorine or chloramine and you don't have disinfection protection for your household pipes. We see bacterial growth in these kinds of situations. The better thing to do is filter where you're using the water. (Point of use, rather than point of entry.) Thanks, that's helpful. One last question on safety. I appreciate the thorough testing you seem to do. Still, as a resident who is worried about water quality, I am concerned about just saying the water meets government standards. Aren't the standards kind of lenient? After all, the CDC said DC's water was safe when it really wasn't. And I know you weren't there at the time, but your organization was not exactly honest at certain times. How do we know that this apparent safety is real?

Excellent question. We have adopted a strategy to go beyond regulatory requirements. We aim to meet stricter target levels than required by EPA. And though we're meeting them, we always aim to be lower. We are providing filters and monitoring during lead service replacement, which we didn't do before. As science continues to advance, we are able to detect more things in the water than we once could, but that doesn't necessarily mean a health risk. (more)

Our perspective is that protecting the public health is the most important task we face. We now take a protective measure first even when the risk is not fully known (such as a boil water alert in 2009 in Shepherd Park, and the do-not-use advisory in Upper Northwest in 2010, neither of which were scenarios where public health was actually impacted). We're also working closely with water-quality advocates on our public outreach, and we're engaged in independent research to advance science outside of the regulatory framework.

We love this question. This is a nationwide crisis of epic proportionas the American Society of Civil Engineers recently ranked water and sewer infrastructure as a D-. That's actually generous. In the District, the Board of DC Water has tripled our replacement rate to double the national average, or 1 percent of our system a year. This still isn't fast enough, and our view is there should be massive federal infrastructure investmentjust like for roads and bridgesto upgrade a system that sustains life.

The federal government is a customer, certainly one of our largest. (If you added all the federal accounts and agencies together, it would be the biggest.) At one point the federal government threatened not to pay a significant portion of the bill (the IAC), but a significant effort by the local congressional delegations reversed that decision. The vast majority of the federal money we receive is through rates, not direct appropriation.

We do have a Money Matters Task Force, which is the big-city water agencies banded together. The task force just hosted a congressional day here in the District, focusing on the costs borne by urban ratepayers. There's no question that the lion's share of water pollution today comes from nonpoint sources (such as suburban parking lots and rural agriculture), not wastewater treatment plants. You're right that our industry needs to speak with a unified and stronger voice.

It's not delicate at all! WSSC is our largest wholesale customermeaning a customer whose wastewater we collect and treat. So the suburban jurisdictions served by WSSC are actually having their wastewater treated here at Blue Plains in the District, but not paying a bill to us directly like a customer in the District would. For example, suburban customers (including WSSC) fund 60 percent of the upgrades at Blue Plains itself. It's calculated by volume.

Low-impact development is most effective at capturing first flush in rain events. We agree that LID should be an integral part of street and neighborhood design, in both combined-sewer and separate-sewer parts of the city. Our Clean Rivers Project to virtually eliminate overflow has to handle such huge volumes in large rain events that LID is unlikely to be able to do the trick by itself. You might be thinking of the McMillan complex in Northwest, which is actually part of the U.S. Army Corps of Engineers Washington Aqueduct. can we cycle back to the question about bottle deposits - I know that there was a push in the past to get a deposit (like they have in Michigan where I grew up), but it was shot down by a coalition that enlisted churches and others to claim it was racially motivated, etc. Long story short - much of this would cover things other than bottled water, but those bottles pollute a lot of the waterways DC Water is trying to keep clean (Anacostia, Rock Creek, Watts Branch, etc.). Would you be in favor of a bottle deposit?

This is probably a better question for the DC Department of Public Works, but the bag bill (which I began implementing before I left DDOE) is a great example of how legislation can change behavior to benefit the environment. Under the right circumstances, DC Water would absolutely support a bottle deposit bill. We spend about $500,000 a year on boats that pull trash out of our rivers, and a lot of it is bottles!

For TM: The massive project is the tunneling project, but a small portion is sewer separation. O and P Street just started, and goes from Wisconsin to 33rd. The story in the District I've heard is that much of the infrastructure in the District (like the sewer sysetm) was put in following the Civil War and that much of that original system is still in place. Yes. The median age of a water main in the District is 77 years, and sewers are slightly older. About 120 miles of the system went in the ground before 1900, with another three miles or so predating the Civil War. This is not uncommon in older cities around the country. And it's a main reason why we have 400+ water main breaks in an average year.

The long-term strategy is to keep increasing our capital improvement program to replace these as quickly as we can. We are using analytics to target the best use of the dollars. We also have to beg our customers' patience, because even replacing 1 percent of the water pipes in a year is 11 miles. That's a lot of torn up roads and traffic delays.

In addition to the skimmer boats we already mentioned, we've reduced the amount of overflows 40 percent just within the sewer system itself. We're reducing the number of nutrients going into the Potomac every year and are consistently meeting or exceeding our Chesapeake Bay goalsto the tune of $1 billion in the last 10 years in upgrading Blue Plains.

