Question: since the street car tracks are in the right lane, any future conversion to a separated ROW (in other words, streetcar only lanes), would be impossible, right?

Not impossible, but would involve any of the following:

1 - Streetcar lane becomes permissible for use only for maneuvering into / out of parking.

2 - Parking is removed concurrent with streetcar lane becoming restricted.

3 - New streetcar lines are installed into parking lane, then existing lines removed (could be converted to parking or a travel lane).

4 - New streetcar lines are installed in median, then existing lanes removed. This is least likely given the construction impacts to traffic & multitude of issues at any stations.

...And surely other possible options that don't immediately come to mind.

5 - Streetcar tracks sit unused for about a decade, functioning only to trap bicyclist's wheels and cause crashes.