This is an issue we handled extensively when I was the director of DDOE. Our plan for the Anacostia, for example, targeted 2032 as the answer to your question. The CWA has been very successful at reducing pollutants from plants like Blue Plains or those that manufacture. But the new challenge is nonpoint sources, like agriculture and suburban runoff. While DC Water has a role, and a big one, in keeping these waterways clean, our neighbors do too. And we strongly believe it's not just up to our ratepayers to foot the bill.

I do not have an AMR meter. My bill is estimated when I call to have a service person come read my meter and reconcile the bill, why should I not be refunded the difference for your incorrect guess? In fact, they noted to put in a new meter I would have to pay a plumber to put new fittings (5-way) so DC Water could then put in their new AMR meter. Does DC Water not have any licensed plumbers who can fix this, and what does that have anything to do with reconciling my bill?

DC Water increasing impervious area charge, water rates

DC Water is seeking to raise water rates approximately $6.50 per month for FY12 to fund its Clean Rivers Project and pay debt service on its 10-year $3.3 billion capital improvement budget.

The largest portion of the rate increase comes from a higher impervious area charge (IAC), a fee assessed on property owners for surfaces that rainwater cannot penetrate.

The utility held its first forum Tuesday night in Ward 3 to gather public input on the rate increase. DC Water General Manager George Hawkins gave a short presentation on the authority's capital improvement projects. Residents then had a chance to ask questions, most of which concerned the IAC, hydrant maintenance, and lead levels in the water.

DC Water collects the IAC to pay for its Clean Rivers Project. This project aims to clean up pollution in the Anacostia and Potomac rivers and Rock Creek. Approximately 2/3 of water runoff ends up in the Anacostia.

In the proposed budget, the IAC would increase from $3.45 to $6.87 per month, almost a 100% increase.

Other increases in DC Water rates included a retail rate increase from $46.09 to $48.84, DC PILOT (Payment in Lieu of Taxes) increase from $3.28 to $3.55, and DC Right of Way fee increase from $0.94 to $1.00. The total monthly increase would be $60.29 to $66.79, based on an average monthly consumption of 5,004 gallons of water.

Hawkins said DC Water originally intended to bundle the IAC with the retail rate for water. The fee would then depend on the water usage of a property. DC Water instead assesses the fee on all properties with impervious surfaces. This way, the fee captures properties with impervious surfaces but little to no water use (e.g. parking lots).

The IAC was a flat fee for all customers until October 1, 2010. DC Water changed the structure and created six tiers of properties, based on the amount of impervious surface on a given lot. Thus a person living in a rowhouse would pay less than the owner of a parking lot.

DC Water also collects an IAC for the District Department of the Environment (DDOE) for its own stormwater management program. One resident asked why DC Water does not call the IAC a tax. Others argued that because of water conservation systems on their property, the IAC is unfair.

Hawkins argued that the IAC is a fee, not a tax, because it is collected for a sole purpose: funding the Clean Rivers Project. For this reason, the fee also applies to the federal government, which owns a significant amount of property with impervious surfaces in the District. See this earlier post about that very issue.

Hawkins further explained that water conservation efforts would not lower the costs of the Clean River Project, so there is little incentive to offer rate deals to customers. DDOE, however, will offer incentives for conservation, thereby lowering its portion of the IAC. Hawkins indicated these incentives would be in place soon.

Though the IAC does apply to the federal government, it does not apply to District roads. Hawkins said this arrangement was part of the original decision to implement the fee. He indicated it would be difficult to now apply the fee to the city.

Hawkins highlighted some of DC Water's other capital improvement projects. The authority is replacing water mains and separating storm runoff from sewage lines.

He also said DC Water has mapped all fire hydrants in the city using GIS mapping. This allows DC Fire & EMS to monitor hydrants and find the necessary water pressure during emergencies. Low water pressure was a major factor in the fire that destroyed the Cafritz mansion in July 2009.

Lastly, Hawkins addressed questions about lead levels in the District's drinking water. He said lead levels are lower than or at federally mandated levels of 15 parts per billion. He suggested galvanized pipes, solder, or lead fixtures could increase lead levels. Residents can ask to have their water tested if they suspect higher levels of lead.

The forum was the first in a series of public meeting DC Water will hold throughout March and April, with one in each ward. They will hold a final public hearing on May 11th. Residents can submit written testimony if they cannot attend.

Impervious Area Charge is an integral part of sewer service

The Obama administration's decision to to pay an impervious area fee added to all water bills in DC, reversing its earlier position, is a welcome step toward cleaner water.

DC Water levies the impervious area charge on customers based on the estimated level of stormwater their properties dump onto the streets and thus into the sewers. This is necessary to pay for replacing DC's antiquated Combined Sewer Overflow (CSO) system.

Until 1900, the District installed under every street one pipe to handle both sewage and storm water. Whatever you emptied into your kitchen sink emptied into the same pipe carrying whatever washed along your street's curbs.

The problem is that our sewer system, much like those in other old American cities, simply cannot handle the sheer volume of water that flows through the sewers during heavy rains. As a result, the sewers overflow into Rock Creek, the Potomac, and the Anacostia at 53 outfall points during these storms. As you can imagine, this discharge is neither safe nor pretty.

Rather than dig up every 18th- and 19th-century neighborhood street, DC Water is building several huge containment tunnels to temporarily store sewage-storm "brews" until the treatment plant at Blue Plains can process it all after the storm.

Underground storage tunnels will cost $2.2 billion. To recoup this cost, DC Water started levying a fee on all impervious surfaces on customers' properties, regardless of whether the property is located in a combined sewer area.

Impervious surfaces, such as a house's footprint or a driveway, prevent the ground from absorbing rainwater and slowly releasing it through local springs. Instead, water runs off our roofs, into gutters, down the downspouts, onto a sidewalk or driveway, into the street and then into the sewer. Consequently, storm drains on the street aren't just handling street water, they're also handling the water our homes, offices, parking lots, and driveways dump on the streets.

DC Water is working with the DC Department of the Environment to discount the fee for properties that mitigate their runoff. Until then, we're all paying for our runoff and the tunnels that must contain it.

But is it a fee based on usage, like your water bill, or is it a tax, like a property tax? As you learned in your civics class, no state, and certainly not the District, may tax the Federal Government. The Feds will pay for services provided, such as water and electricity, but they will not pay property and other taxes.

Since this fee is structured to approximate your burden on the sewer system, it shouldn't count as a tax. The Obama administration at first disagreed, arguing it was a tax and that the federal government should not pay.

Most ironically, DC Water's tunnels are being built to comply with the federally-mandated Clean Water Act. In essence, the federal government contributes to the problem, mandates a solution, but refuses to pay for it. This is worse than an unfunded mandate because federal government properties are partly responsible for the problem in the first place.

Without the federal government paying its share, which accounts for 20% of impervious area in DC, water bills for DC residents would soar to compensate for the Feds' "principled" delinquency. One can imagine residents demanding DC Water shut off the water to all government properties; it's hard to stand on principle if it means sitting in a porta-potty.

Congresswoman Eleanor Holmes Norton (D-DC) and Senator Ben Cardin (D-MD) are more diplomatic. They are sponsoring legislation to require the Federal Government to pay.

Fortunately, after a second look, and probably after some hard lobbying, the Government Accountability Office reversed its earlier decision. In a recent letter DC Water provided us, GAO states, "We have concluded that the [Impervious Surface Area] charge is a component of the utility rate customers pay for water and sewer services." That is, the impervious area charge is an integral part of financing a sewer system, that by law must comply with national water quality standards.

That nice map... never mind

In the "security"-obsessed reality we live in, having something as simple as a not-very-high-resolution map of water pipes out there on the Internet is enough to make government-types wet their pants (water related punsgotta love 'em!).

This morning, I received notice from Alan Heymann, the Public Affairs Director of DC Water, that the EPA contacted DC Water to let them know they believe the map is "sensitive information" and should not have been shared.

I'm not naive, and I understand the need for vigilance regarding threats to infrastructure in the nation's capital, but this information doesn't add much value for someone looking to do harm to our water supply. The easiest places to do so, the open-air reservoirs at Dalecarlia, Georgetown, and McMillan, are all well-guarded. Just try to take a photo at any of them, and a gruff person will threaten you with physical harm if you look in their direction for too long.

One of my mantras is "information wants to be free," so my initial response was to say, "Hell no, this is public property, and the public has a right to know about this." But Mr. Heymann has been a great help in solving the problem of "Montello Springs" as well as offering the tour of the Bryant Street Pumping Station, so we've decided on a compromise. The highest resolution version of the map has been removed from Flickr, and we're including an annotated version below that shows the location of the reservoirs.

You can still get the basic gist of our previous article from this mapthat different sections and elevations of the city are fed from reservoirs that aren't necessarily the closest to that part of the city. That information is also still readily available in text form on DC Water's website.

In thinking about all of this, Jaime discovered the EPA website called MyEnvironment, where they tout "transparency, transparency, transparency" and openness, and discuss the sharing of maps and data with the public. In light of the recommendation to remove this map, we asked Alan Heymann if he feels that sites like "MyEnvironment" can ever truly meet the goal of openness? Should government agencies set explicit limits on what is appropriate to share? Here's his response:

I agree that generally, more information is better than less information. Many District residents don't know much about the facilities and the agency that supply their drinking water, which was the idea behind the bloggers' roundtable that you attended last week. Likewise, not everyone gets a chance to visit the inside of a pumping station, but you have the ability to take your audience there through your photos and words.

The General Manager and the rest of the team were pleased to see your informative, thoughtful take on the distribution system on Tuesday. At the same time, especially because this is the nation's capital, we need to be mindful of security concerns. When the U.S. EPA mentioned to us that the posting of a detailed map online might put sensitive information into the wrong hands, I made the request that the map be removed from your post.

As you mentioned in the earlier post, our new name and logo are just part of an effort to connect with our customers in ways this agency has never done before. However, in hindsight, I probably erred a little too far on the side of openness and transparency in providing a high-resolution map of the distribution system for the web. I appreciate greatly your cooperation in agreeing to take it down, and I want to thank the GGW readers for their understanding as well. I'm looking forward to collaborating with you on future posts.
